07/21/2011 PUBLIC ART & DESIGN BOARD MEETING MINUTES CITY OF CLEARWATER July 21, 2011 Present: Josh Bomstein Chair Howard Warshauer Vice-Chair John P. Timberlake Board Member Judith B. Sullivan Board Reporter The Chair called the meeting to order at 9:45 a.m. at the Municipal Services Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. Surf Style/Britt’s Cultural Affairs Specialist Christopher Hubbard said the proposed artwork for Surf Style/Britt’s meets Code requirements and is not a sign. The artwork will be a wrap, affixed to stainless steel scaffolding. Dolphins have replaced the sharks; the thumbnail also needs to be updated. The property owner will be responsible for maintenance and is aware future replacement will be required. Staff is uncertain how color variations will be monitored. Member Warshauer moved to approve the proposed artwork for Surf Style/Britt’s with a condition that the artwork will be maintained. The motion was duly seconded and carried unanimously. Veterans’ Request Mr. Hubbard reported the Clearwater Veterans Alliance and Tampa Bay Veterans Alliance have joined to form the Tampa Bay Alliance. The group approached the City to construct a veterans’ memorial near the downtown boat slips. Staff discussed with them alternative sites including a linear park along the Memorial Causeway. After site analysis, Crest Lake Park seems to be most appropriate; East Gateway lacks a cultural element. The group also wants to rename the park after the memorial. PADB (Public Art & Design Board) participation will be necessary to select the art and accept the donation of artwork. The group plans to spend $2 million and indicated a preference for a contemporary feel to the artwork. Before anything is constructed, all necessary funds must be raised. The group has requested a MOU (Memorandum of Understanding) once a site is identified so they can begin raising funds. Public Art & Design 2011-07-21 1 In response to a concern that neighbors may object to a name change for Crest Lake Park, Administrative Support Manager Felicia Leonard said staff advised the group to talk with park neighbors. Support was expressed for the Crest Lake location and the former causeway welcome center site, which would enhance the City’s eastern gateway. Sculpture 360: Mr. Hubbard said the Sculpture 360: Season 4 panel was assembled: 1) PADB representative Howard Warshauer; 2) Downtown Development Board representative Dennis Bosi; 3) Downtown Businesses’ representative Paula Cadman (Blue Dahlia Marketplace); 4) Artist Robert Bruce Epstein; 5) Artist Kevin Brady; 6) Parks & Recreation representative Felicia Leonard; and 7) Economic Development representative Anne Fogarty-France. Member Warshauer agreed to chair the panel. Sculptures will be installed between September 19 and 24. Member Powers moved to approve the Sculpture 360: Season 4 panel. The motion was duly seconded and carried unanimously. Sculpture 360: Season 3 artwork needs to be removed by September 16. Artist Ted Sitting Crow Garner requested that his piece be removed prior to the exhibition’s conclusion. Consensus was to allow Mr. Garner to remove his artwork early and that the honorarium awarded be adjusted. Artist Nicole Beck requested that the City investigate storing her artwork after the Season 3 exhibition. Ms. Beck may participate in another Florida exhibition and would transfer her work from the City’s storage yard. A proposal to display Ms. Beck’s artwork at an alternate site in the City was presented. Discussion ensued with caution expressed that exhibiting the sculpture in another City location would establish a precedent and provide this artist an additional opportunity for exposure, which would be unfair to others. It was recommended that the art be stored for a maximum two months. While concern was expressed that City resources will be used to move the sculpture, it was suggested the City’s art program needs to cultivate a reputation for working well with artists. US 19 Overpass at Gulf-to-Bay Boulevard Mr. Hubbard reported artist Steven Weitzman proposed a deeper blue undercoating for the US 19 overpass than recommended by FDOT (Florida Department of Transportation). Use of the FDOT color would make maintenance of the beams easier. Consensus was for the artist to make the final decision. Asheville, NC It was stated in Asheville, five artists had created an incredible mural in an underpass. Chalk Art and Sculpture 360: on the Beach Mr. Hubbard said Jennifer Douglas has been appointed Executive Director of Tampa Bay Businesses for Culture and the Arts. Staff will contact her to determine interest in a Chalk Art Public Art & Design 2011-07-21 2 Beach Walk November 2—4, 2012. Staff will address the August monthly meeting of beach innkeepers to discuss funding for Sculpture 360: on Clearwater Beach. Clearwater Business and Development Task Force Mr. Hubbard reported the Task Force requested that the constitutionality of impact fees be researched. Ms. Leonard said none of the Task Force's 56 recommendations addresses Public Art.
