We offer the following justifications for the use of vertical walls along two sides of the pond: The irregular shape of the lot creates a unique hardship for development and design of the pond as the contours require placement of the pond in the rear of the site. The irregularly shaped parcel is platted and was not created by the developer. 2. There is no positive outfall for stormwater runoff from this site. Additionally runoff from this site historically drains onto private property. The City's stormwater management design criteria for a site with these constraints, requires attenuation for the 100 -year design storm. Using a return frequency of 100 years rather than the standard 25 -year return frequency demands an additional 25% of storage volume. The lack of a positive outfall is a hardship not created by the developer. 3. A 50' easement runs through the platted parcel and contains a St. Petersburg water main; this easement provides additional challenges for development and design, this hardship was not created by the developer. The proposed design will provide the site and community with the required water quality and attenuation, while making the best use of this unique property located on Seville Boulevard. For the reasons stated above, installation of a pond without vertical walls would place undue hardship on the developer; therefore we respectfully request approval of vertical walls on the north and a portion of the southeast side of the pond. On February 7, 2008, the Development Review Committee (DRC) reviewed your Flexible Standard Development (FLS) application for a 10,000 square foot office building with a reduction to the side (west) building setback from 20 feet to 15 feet, pursuant to Community Development Code Section 2- 1003.F. That any /all future signage must meet the requirements of Code and be architecturally integrated with the design of the building with regard to proportion, color, material and finish as part of a final sign package submitted to and approved by Staff prior to the issuance of any permits which includes: (a) All signs fully dimensioned and coordinated in terms of including the same color and font style and. size; and (b) All signs are constructed of the highest quality materials that are coordinated with the colors, materials and architectural style of the building.
