08/03/2011 AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER August 3, 2011 Present: Dennis G. Roper Chair Denise L. Rosenberger Vice-Chair Thomas D. Black Board Member Edward O’Brien Board Member Absent: Walter Crosby Board Member Also Present: Bill Morris Marine & Aviation Director Gordon Wills Airport Operations Manager Patricia O. Sullivan Board Reporter The Chair called the meeting to order at 3:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes – May 4, 2011 Member Rosenberger moved to approve the minutes of the regular Airpark Advisory Board meeting of May 4, 2011, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 - Tenant & Lease Report from FBO 3.1. Report of any Landings or Take-offs between 9:00 & 11:00 p.m. FBO (Fixed-Base Operator) representative Barbara Cooper reported on tenant levels and visitors. Since hours were extended, one take-off and five landings occurred during the expanded hours. Tenants are very pleased with the change. It was reported long time tenant Arnold Allen, the first designated Airpark Ambassador, recently had a stroke. Member O’Brien will send a get-well card on behalf of the board. 4 – Old Business 4.1. Update on Safety Meetings Airport Operations Manager Gordon Wills said the FBO building is too small to host a safety meeting. It was recommended a meeting be coordinated with an EAA (Experimental Aircraft Association) meeting. The EAA’s cement area is large enough for 100 people. Member Rosenberger will contact the FAA (Federal Aviation Authority) and EAA and schedule a safety meeting in the fall. 5 – New Business : 5.1. Move Flag Pole Airpark Advisory 2011-08-03 1 Since a circle was created when sidewalks were poured in front of the FBO building, Mr. Wills suggested it as a new location for the flag pole. It was noted flight etiquette recommends that flags be flown at the highest point. It was felt the location would be perfect. Member Rosenberger moved to recommend relocating the flag pole to the inside of the circle in front of the FBO building. The motion was duly seconded and carried unanimously. 6—Agenda for Next Meeting— November 2, 2011 Items not on the Agenda: AWOS (Automated Weather Observation System) Mr. Wills said Engineering is updating the Airpark's master plan to include AWOS. Once added, the plan will be forwarded to FAA for approval and then to FDOT (Florida Department of Transportation)for inclusion in the JACIP (Joint Automated Capital Improvement Program) list of proposed projects. He anticipates the City would be responsible for 20% of the $100,000 cost. The recommended system uses the latest technology to transmit field conditions to inbound pilots. A message regarding airpark flight patterns and noise issues also could be included. The system requires a 35-foot antenna which would be located near the runway light tower. It was stated Clearwater's airpark is the only publicly owned airport in central Florida without this system. It was felt the system would help make the City more competitive. Citizens to be Heard: In response to questions, Ms. Cooper said the Airpark had received no telephone calls regarding take-offs and landings during extended hours. She said commercial operators, who fly twice a week, are thrilled they no longer need to stress during weather delays. Concern was expressed regarding the large loss in revenues occurring while the FAA cannot collect taxes. Ellen Hess supported the extended hours, noting they allowed one couple to rent a car and enjoy dinner here, helping Clearwater's economy. She said her homeowners' association had no questions regarding the change.
