01/24/2012 PARKS & RECREATION BOARD MEETING MINUTES CITY OF CLEARWATER January 24, 2012 Present: Ray Shaw Chair Jonathan R. Sullivan Board Reporter The Chair called the meeting to order at 6:30 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes – October 25, 2011 Member Gardner moved to approve the minutes of the regular Parks & Recreation Board meeting of October 25, 2011, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 – Election of Officers Member Wade moved to reappoint Ray Shaw as Chair. The motion was duly seconded and carried unanimously. Member Weatherilt moved to reappoint Jonathan R. Wade as Vice-Chair. The motion was duly seconded and carried unanimously. 4 – New Business 4.1. Request to name room at North Greenwood Recreation Center after Pastor Walter Campbell The family of former Pastor Walter Campbell, Bayview Baptist Church, requested that a North Greenwood Recreation Center room be named in his honor. Susan Campbell Williams reviewed her father’s history, his impact on the area, and the importance of honoring his legacy. Discussion ensued with suggestions it would be more appropriate to name a building or park after Pastor Campbell and the family should present to City Council a petition identifying the request and attend the subsequent hearing with supporters. It was stated according to City guidelines, it would be more appropriate to rename the recreation center after the pastor rather than Dr. Martin Luther King Jr. It was noted the multi-use field planned nearby may be an appropriate venue. Parks & Recreation 2012-01-24 1 Member Wade moved to schedule a public hearing on April 24, 2012, at North Greenwood Recreation Center to consider naming a City facility or park in honor of Pastor Walter Campbell. The motion was duly seconded and carried unanimously. 4.2. Presentation: Coachman Park Enhancement - Howard Warshauer Howard Warshauer provided a PowerPoint presentation on CPEC (Coachman Park Enhancement Coalition) efforts to enhance Coachman Park and attract people to downtown. He reviewed the value of signature parks in cities, stating that improving Coachman Park would serve as a catalyst for downtown economic improvement. He said the plan includes daily programming and will continue approximately five concerts a year, such as Jazz Holiday. He said the Harborview Center needs to be razed to connect the park with downtown. Parking needs to be addressed. A master plan will identify funding sources. 5 – Unfinished Business 5.1. Capital Projects Update Administrative Support Manager Felicia Leonard said construction of restrooms at Pier 60 and deployment of the lifeguard towers will be completed in February. Concrete repairs of the Long Center are almost done. Invitations will be sent for the February 22, 2012 unveiling of the bronze bust of Paul Owens at Carpenter Complex. Thanks to fire breaks created by the City, a recent 10-acre fire at Lake Chautauqua Preserve did not spread to nearby homes. In response to questions, Ms. Leonard said while North Greenwood land considered for multipurpose fields was earmarked for economic development, the property remains recreation/open space. She reviewed a grant opportunity and CIP (Capital Improvement Project) funding needed to develop the fields. Concern was expressed that Winning Inning does not live up to multiple parts of its contract. It was recommended that the road to nowhere on the site be vacated for the fields. Rules and Regulations Member Wade moved to adopt the Parks & Recreation Board Rules and Regulations. The motion was duly seconded and carried unanimously. Football Camp It was recommended that plans for this fall’s football camp secure a field. Clearwater Charges It was reported a Senior Soccer Challenge is scheduled for March 24, 2012; the Clearwater Chargers Soccer Club expanded to Lakewood Ranch and now has more than 2,500 players. North Greenwood Library Updates to the North Greenwood Library were complimented. It was noted during the opening all computer terminals and meeting rooms were busy.
