Acting Chair Ryley Marchion called the meeting to order at 6:00 p.m. at City Hall,
followed by a moment of silence and the Pledge of Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

2.1. Elect Chair and Vice Chair
Member Smith moved to appoint Ryley Marchion as Chair. The motion was duly
seconded and carried unanimously.
Member Godwin moved to appoint Barbara Green as Vice Chair. The motion was duly
seconded and carried unanimously.
2.2. Approval of Minutes – October 29, 2008
Member Godwin moved to approve the minutes of the Brownfields Advisory Board
meeting of October 29, 2008, as submitted in written summation to each board member. The
motion was duly seconded and carried unanimously.
2.3. Announce resignation of Joyce Gibbs and Sioux Hart
Economic Development Coordinator Diane Hufford reported Joyce Gibbs and Sioux Hart
had resigned from the Brownfields Advisory Board.
2.4. Introduce and welcome new members

Ms. Hufford discussed actions completed during Phase 1 of the site’s rehabilitation and
reviewed the plan to complete Phase 2, which will require monitoring of groundwater.
Member Jaye moved to approve the Brownfield Site Rehab Agreement for CarPro
Brownfields Site ID BF529701005. The motion was duly seconded and carried unanimously.
3 – Staff Agenda
3.1. Complete Order Issued for Clearwater Auto Site Rehabilitation with no conditions.
Ms. Hufford said the Clearwater Auto site has been rehabilitated. The City Council does
not want to issue a RFP (Request for Proposals) for the site until the economy improves. The
RFP would request the development community to propose uses for the site. The City
envisions the three acre site would best be developed with a mixed-use of offices on the first
floor and housing above.
3.2. Final VTC credits for Clearwater Auto
Ms. Hufford reviewed the Brownfields program and reported a VTC (Voluntary Tax
Credit) of $345,398.59 was issued for Clearwater Auto.
3.3. ARRA (American Recovery and Assessment Act) grant
Ms. Hufford reported the City had received a $400,000 Hazardous Substances and
Petroleum Grant from ARRA (American Recovery and Assessment Act) for the project period
August 1, 2009 to July 31, 2012. Time frames will be difficult to meet; the City plans to use the
funds for CarPro site efforts. The grant, audited by the Federal government, requires significant
record keeping.
3.4. Health Care Scholarship for Brownfields Residents
Ms. Hufford reported a State grant from OTTED 97-98 had approved a $25,000
scholarship for Brownfields residents to attend Ultimate Medical Academy. To date, 12
scholarships have been awarded, totaling $23,387.50; a $1,612.50 balance remains. She
reviewed program requirements and beneficial results. Academy program costs vary up to
$10,000 to $14,000. The City is the first in the State to provide this program.
3.5. Community Relations Plan
Ms. Hufford requested that board members review the Community Relations Plan and
forward comments to her before October 22, 2010.

Ms. Hufford reported she, City Environmental Manager Ed Chesney, and Environmental
Specialist Joe DeCiccio will attend the conference, where the scholarship program will be
presented.
Ms. Hufford said the 1100 building has had a change in ownership and rehabilitation
efforts are moving ahead. She discussed City efforts to raze the motel at 1274 Cleveland
Street; the property has a reputation for illegal activities with nearly 800 police calls last year.
The Police Department has established new programs in Brownfield neighborhoods to reduce
crime.
Ms. Hufford said the City requested first contact should the Pinellas County School
Board decide to sell the North Ward school property. It was felt rehabilitation of the school into
another use would have a great positive effect on the area. It was suggested the City review
activities at the Flamingo Motel.
4—Board Member Comments
Member O'Neil reviewed TBRPC (Tampa Bay Regional Planning Council) concerns
regarding the aftermath of a major storm. Ms. Hufford said Sarasota County has contracted
with hotels for disaster housing for workers.

Overview of Community Relations Plan
The purpose of this Community Relations Plan(CRP)is to assist the City of Clearwater to further
assess and remediate the site. The City of Clearwater received an American Recovery and
Reinvestment Act Brownfields Assessment. In addition, funds from the City's Revolving Load
Grant will also be utilized to fund these activities. The City will be responsible for carrying out
community relations activities outlined in this document as they relate to further assessment and
remedial activities conducted at the Car Pro property that is located at 1359 Cleveland Street,
Clearwater,Florida.
The successful remediation of the Car Pro property and subsequent redevelopment activities relies
directly on informed citizens and public participation. The success of this redevelopment project
requires the citizens to want to be involved in the decisions made towards this redevelopment goal,
therefore the City encourages the local community's involvement in this process. The City has
established a Community Redevelopment Agency (CRA) and a Brownfields Advisory Board to
ensure the community can voice their concerns and the City acknowledges their role in identifying
and working towards resolving conflict that may arise during this process.

The City spokesperson for matters relating to assessment and cleanup, management and
redevelopment matters is Diane Hufford,Economic Development Coordinator. Ms.Hufford will be

1.0 SITE HISTORY
The Car Pro site is located at 1359 Cleveland Street in Clearwater,Florida.The property consists of
an approximately 0.28-acre commercial property developed with a former automotive repair facility.
The City of Clearwater purchased the property on August 5, 2010, for redevelopment. It is the
intent of the City to demolish all of the remaining automotive repair facility structures,to update the
environmental assessment of the property,to remediate remaining environmental impacts, and to
integrate the remediated property into a mixed use property. A US GS Site Location Map is provided
as Figure la and a Site Boundary Map as Figure lb.
The City of Clearwater Brownfield Designated Area is depicted in Figure 2. The subject property is
located in the City of Clearwater,Pinellas County,Florida and includes an automotive repair facility
currently on the property since its construction in 1956. The site was initially listed as"Bob&Dan's
Service Station". A brief history of the Car Pro property is provided below:
• Pre-1956—The site was undeveloped(1942 aerial photographs support that the property was
not developed at that time).
• 1956/57—The site was developed as a filling station listed as Bob&Dan's Service Station.
• 1962—Property is listed as Singers Standard Service
• 1980—Property is listed as Sandy's Chevron Gas
• 1985—Property is listed as Ziebart Appearance Auto Rust-proofing
• 1991 —Property is listed as Car Pro Care Specialists
• 2005—Property is listed as Allied Steel and Aluminum Stair Builders
In addition to the main building structure, a historical underground storage system, hydraulic lift
systems, and sumps have been documented as potential sources of environmental impacts. The
former Car Pro property will need to be substantially re-worked to redevelop the site.
1.1 Assessment History
A Phase I Environmental Site Assessment(ESA) was completed by WRS in 2005. The Phase I
assessment_revealed_the.following.recognized_environmental conditions(RECs)._withinthe property
boundaries:

• Three hydraulic lift systems in-place at the site. The integral piping was observed and may
still be charged and operating or may contain residual oil.
• Floor drains and sump in the service bay portion of the facility were full and may contained a
number of hazardous material considering the current and former uses of the property.
• Areas used to store and manage mixed products (oil-based paints, petroleum products,
solvents, degreasers, and other hazardous materials) exist onsite. Some of these areas
are/were used to clean, maintain, and preserve various pieces of equipment. Soil and
concrete staining was observed in these areas.
• Potential USTs mentioned in the 1984 deed of conveyance of the property that may remain
in-place(note—a geophysical survey conducted in September 2005 concluded that no tanks
remained at the site).
• Visual evidence of a disturbed are of potential buried debris in the southwest portion of the
site.
Based on the recognized environmental conditions noted during the Phase I Assessment, WRA
conducted an initial Phase II ESA in September 2005. Petroleum constituents were detected at
concentrations above soil cleanup target levels (SCTLs) and groundwater cleanup target levels
(GCTLs). Cardno TBE was retained by the City of Clearwater to perform Supplemental Phase II
ESA activities in May 2007. For this investigation, seventeen (17) soil borings were advanced
throughout the site and soils were screened at two-foot intervals using an organic vapor analyzer
(OVA). Three soil samples were submitted for laboratory analysis and one of these samples revealed
petroleum constituents above SCTLs. Six(6)one-inch diameter PVC pre-pack monitor wells were
subsequently installed within the site boundaries. In addition to petroleum constituents,
trichloroethene(TCE)was also detected above GCTLs.
As required under the Brownfields funding programs, an updated Phase I ESA was conducted by
Cardno TBE in May 2007. This Phase I ESA identified the following RECs:
• Documented automotive maintenance on the subject site.
• Former retail gasoline storage and sales on the subject site.

• Additional USTs previously located on the premises.
• Documented petroleum releases and remediation on adjacent property containing a leaking
UST.
• Documented dry cleaning and laundry facility is on adjacent properties.
• Documented environmental impacts based on previous assessment of the subject site.
Based primarily on the SCTL exceedances in the previous Phase II ESA soil samples,twelve(12)
soil borings were installed on adjacent properties to the west(downgradient)in April 2007 as part of
the Brownfields site assessment program. In addition to soil borings,discrete groundwater samples
were collected from each boring to assist with the placement of six (6)permanent monitor wells.
Both soil and groundwater grab samples were analyzed on-site by a mobile laboratory to confirm the
results of previous investigations.
Based on the Brownfield Site Assessment data,a plume of primarily TCE was confirmed to extend
from the western portion of the Car Pro facility to approximately 250 feet(ft)downgradient(west)
from the Car Pro site,extending across two adjacent properties and into a drainage easement. The
source of the TCE appeared to be beneath the Car Pro shop building based on a detection of 960
ug/L TCE in monitor well MW-4 in March 2007. However,the highest concentration(6,000 TCE)
was detected in a groundwater monitor well(well MW-8)located approximately 40-ft downgradient
from the Car Pro site boundary, in the parking lot immediately west. In addition to TCE, a minor
amount of petroleum-related contamination was detected within monitor well MW-6. Monitor well
locations are depicted on Figure lb.
The Brownfields site assessment project was halted due to changes in the area development plans;
however,Cardno TBE completed a Brownfields Site Assessment Report(BSAR)document with the
data available and submitted to the City of Clearwater. The document was not submitted to the
Florida Department of Environmental Protection(FDEP). As a result,site topography and the TCE
plume orientation were used in the BSAR investigation to infer a westward groundwater flow,
towards Stephenson Creek(depicted on Figure lb). While water levels were collected from monitor
wells and were evaluated with respect to site topography,monitor well elevations were not surveyed
due to a cessation of site activities. The BSAR indicates that the depth to water reading collected in

March 2007 indicate a generally southwest direction of shallow groundwater flow at the site,which
is consistent with the slope of the land toward Stephenson Creek.
ERMI conducted a pre-source removal investigation of the area immediately surrounding an
oil/water separator(OWS)that was located immediately north of the westernmost service bay of the
Car Pro facility. This work included OVA screening of soils from 12 borings surrounding the OWS,
and the installation of a temporary monitor well (near the northwest corner of the OWS. Notable
petroleum groundwater impacts above GCTLs were detected in the groundwater sample.
Removal of the OWS was performed in December 2009,when the OWS was cleaned,inspected,and
1,150 gallons of oily petroleum waste water and petroleum contact water were removed from the
unit. Removal of the OWS also included filling the interior catch basins with concrete(there basins
were identified in the WRS,2005 Phase I ESA as being full of liquid that"may"contain hazardous
materials). No additional assessment was performed with respect to the closed catch basins/drains.
Once the OWS was removed, surrounding soils were evaluated using an OVA to determine how
much soil to remove from the site. Lateral soil removal was based on a 0 parts per million(ppm)
OVA reading,while vertical excavation was based on a<50 ppm OVA reading. An area of 18-ft by
12-ft by 12-ft deep was excavated, totaling 107 tons of impacted soil. After backfilling the
excavation area with clean fill material,EMRI installed a replacement monitor well in the former
OWS area. This well,plus a previously existing monitor well to the northwest("offsite microwell")
was sampled in February 2009 and none of the analytes evaluated exceeded groundwater CTL
values. Based on the result, ERMI recommended the FDEP provide a No Further Action (NFA)
status for the Car Pro site. A site rehabilitation completion order was issued at the site through the
waste cleanup section;however,ERMI's assessment was specific to the oil/water separator and did
not address the TCE plume.

2.0 COMMUNITY BACKGROUND
The former Car Pro site was purchased by the City in August 2010,from Allen&Knight Properties,
LLC. for redevelopment. It is the intent of the City to demolish all of the remaining automotive
repair facility structures, to update the environmental assessment of the property, to remediate
remaining environmental impacts, and to integrate the remediated property into a mixed use
property.
2.1 Community Profile
The City of Clearwater is located on the west of North Palm Beach is located on the west coast of
Florida,between the Gulf of Mexico and Tampa Bay in Pinellas County. The City is a residential
community with a population of over 108,000 people.The City has much to offer enthusiastic people
who are raising families or are looking to retire.
The City of Clearwater operates under a council-manager form of government. Under this form of
government,the city council determines city policies. The City Manager is hired by the city council
to put those policies into action and oversee day-to-day operations of the city. This form of
government allows city residents, through the city council, to control the direction of the city
government while ensuring professional administration of city functions. The citizens of the City of
Clearwater elect the mayor and city council. The City of Clearwater's organizational chart is
provided in Appendix A.
The city council is comprised of the Mayor,Vice-Mayor,and three council members,all of whom
are elected at-large and serve four year terms. The city council is responsible for setting policies and
making decisions concerning many different aspects of local government including tax rates,
annexations,property code variances, and large contract awards. The Council also sets the budget
for the city and evaluates the job performance for the City Manager and City Attorney. The City
Council generally meets on the first and third Thursday each month, at 6:00 pm, in the City Hall
Council Chambers and holds additional meetings as needed. The meeting schedule is available
online. The meetings are open to the public,broadcast and archived online,and agendas acrd minutes
are also posted online.

In addition to the City Council,the Community Redevelopment Agency(CRA)was established by
and functions within the local government. The CRA is a public entity created to implement
community redevelopment activities,and provides a conduit whereby local communities may create
a redevelopment target area. The city council members also serve as CRA board members.
2.2 Community Involvement through Engagement
The CRA and city council will continue to work to provide opportunities to involve the community
through public announcements, city council meetings, and CRA board meetings. The City also
established a Brownfields Advisory Board which will over-see the involvement between the City and
the community. The board is comprised of representatives of the community groups,local business
owners,residents,and government. The board is comprised of nine members,meets as needed,and
duties of the board are to improve public participation and receive public comments on the
rehabilitation and redevelopment of the Brownfields area, future land use, local employment
opportunities,community safety,and environmental justice. The board also reviews and provides
recommendations to the Council regarding site rehabilitation agreements and implements the public
participation elements outlined in the Federal Brownfields Economic Redevelopment Initiative Work
Plan.
2.3 Key Community Concerns
Although no community meetings have been held at this time, it is anticipated that community
concerns will:
• Relate to the demolition and cleanup of the former Car Pro site and the redevelopment of the
area. (Based on previous assessments, it is anticipated that petroleum and solvent related
impacts will need to be addressed at the site.)
• Relate to the accessibility and features of the redevelopment.
Future meetings will be held to ensure any community concerns will be addressed.
The "Community Redevelopment Agency Annual Report 2008-2009" is available on the City of

Clearwater web site for community review and is included as Appendix B. The CRA has extensive
experience redeveloping sites which also includes engaging and informing the community about
redevelopment activates in their community. Additionally,the City has a Brownfields page which
communicates information about the Clearwater Brownfields Area,Phase I and Phase II ESAs,grant
information,and a scholarship opportunity available to residents of Clearwater's Brownfields Area.
The City's website also provides contact information for various departments as well as the CRA so
the community can voice their concerns.
3.0 CONTINUED COMMUNITY INVOLVEMENT
The Brownfields Advisory Board,CRA,and the City of Clearwater will continue to be involved in
every aspect of moving forward with demolition activities. These groups will undertake the
following approaches to ensure continued community involvement in this project:
• City Council meetings and CRA meetings will provide general information regarding the
project prior to commencement. During community meetings, residents will be provided
with specific project status updates and documentation,when applicable. This will provide
residents with an opportunity to ask questions and provide opinions.
• The community will continue to be provided with access to documentation and with City
contact information of project staff that will be accessible to answer questions and hear feed
back from residents. This contact information will be posted on the City web site.
• The Council,CRA,and Brownfields Advisory Board will continue to meet and be involved
in demolition and subsequent redevelopment activities at the former Car Pro site.
3.1 Schedule
Demolition activities are anticipated to begin in September 2010 with completion of multiple phases
of work including environmental assessment,any necessary remediation of environmental impacts,
and redevelopment of the property. During demolition and environmental activities, three status
update meetings are anticipated; one at the beginning of demolition, one approximately mid-way
through the redevelopment,and one at the conclusion of redevelopment activities. These status
updates will be given a the CRA and City Council meetings. Prior to commencement of demolition

activities, information will be made available through the city to the public regarding demolition
techniques,duration of demolition activities,time frames of daily demolition work on the site,and
any safety issues. Information regarding the redevelopment activities,time frames of daily on-site
redevelopment activities, and safety issues will also be provided to the public prior to
commencement of these activities.
