MEMORANDUM OF UNDERSTANDING PROJECT PARTNERS - THE HAVEN Memorandum of Understanding Project Partners Clearwater Police Department (C PD), Pinellas County Coalition for the Homeless (PCCH), Gulfcoast Legal Services (GCLS), InterCultural Advocacy institute- Hispanic Outreach Center The Haven of RCS has collaborated with each of these agencies for 15 years. any became the agency partners when TLP opened in 1993. Over the years we have had an informal agreement that they will provide the following services. 1. COLLAORATIVE PARTNERS: Mpg Clearwater Police Department assists The Haven of RCS/TLP with safety and security issues. The officers will drive by frequently if there has been a reported problem as well as general patrolling, Pinellas County Coalition for the Homeless became a partner with The Haven of RCS/TLP by coordinating the Pinellas County services for the homeless and by providing bus tokens and bus passes to assist participants with transportation, As the lead agency of the Pinellas County HUD grant, the coalition also assists TLP with its HUD application. Gulfcoast Legal Services has worked closely with The Haven of RCS/TLP to assist participants with issues concerning divorce, custody, Injunctions for Protection and filing for self petition for immigrant women. InterCultural Advocacy Institute-Hispanic Outreach Center has worked with The Haven of RCS since its inception. Services are provided in the Spanish language such as mental health counseling, a legal clinic and assistance with immigration matters. 11. ROLES AND RESPONSIBILITIES- Clearwater Police Department (CPD) Role: The Clearwater Police Department assists with security issues as requested. Responsibilities: The Clearwater Police Department is responsible for assisting with security issues when they arise. Because they are familiar with our services, they will respond quickly when called. They are willing to patrol the area frequently when there are security concerns from any of the residents. They respond to calls directly from the residents or from staff Pinellas County Coalition for the Homeless (PCCH) Role: Pinellas County Coalition for the Homeless coordinates services for the homeless county wide through the development of the Continuum of Care. Responsibilities: Pinellas County Coalition for the Homeless is responsible for providing networking opportunities for case managers, funding opportunities for operations and renovation grants, and for coordinating services for the homeless county wide through the development of the Continuum of Care, Through PCCH the TLP participants will have access to bus passes and bus tokens. Gulfcoast Legal Services, Inc. (GCLS) Role: Gulfcoast Legal Services assists The Haven of RCS/Transitional Living Program to provide on-site services to undocumented women with immigration issues. Responsibilities: Gulfcoast Legal Services has collaborated with our agency to provide on-site services to undocumented women with immigration issues as well as other legal issues such as divorce, child custody, injunctions for protection and other GLS services. InterCultural Advocacy Institute-Hispanic Outreach Center Role: The Hispanic Outreach center provides services in the Spanish language. nqan2njjb!l't�esa The Hispanic Outreach Center provides additional services to the residents of The Haven of RCS/TLP. These include mental health counseling, advocacy and legal and immigration clinics. III. PLANNING AND DEVELOPING TEAM: Team rnernersg The Haven of RS/TL : Vesna Medic Clearwater Police Department: Deputy Chief Sandra Wilson Pinellas County Coalition for the Homeless: Sarah Snyder Gulfcoast Legal Services, Inc.: Jena Blair InterCultural Advocacy Center- Hispanic Outreach Center: Sandra Lyth Much of this collaboration has existed for 15 years. The members of the team are available when needed to help resolve any problems. Officers of the Clearwater Police Department respond when called by staff or residents. The PCCH responds to agencies who are actively involved in their meetings. Gulfcoast Legal Services also assists TLP residents when referred by staff. The InterCultural Advocacy Institute- Hispanic Outreach Center is available to provide services in Spanish. IV. COMMITMENT TO ACHIEVE PROjECT GOALS: Through participation in this partnership for the past 15 years and by their signatures on this agreement, the project partners demonstrate their commitment to the project goals. V. GOALS AND OBJECTIVE& Goals and Objectives: The overall goals of The Haven of RCS/Transitional Living Program are: 1) Residential stability 2) Increased skills or income 3). Greater self-determination. The goals of the proposed Hispanic project are: 1) Insure that language does not interfere with the ability of Spanish speaking residents to reach the overall goals 2) Meet the special needs of Spanish speaking residents in a timely manner 1116 RESOURCES CONTRIBUTED BY PARTNERS: The resources each partner will contribute to the project, either through time, in- kind contributions, or grant funds are: 1. Clearwater Police Department (C PD) will provide security either through responding to calls or patrolling the area, 2. Pinellas County Coalition for the Homeless (PCCH) will coordinate services for the homeless in Pinellas County. 3. Gulfcoast Legal Services, Inc. provides legal assistance in filing self petitions, divorce, child custody and injunctions for protection. 4. InterCultural Advocacy Institute- Hispanic Outreach Center® provides services, such as mental health counseling, advocacy, legal information and help with immigration, in the Spanish language. VII. TERMS OF THE AGREEM.ENT; This Memorandum of Understanding remain in effect until all parties agree in writing to rescind it. If any party is in disagreement after the agreement is adopted, said party shall notify all of the other pates in writing of the disagreement and request a meeting of all parties within 30 days to attempt to resolve the disagreement. This agreement will be reviewed at least annually and updated, as needed. SIGNATURES OF AGREEMENT All terms of this agreement are fully understood and accepted by the undersigned. If any party feels the agreement is not being complied with, the signatures of this agreement accept the responsibility for resolving the disputed issues.
