TRUSTEES OF THE EMPLOYEES’ PENSION FUND MEETING MINUTES
CITY OF CLEARWATER
October 31, 2011
Present: Chair/Trustee Frank Hibbard, Trustee George N. Cretekos, Trustee
Paul Gibson, and Trustee Bill Jonson.

To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
1. Call to Order – Chair Frank Hibbard
The meeting was called to order at 9:14 a.m. at City Hall.
2. Approval of Minutes
2.1 Approve the minutes of the October 17, 2011 Pension Trustees Meeting as
submitted in written summation by the City Clerk.
It was noted that an item (Item 3.3) was tabled to the next meeting and not listed on
today’s agenda. It was requested that the motion be amended to read, “Trustee George
N. Cretekos moved to table Item 3.3 to the next meeting.”
Finance Director Jay Ravins said staff thought it would be appropriate for the
Investment Committee to review the termination of Wellington Management Company
as an emerging markets money manager at their November meeting. The consultant
will be attending the meeting.
Trustee Paul Gibson moved to approve the minutes of the October 17, 2011 Pension
Trustees meeting as amended. The motion was duly seconded and carried
unanimously.

Trustee Bill Jonson moved to approve the new hires for acceptance into the Pension
Plan as listed. The motion was duly seconded and carried unanimously.
3.2 Approve the request of employee Donald Filmon, Public Services Department;
Daniel Doyle, Solid Waste/General Services Department; and Stephan Hole,
Police Department, for a regular pension as provided by Sections 2.397 and
2.398 of the Employees Pension Plan.

Donald Filmon, Right of Way Maintenance Manager, Public Services Department,
was employed by the City on June 3, 1991, and his pension service credit is
effective on that date. His pension will be effective October 1, 2011. Based on an
average salary of approximately $59,492 per year over the past five years, the
formula for computing regular pensions, and Mr. Filmon's selection of the Joint &
Survivor Annuity, this pension will approximate $33,252 annually.
Daniel Doyle, Solid Waste Equipment Operator, Solid Waste/General Services
Department, was employed by the City on August 3, 1987, and his pension
service credit is effective on that date. His pension will be effective January 1,
2012. Based on an average salary of approximately $45,484 per year over the
past five years, the formula for computing regular pensions, and Mr. Doyle's
selection of the 100% Joint & Survivor Annuity, this pension will approximate
$29,879 annually.
Stephan Hole, Police Officer, Police Department, was employed by the City on
November 14, 1988, and his pension service credit is effective on that date. His
pension will be effective October 1, 2011. Based on an average salary of
approximately $77,926 per year over the past five years, the formula for
computing regular pensions, and Mr. Hole's selection of the Joint & Survivor
Annuity, this pension will approximate $49,027 annually.
Section 2.397 provides for normal retirement eligibility when a participant has
completed thirty years of credited service, has reached age 55 and completed
twenty years of credited service, or has reached age 65 and completed ten years
of credited service. Section 2.397 also provides for normal retirement eligibility
when a participant has completed twenty years of credited service or has reached
age 55 and completed ten years of credited service in a type of employment
described as "hazardous duty" and further defines service as a Police Officer as
meeting the hazardous duty criteria. Mr. Filmon and Mr. Doyle qualify under the
age 55 and 20 years of service criteria. Mr. Hole qualifies under the hazardous
duty criteria.
Trustee George N. Cretekos moved to approve the request of employee Donald Filmon,
Public Services Department; Daniel Doyle, Solid Waste/General Services Department;
and Stephan Hole, Police Department, for a regular pension as provided by Sections
2.397 and 2.398 of the Employees Pension Plan. The motion was duly seconded and
carried unanimously.
