The proposed development of the land will be in harmony with the scale, bulb coverage, density and character of adjacent properties in which it is located. The proposed development is an existing vacant bank building that is being renovated. The exterior is also being brought up to code by expanding the landscape buffers, reconfiguration of parking spaces and addition of planting material. The scale, bulk, coverage, density and character of the building are remaining the same as currently existing on the site. The coverage of the pavement will be reduced to expand the existing buffers to meet the flexible standard requirements. The character of the site will be enhanced with additional landscaping consistent with the existing landscaping to remain, and the surrounding shopping center. 2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly_ impair the value thereof. The property is surrounded by an existing commercial shopping center. The proposed renovation of the existing bank will maintain the same traffic and pedestrian patterns and in no way negatively impact the adjacent land and buildings, The renovation, reduction of pavement and expanded landscape program will increase the value of the project property and have a positive impact on the surrounding commercial property. 3. The proposed development will not adversely affect the health or safety or persons residing or working in the neighborhood of the proposed use. The health and safety of persons working in the neighborhood will be enhanced by the addition of code compliant handicapped parking spaces and reconfiguration of standard parking spaces on the site. Existing traffic and pedestrian patterns will remain constant and have no detrimental impacts. The bank use is consistent with the previous use which does not include any uses detrimental to health of safety. 4. The proposed development is designed to minimize traffic congestion. The parking lot surrounding the existing structure is being reconfigured to provide code compliant parking stalls and drive isles. The drive thru lanes are being reduced from four to two teller lanes and one ATM lane. Traffic flow across the remainder of the site remains in its existing condition with no additional driveways. The proposed development is consistent with the community character of the immediate vicinity of the parcel proposed for development. The bank renovation maintains the existing site use which is consistent with an office use within the commercial zoning district. The surrounding existing land uses include retail, restaurant and office spaces within the surrounding shopping center. The bank use would be consistent with the other existing uses and code. 6 The design of the proposed development minimizes adverse effects, including visual; acoustic and olfactory, and hours of operation- impacts,_ on_. adjacent properties. • Visual — Additional landscaping is being installed to the existing bank site to provide further hedge screening of the reconfigured parking spaces. Additional canopy and ornamental trees are also being installed in the parking areas to provide additional shade and screening. The landscaping will be consistent in quality with the surrounding shopping center. • Acoustic — The bank operations are fully contained within the existing building. The drive -thru. lanes. are being reduced. and screened with a hedge and canopy trees to reduce noise associated with standing cars. The renovated drive -thru lanes are located in the rear of the building abutting the rear of the adjacent shopping center for consistency in isolating noise. • Olfactory — The fumes associated with the standing cars within the drive thru lanes are remaining to the rear of the site and screened by hedge and canopy plant material. There are no other uses associated with the site that produce obtrusive smells. • Hours of Operation — The normal hours of operation will be 9 am to 4 pm Monday thru Thursday and 9 am to 6:00pm on Friday. The opening time will be consistent with the surrounding shopping center. The closing time is anticipated to be earlier than most surrounding uses thereby having no negative impacts on adjacent uses. The site is surrounded by commercially zoned property and there is no residential zoning adjacent to the site. 2. Side and rear setback a. The reduction in side and rear setback does not prevent access to the rear of any building by emergency vehicles. The minimum side setback to pavement of 5 feet and minimum rear setback to pavement of 15 feet expands the existing landscape buffers. There will be no impediment to emergency vehicles since a code compliant drive isle will be maintained around the existing building. b. The reduction in side and rear setbacks results in an improved site plan, more efficient parking or improved design and appearance. The proposed side and rear pavement setbacks includes an expansion of the existing 4 foot north side yard to 5 feet and an expansion of the existing 2 ft rear yard setback to 15 feet. The expansion of the planting areas allows for additional hedge and tree plantings. The parking area surrounding the existing building is being reconfigured to provide code compliant parking spaces and drive isles. Currently several of the spaces are under the code required dimensions. C. The reduction in side and rear setback does not reduce the amount of landscaped area otherwise required. The side and rear setbacks provided to pavement allows the required buffers for landscape planting. 3. Off-street parking: a. The stormwater runoff from the site is conveyed by an existing underground piping conveyance system to the pond. Since the existing pavement and building is being maintained in -tact, the stormwater runoff will continue to be conveyed in the existing- manner. I have no interest personally or fmancially in this property and my report is factual and unbiased. This report is the property of Keith Zayac & Associates Inc., and will not be given to other entities unless so directed. Tree Canopy Analysis and Preservation Strategies The subject site is an existing commercial building surrounded by parking lots. The tree canopy consists of a small quantity of laurel oak (Quercus laurifolia) trees which along with one Southern magnolia (Magnolia grandiflora) tree are the only shade tree species on the site. The majority of the canopy is composed of palms including the native sabal palm (Sabal palmetto) and exotic palms such as the queen palm (Syagrus romanaoffiana), Washington palm (Washingtonia robusta) and paurotis palm ( Paurotis wrightii) of which there are three notable clusters. Most of the palms are worthy of preserving in place or could be transplanted on site. One problem that should be addressed relates to three laurel oak trees that are growing in a narrow landscape island east of the existing building. These trees are young and are already uplifting the curbs and will soon uplift the parking lot. In addition, the trees are encountering cultural problems relating to soil pH and girdling roots. These trees should be removed unless the island is widened to 20'. The following tree inventory will identify these trees and all trees by size, specie and overall condition with accompanying notes justifying the condition ratings of trees that are on site and rated 2.5 or below. The attached site. plan will indicate the location of the tree on the site by the number on the plan that corresponds to the number in the inventory. Tree Inventory Data A tree inventory is a written record of a tree's condition at the time of inspection. It is a valuable tool to prioritize tree maintenance and remove trees with problems that could lead to failure and cause personal injury or property damage. The tree inventory lists four codes and also has a comment section. The following is an explanation of the data used in the inventory: ORIGINAL RECENED FEB 02 2007 PLANNING DEPARTMENT CITY OF CLEARWATER • 0 Tree# - location - Each tree is assigned a number for reference in the inventory that corresponds with a number on the site plan that identifies the location of the tree in the field. Size — Tree size is a measure of the tree's trunk diameter measured at 4.5' above grade. If there is a fork in the trunk at that point the diameter is measured at the narrowest area below the fork. Palm species are measured in feet of clear trunk (C.T.). Species — Each tree is listed by its common and botanical name the first time it is listed in the inventory. For simplicity the tree is listed by its common name thereafter. Condition Rating — The condition rating is an assessment of the tree's overall structural strength and systemic health. Elements of structure include: 1) the presence of cavities, decayed wood, split, cracked, rubbing branches etc., 2) branch arrangements and attachments, i.e., well spaced vs. several branches emanating from the same area on the trunk, codominant stems vs. single leader trunk, presence of branch collars vs. included bark. Elements of systemic health relate to the tree's overall energy system measured by net photosynthesis (food made) vs. respiration (food used). A tree with good systemic health will have a vascular system that moves water, nutrients and photosynthate around the tree as needed. Indicators of a healthy systemic system used in the overall condition rating include: 1) live crown ratio (the amount of live crown a tree has relative to its mass), 2) crown density (density of the foliage), 3) tip growth (shoot elongation is a sign that the tree is making and storing energy. The overall condition rating also takes into consideration the species, appearance and any unique features. The rating scale is 0 -6 with 0 being a dead tree and 6 a specimen. Increments of 0.5 are used to increase accuracy. Examples of the tree rating system are as follows: 0- A dead tree 1- A tree that is dying, severely declining, hazardous, harboring a communicable disease or a tree designated by the State of Florida's Exotic Pest Plant Council as a category #1 ecological pest i.e., Brazilian pepper tree (Schinus terebinthifolius). A tree with a rating of 1 should be removed as it is beyond treatment and is a threat to cause personal injury or property damage. 2 — A tree exhibiting serious structural defects such as codominant stems with included bark at or near the base, large cavities, large areas of decayed wood, crown dieback, cracked/split scaffold branches etc. In addition, a tree with health issues such as low energy, low live crown ratio, serious disease or insect problems, nutritional deficiencies or soil pH problems. A tree with a rating of #2 should be removed unless the problem(s) can be treated. A tree with a #2 condition rating will typically require a considerable amount of maintenance to qualify for an upgrade of the condition rating. ORIGINAL RECEIVED FEB 02 2007 PLANNING DEPARTMENT CITY OF CLEARWATER 3- A tree with average structure and systemic health and with problems that can be corrected with moderate maintenance. A tree with a codominant stem not in the basal area that will be subordinated or cabled and braced or a codominant stem that will soon have included bark can be included as a #3. A tree with a rating of #3 has average appearance, crown density and live crown ratio and should be preserved if possible. 4- A tree with a rating of 4 has good structure and systemic health with minor problems that can be easily corrected with minor maintenance. The tree should have an attractive appearance and be essentially free of any debilitating disease or insect problem. The tree should also have above average crown density and live crown ratio. Mature trees exhibiting scars, old wounds, small cavities or other problems that are not debilitating can be included in this group particularly if they possess unique form or other aesthetic amenities relating to their age. A tree with a rating of 4 is valuable to the property and should be preserved. 5 — A tree with very high live crown ratio and exceptional structure and systemic health and virtually free of insect or disease problems or nutritional deficiencies. A tree in this category should have a balanced crown with exceptional aesthetic amenities. A tree in this category should be of a species that possesses characteristics inherent to longevity and withstanding construction impacts. A tree with a #5 rating lends considerable value to the site and should be incorporated into the site design. A tree with a #5 rating is worthy of significant site plan modification to ensure its preservation. 6 — A specimen tree. A specimen tree is a tree that possesses a combination of superior qualities in regards to systemic health, structural strength, crown density, live crown ratio, form (balanced crown), overall aesthetic appeal, size, species, age and uniqueness. A great effort should be made to preserve a specimen tree including shifting structures that would adversely impact the tree. In addition, a specimen tree should have an undisturbed area equal to its dripline (equal to the branch spread) to grow in. Only an experienced and competent International Society of Arboriculture (I.S.A.) Certified Arborist should be allowed work on a specimen tree. Comments: The comment section serves to note observations relative to the tree but not covered in the inventory data or expands on information in the inventory data. It may include maintenance recommendations to improve the tree's overall condition rating. It may also have recommendations on whether to remove or preserve a tree. NOTE: A tree inventory is typically valid for 3 -5 years. However, events such as drought, lightning, mechanical root damage, freeze, improper maintenance and severe storms can downgrade the rating value of a tree. Conversely, remedial maintenance can upgrade the value. If you suspect that a tree has been adversely affected, have the tree inspected by a qualified International Society of Arboriculture (ISA) Certified Arborist. Trees rated 3.0 and 3.5 are average trees that have good potential and warrant serious consideration for preservation but not to the extent that site plan modifications are necessary. NOTE: Per City of Clearwater requirements the inventory will provide specific information in the comments section as justification for the rating of each tree with an overall condition rating of 2.5 or less.
