The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 – Approval of Minutes
– February 14, 2012
Member Corriveau moved to approve the minutes of the regular Neighborhood &
Affordable Housing Advisory Board meeting of February 14, 2012, as recorded and submitted in
written summation to each board member. The motion was duly seconded and carried
unanimously.
4 – Local Housing Assistance Plan (SHIP)

Housing Coordinator Terri Malcolm-Smith reviewed the report. Repayment of SHIP
(State Housing Initiatives Partnership) loans will generate $100,000. Program cutbacks have
reduced the number of residents that can be helped. The City will use SHIP funds to match
HOME Investment Partnership Program money.
Member Corriveau moved to recommend approval of the City’s 2012 Local Housing
Assistance Plan. The motion was duly seconded and carried unanimously.
5 – Catholic Charities – San Remo Apartments

Housing Manager Michael Holmes reviewed the request.
Member Braswell moved to recommend approval of the loan for Catholic Charities’ San
Remo Apartment project. The motion was duly seconded and carried unanimously.

6 — North Greenwood Recreation Fields (Amendment to FY 2011/12 CAP)

Mr. Holmes said the City plans to construct an athletic field in the North Greenwood
Community, identified to be a Neighborhood Revitalization Strategy Area (NGNRSA) by the US
Department of Housing and Urban Development. As Philip Jones Field currently cannot be
used, this underserved community has no athletic fields available to residents. Project elements
include fill, grading, grass sprigging, lighting, irrigation and fencing for a project estimate of
$300,000.
Economic Development/Housing Director Geri Campos Lopez said the City proposes to
use project money budgeted to repair the roof at the Martin Luther King Jr. Center; the lease on
that building, which belongs to the Pinellas County School Board, expired. The building needs
many repairs.
Member Braswell moved to recommend approval of amending the FY (Fiscal Year)
2011/12 CAP (Consolidated Action Plan) to transfer money previously allocated for repairs to
the Martin Luther King Jr. Center roof to development of North Greenwood Recreation Fields.
The motion was duly seconded and carried unanimously.

7.1 CAP Process Updates
Mr. Holmes said the application deadline is April 5; presentations are scheduled for the
April 24, 2012 meeting. The mandatory meeting for Consolidation Action Plan funding
applicants was properly noticed and well attended, although some were absent.

The Florida Legislature enacted the William E. Sadowski Affordable Housing Act in 1992. This act
created a dedicated revenue source for the state and local housing trust funds. This dedicated
revenue source funds state and local housing programs and assists local governments in meeting
the housing needs of its population. The Sadowski Act created the State Housing Initiatives
Partnership (SHIP) program.
The SHIP program provides funds to local governments as an incentive to create partnerships that
produce and preserve affordable housing. The program was designed to provide very low, low and
moderate-income families with assistance to purchase, repair or replace homes and many other
types of housing assistances.
As a requirement of receiving SHIP funds, cities and counties are required by Florida Statute to
prepare a Local Housing Assistance Plan (LHAP). The City has prepared its local assistance
plan with the following goals:
Increase homeownership
Preserve, increase and rehabilitate the City’s housing stock, especially what is available for
very-low, low and moderate-income families
Promote better livable opportunities in the targeted areas
Promote affordable housing for renters and homebuyers
Provide opportunities for households to obtain or remain in their homes or rental units
Provide housing opportunities for the city’s homeless population or those at risk of
becoming homeless
Provide a match required by federal programs
For fiscal year 2011-2012, the City received $96,983 to administer the SHIP program. The City
expects to receive $100,000 in program income. The LHAP for fiscal years 2012- 2013, 2013-2014
and 2014-2015 is based on the allocation of $96,983 and the anticipated program income of
$100,000. The City’s allocation was reduced by over one million dollars. With his huge reduction in
funding, the City is only able to fund the following housing strategies:
Down payment and closing cost assistance
Owner occupied rehabilitation
Construction/Rehabilitation of Multi-family housing
The City is required to adopt incentive strategies in its plan. The following incentive strategies are
in place
Expedited Permits
Ongoing Review Process
The allowance of flexible densities for affordable housing
The reduction of parking setback requirements for affordable housing
The allowance of flexible lot configurations, including zero-lot-line configuration
The preparation of a printed inventory of locally-owned public lands suitable for affordable
housing
The support of development near transportation hubs, and major employment centers and
mixed used development
With the huge reduction in funding, the City projects to assistance seventeen households in each
of the fiscal year included in its new plan. The LHAP will be submitted to the Florida Housing

EXHIBIT: Staff Report Catholic Charities 2012-03-13
On February 13, 2012 Catholic Charities, Diocese of St. Petersburg, Inc. submitted
an application to the City in the amount of $435,969 to purchase and rehabilitate
an eight unit apartment building located at 115 North San Remo Avenue,
Clearwater. Catholic Charities is a multi-site, social service agency that serves five
counties in the Tampa bay area. They provide a spectrum of services including
adoptions, family/individual/marital counseling, assistance to individuals living
with HIV/AIDs, first time homebuyer education, financial literacy,
debt/foreclosure counseling, supportive housing for the homeless and persons
with disabilities.
The units consist of 6 two bedroom/two bathroom units and 2 one bedroom/one
bathroom units. The property is located in our East Gateway District
Neighborhood Revitalization Strategy Area. Catholic Charities has a contract to
purchase the property for $250,000. The property is being sold as a short sale. A
September 15, 2011 Pinellas County Appraiser have the project market value
listed at $400,000. Catholic Charities has estimated the construction cost to be
approximately $149,769. The renovations will focus on providing energy efficient,
green building features and quality, safe housing. The improvements will include
a new roof, energy star HVAC systems, energy star appliances, new watersense
and conservation sinks, bathtubs and toilets, new cabinets, new flooring, water
heaters and Florida friendly landscaping.
The loan for the purchase and rehabilitation project will include a five year
deferment with a zero percent per annum 30 year loan. The rents for the project
would be $525 for the two bedroom units and $450 for the one bedroom units.
The target market for the property is housing qualified veterans. They have met
with the Pinellas County Housing Authority with regards to leasing the units to the
HUD VASH Voucher program.

NOTICE
OF
PROPOSED AMENDMENTS
TO THE
CITY OF CLEARWATER’S
FY 2010 – 2011 AND FY 2011-2012
CONSOLIDATED ACTION PLANS
The City of Clearwater’s Consolidated Action Plan approved by the City
Council on July 21, 2011 is hereby proposed for amendment. The Action
Plan identifies the sources and uses for funds allocated to the City
through the Community Development Block Grant and HOME Investment
Partnership Programs and the State Housing Initiatives Partnership
Program.
The proposed amendments include the following:
Reduce the FY 2010-2011 Public Facilities and Improvement Budget
for renovations to the Martin Luther King, Jr. Center in the
amount of $195,000 and transfer the amount to the FY 2011-2012
Public Facilities and Improvement Budget.
Increase the FY 2011-12 Public Facilities and Improvement Program
Budget by $195,000 through reprogrammed FY 2010-11 Public
Facilities and Improvement Program Budget and provide an
additional $105,000 from prior years Public Facilities and
Improvement Program Budgets to establish a new budget in total of
$300,000 for the North Greenwood Athletic Field Development
Project. The field will be located next to the Jack Russell
Stadium. Improvements to include fill, grading, grass sprigging,
lighting, irrigation and fencing.
The proposed amendments were approved by the Neighborhood Affordable
Housing Advisory Board on March 13, 2012. Please send comments to Mr.
