BROWNFIELDS ADVISORY BOARD MEETING MINUTES

The Vice-Chair called a work session to order at 5:36 p.m. at City Hall, followed by a
moment of silence and the Pledge of Allegiance. The meeting was called to order at 5:50 p.m.
when a quorum was reached.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

2.1. Moment of Silence in Memory of Board Member Wallace Smith
2.2. Approval of Minutes – October 13, 2010
Member Blackstone moved to approve the minutes of the regular Brownfields Advisory
Board meeting of October 13, 2010, as submitted in written summation to each board member.
The motion was duly seconded and carried unanimously.
3 – Staff Agenda
3.1. BRLCF grant funds for CRA (Community Redevelopment Agency) project CarPro,
intergovernmental loan. Resolution 119.
Economic Development Coordinator Diane Hufford said the City Council had approved the
CRA (Community Redevelopment Agency) loan for the CarPro project at 1359 Cleveland Street.
3.2. Analysis of Brownfields Cleanup Alternative (ABCA).
Ms. Hufford distributed information regarding the evaluation of several remediation options
for the CarPro site and methodology associated with selected remedy. The 30-day public
comment period runs from September 28 to October 29, 2011. The report is available for review
on the City’s website.
3.3 ARRA (American Recovery and Assessment Act) grant job hours report.

_1144.''Hufford said the City had received $400,000 and spent $309,531.30, as listed in the job
hours report for the ARRA (American Recovery and Assessment Act) grant over the last five
quarters. She said 5.62 jobs were created.
3.4.Overview of CarPro assessment and remediation activity at 1359 Cleveland Street.
Environmental Specialist Joe DeCicco said the assessment reviews remedial strategies to
clean up the contamination, including the type and amount of chemicals to be used. He discussed
the cleanup and monitoring process. The plume has migrated; the City needs permission to
access other properties. The project will take about three years.
3.5 Health Care Scholarship for Brownfields Residents
Ms. Hufford reported the City had earned $65,000 interest for early Brownfield grants. The
State authorized the City to use $35,000 toward job creation by providing Brownfield residents with
scholarships to attend the Ultimate Medical Academy; 16 students have participated. The program
has a remaining balance of$907.50. Staff will request use of additional funds for the program.
3.6. 14th Annual Florida Brownfields Conference and Exhibition
Ms. Hufford, Mr. DeCicco, and Clearwater Environmental Manager Ed Chesney will attend
the Florida Brownfields Conference and Exhibition in Orlando, November 13— 16, 2011.

Discussion ensued regarding homeless problems in the Old Clearwater Bay area.

Items not on the Agenda
Economic Development and Housing Director Geri Campos Lopez said a vision plan for the
East Gateway is being prepared and will be presented to the City Council in December. While
area streetscaping has been delayed until 2018, the community wants to push forward to
encourage investment. She reviewed redevelopment plans for the area. In response to a
question, she said there is no specific plan for developing the Economy Inn site, although staff
would support mixed-use.
Ms. Lopez invited members to a ribbon cutting ceremony for the Pine Berry Apartments on
October 19 and a groundbreaking for the Country Club Homes on October 27, 2011.
