The Development Review Committee (DRC) reviewed our Flexible Standard Development application to permit a retail sales and service use in the Commercial (C) District with reductions to the front (east) setback from 25 feet to 15 feet (to parking lot), the front (south) setback from 25 feet to 15 feet (to sidewalk), the side (north) setback from 10 feet to five feet (to parking lot) and the side (west) setback from 10 feet to five feet (to parking lot) under the provisions of Section 2- 703.8. and a reduction to the required west landscape buffer width from 10 feet to five feet, a reduction to the foundation landscaping on the south side and a reduction to the dimensional requirements for interior landscape islands as part of a Comprehensive Landscape Program under the provisions of Section 3 -1202. Due to the extreme downward turn in economy nationwide, the development team has determined that it is not currently feasible to move forward with construction at this time. It is our hope that within the next eight to twelve months the market will begin to turn around. Please accept this letter as our formal request for an extension of a one year to apply for construction permits for the Flexible Standard Development application and approval. That all signage must be permitted separately; 2. Three access points currently exist along Harn Boulevard; this proposal contemplates improvements to aide in minimizing traffic congestion through the deletion of two of the existing access points along Harn Boulevard providing a new access point at the greatest distance possible from the intersection. Additionally, the existing access point along US Highway 19 North will be reduced from 57' to 24' also resulting in an improved spacing distance from the intersection providing additional improved safety for vehicles and pedestrians. 5. No established community character exists as the immediate area is developed with a mixture of land use patterns; a wide range of surround uses exist including a auto dealerships, auto repair facilities, offices and a gas station with multifamily residential use to the west and to the east across US 19. The proposed use and development plan will be consistent with the mixed community character and will provide the area with an updated retail plaza. The development plan provides design elements to foster a sense of neighborhood cohesion with storefront along both street frontages. The design will blend nicely with the community character, providing further enhancement and support to the US 19 environment. 6. No adverse effects associated with visual, acoustic, olfactory and hours of operation are anticipated as these items are addressed and minimized through appropriate and responsible design. The location of the building toward the commercial corridors, the design, number and location of the driveways; together with the architectural design of the building all play a part to mitigate any adverse effect. Comprehensive Infill Redevelopment Project Criteria 1. The setback variances being sought through this Comprehensive Infill. Redevelopment application relate to pavement setback only; the proposed retail structure meets the setback requirements established for the district. Land massing, as encouraged by the Development Code, has occurred to improve the site and design opportunities, however, the site area, just over an acre provides unique development challenges. Although minimal setback variances to pavement are requested the architectural and site design creates appropriate street level and pedestrian environments. This development proposal provides a reasonable area of building, enough to make the project viable with 58 on site parking spaces, within the allowable standards for the Commercial District. 2 s 2. The buildings finishes create a pleasing scale to the fagade and reinforce the buildings rhythm. Color selection again corresponds to the hierarchal components of the building and the colors themselves help establish a sense of balance. Fenestrations are handled in a manner to again relate to, the pedestrian and street as well as display the products /services available in a modern and aesthetically pleasant fashion. Overall the design was intended to create an environment inviting to pedestrian and vehicular users and be. a pleasant addition to this highly visible location along US 19. Architectural Theme: a. N/A b. To provide a landscape plan that is demonstrably more attractive the following are some of the measures taken: i. The landscape design contemplates three tiers of plantings adjacent to US Highway 19 North and Ham Boulevard; providing multiple layers of plantings to enhance the streetscape along both corridors ii. The eleven (11) types of trees proposed will provide immediate visual enhancement and buffering to this currently unattractive vacant parcel of land. 2. Lighting: No outdoor lighting is proposed at this time and any future proposed light will meet required code. 3. Community Character: The proposed installation of over 1,503 new plantings, consisting of 8 different varieties of plants and eleven varieties of trees will provide immediate visual rewards to the vicinity, community and this highly visible location along US 19 North.
