10/11/2011 NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER October 11, 2011 Present: Peggy M. Cutkomp Chair Laurel E. Sullivan Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 – Approval of Minutes – June 14, 2011 Member Corriveau moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of June 14, 2011, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4 – Rental Housing Development Application Presentations re Neighborhood Stabilization Program 3 4.1. Boley Centers, Inc. – Director of Housing Jack Humburg Boley Centers, Inc. Director of Housing Jack Humburg provided a PowerPoint presentation on his agency, its recent projects, and the proposal to use NSP3 (Neighborhood Stabilization Program 3) funds for land acquisition; Boley has applied for HUD money to construct a 14-unit affordable housing complex on Sunset Point Road near King’s Highway. The Boley Foundation provided a bridge loan to purchase the property and NSP3 funds would be used to repay the foundation. Boley will provide services or provide transportation to offsite programs for residents of the 550 square-foot one-bedroom apartments that are planned. 4.2. Catholic Charities Housing, Inc. – Asset Manager Dan Murphy Catholic Charities Housing, Inc. Asset Manager Dan Murphy provided a PowerPoint presentation. The agency plans to use NSP3 funds toward the acquisition and rehabilitation of the 8-unit apartment building at 115 N. San Remo Avenue for use by veterans and low-income families. Catholic Charities Chief Operating Officer Sheila Lopez reviewed agency projects to help the poor achieve self-sufficiency. Neighborhood & Affordable Housing 2011-10-11 1 Housing Director Michael Holmes said the apartments are in foreclosure and offered as a short sale. Only one tenant remains. Staff will reach a decision regarding NSP3 fund requests by October 31, 2011. Economic Development & Housing Director Geri Campos Lopez said staff will report to the board on its selection criteria and decision rationale. NSP3 funds can be distributed over the next three years. 5—Old/New Business Board members thanked Jim Donnelly for his support and offered him best wishes on his transfer to the City's IT department.
