AIRPARK ADVISORY BOARD MEETING MINUTES

The Chair called the meeting to order at 3:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
Board Member Walter Crosby was remembered.
2 – Approval of Minutes
– November 2, 2011
Member O’Brien moved to approve the minutes of the regular Airpark Advisory Board
meeting of November 2, 2011, as submitted in written summation to each board member. The
motion was duly seconded and carried unanimously.
3 - Tenant & Lease Report from FBO
FBO (Fixed-Base Operator) representative Barbara Cooper reported on tenant levels
and visitors. She said since May 20, 2011, 22 planes landed and 9 took off during the extended
hours; no complaints were received regarding these uses. The airpark has several new tenants
due to the longer hours. A group of young students, visiting the airpark today on a field trip,
noticed the Coast Guard helicopter flying nearby. The CAP (Civil Air Patrol) meets at the
Airpark every two months for fly days.
4 – Old Business
4.1. Hangar Update
Airport Operations Manager Gordon Wills said work on the new hangar should be
completed by February 20, 2012.
4.2. JACIP (Joint Automated Capital Improvement Program) Plan Discussion
Marine & Aviation Director Bill Morris said FDOT (Florida Department of Transportation)
approved adjustments to the JACIP (Joint Automated Capital Improvement Program) six-year
plan, including the runway extension. Mr. Wills said plan changes are based on needs.

5 – New Business
:
5.1. Providing sign-in sheet for advisory board meetings for the public
Mr. Morris requested that the minutes indicate eight people were in the audience.
5.2. Airpark Advisory Board Composition (add neighbors)
Mr. Morris will request that an Airpark neighbor be appointed to the board.
5.3. Recognition of member service as Airpark Advisory Board positions turn over.
It was stated while member service to the board takes time, the Mayor and City Council
verbally recognize board member service as do those who use the Airpark. It was suggested
an official recognition of service to the community be presented to board members when they
step down.
6 – Agenda for Next Meeting
– May 2, 2012
1) Open house, including date, types of events, and help with sponsorships.

Airpark Neighborhood Meeting
It was felt public meetings should not be held at the Airpark as miscommunication and
emotions can be a problem, order is not maintained, and behavior would improve in Chambers.
Mr. Wills said without a Master of Arms, the same behavior could occur in Chambers; the
Airpark is a convenient meeting location for neighbors who work late. He said 1,700
announcements were mailed; 40 neighbors attended. It was recommended that rules of order
be enforced in the future. It was reported that one neighbor with complaints about airpark traffic
lives in the landing and departure patterns. It was noted the patterns have been in place for at
least three decades.
Mr. Morris said various landing and departure patterns were submitted to the FAA
(Federal Aviation Authority), which determined current patterns best support the safety of pilots
and neighbors. It was noted the altitude of overhead planes is hard to determine; many flights
over Clearwater do not originate at the Airpark. Mr. Morris said the St. Petersburg/Clearwater
Airport’s website tracks every airplane transiting the area, providing information on altitudes and
origination.
Citizens to be Heard
Lauren Hallahan said the airpark has no activities or restaurant for citizens. She
recommended the City invest more money in the airpark and construct a new FBO building to
increase revenues and better integrate the airpark and neighborhood.

Bob Gibson said the Airpark is a tremendous asset. He supported evening meetings at
the Airpark for neighbors, with enforced speaking rules. He reviewed benefits of the Airpark to
neighbors, noting it pays its own way.
Elaine Granata said most neighborhood noise is from emergency vehicles and loud car
stereos.
Board Member Comments
Residents were thanked for their attendance.
Staff was thanked for their efforts to make the Airpark a successful economic generator
for the City.
