The water supply must be able to support the needs of any required fire sprinkler, standpipe and /or fire pump. If a fire pump is required the water supply must be able to supply 150% of its rated capacity. On February 7, 2008 the Development Review Committee (DRC) reviewed your application for Flexible Standard Development approval to permit an indoor recreation and entertainment use in the Tourist (T) District under the provisions of Section 2- 802.D. The DRC recommended approval of the application with the following bases and conditions: Bases for Approval: 1. The proposal complies with the Indoor Recreation/Entertainment Facility criteria under the provisions of Section 2- 802.D; 2. The plan complies with General Applicability Criteria under the provisions of Section 3 -913; and 3. The proposed development is compatible with the surrounding area. Conditions for Approval: 1. That any signage is reviewed by the Planning Department prior to installation; and 2. That all occupational licenses are applied for and issued for this use. The approval is based on and must adhere to the site plan and application received December 31, 2007 and additional supporting materials received on January 11, 2008.. Pursuant to Section 4 -303, an application for a building permit shall be made within one year of Flexible Standard Development approval (April 23, 2009). All required certificates of occupancy shall be obtained within two years of the date of issuance of the initial building permit. The building_ permit must be obtained within six months of the initial permit application. We were quite shocked and disappointed to learn that an arcade is planned for that site. When we were considering purchase of a second home we had looked at many areas in Florida, including Naples and Boca Raton. We were quite impressed with the vision that was being discussed and planned for in Clearwater Beach, including beautiful condos and hotels and desirable shopping. We purchased a residence in 2006 based on that vision. Many shops are now vacating along Mandalay Avenue. The Planning Department should use this time as an opportunity to support the new and improved vision for Clearwater by courting businesses like those in Dunedin. We DON'T NEED ANY MORE SOUVENEIR SHOPS, PIZZA PARLORS, OR ARCADES! These types of businesses DO NOT support this vision! You should be courting flower shops, high end gift shops, a bakery, nice restaurants and cafes, etc. As far as what businesses to allow for families for a rainy day, as a former principal, I don't understand why an arcade is the answer. Arcades can become unwanted hang -outs. Why not re- instate a first run movie theater in nearby downtown Clearwater, and encourage a pottery makinglart studio for children and families and a book store along Mandalay Avenue. (The loss of the library branch on Clearwater Beach was also a great disappointment). Offer activities for tourists on rainy days at the local Community Center. If you want a tony town that attracts quality businesses, then have the far sight to make decisions that support that goal. In an era where baby boomers are contemplating desirable areas to relocate or purchase a second residence, and, in particular, in light of the major renovations planned for Clearwater Beach with slow sales of real estate, there should actually be business incentives to attract quality businesses to the area, who can help achieve successful development. The area has a chance to become a shining gem as a beach resort town. You can make that opportunity happen with the right decisions! We look forward to your response and support.
