06/16/2011 PUBLIC ART & DESIGN BOARD MEETING MINUTES CITY OF CLEARWATER June 16, 2011 Present: Josh Bomstein Chair Howard Warshauer Vice-Chair John P. Timberlake Board Member Judith B. Sullivan Board Reporter The Chair called the meeting to order at 2:12 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes – April 13 and May 13, 2011 Member Powers moved to approve the minutes of the regular Public Art & Design Board meetings of April 13 and May 13, 2011, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 – Old Business 3.1. Downtown Boat Slips and Promenade Cultural Affairs Specialist Christopher Hubbard said staff is drafting an agreement with artist Cliff Garten for the Downtown Boat Slips and Promenade art project. When completed, the contract will be presented to City Council for approval. Administrative Support Manager Felicia Leonard said the approval process has been delayed due to the size of the contract. 3.2. Fire Station 48 installation Mr. Hubbard said finishing site work for the Fire Station 48 artwork is being done in- house as resources permit. When complete, the site will feature a ceremony area. 3.3. FDOT US 19 Overpass Mr. Hubbard said staff will speak to FDOT (Florida Department of Transportation) via conference call to solidify details regarding the art installation and appropriation of money for the US 19 overpass at Gulf-to-Bay Boulevard. 3.3. Chalk Art at Clearwater Beach Staff has contacted the acting chair of Tampa Bay Businesses for Culture and the Arts to discuss a Chalk Art Festival on Clearwater Beach in fall 2012. Following future contact with the Public Art & Design 2011-06-16 1 chair, staff will meet with the Chambers of Commerce and beach organizations to plan the event. 3.4. Paul Owens Training Facility at Carpenter Complex Mr. Hubbard presented photos of artwork chosen for the Paul Owens Training Facility at Carpenter Complex. Artist Stephanie Huerta will create a pedestrian-scale bust of Paul Owens atop a granite pedestal. A bronze plaque on the pedestal will highlight Mr. Owens’ contributions to the Phillies. The artwork should be completed by December and the unveiling can coincide with the opening of 2012 Spring Training. It was recommended that the rear of the sculpture be completed as it will appear unfinished to those who walk around it. Member Warshauer moved to approve the concept presented by artist Stephanie Huerta to create a pedestrian-scale bust of Paul Owens atop a granite pedestal. The motion was duly seconded and carried unanimously. 3.5. Sculpture360 on Clearwater Beach Mr. Hubbard said ideally the Beach Chamber of Commerce and beach businesses will fund Sculpture360 on Clearwater Beach. Year one is estimated to cost $15,000 for installation of six pedestals and annual honoraria. As planned, the first one-year display of six pedestrian- scaled sculptures would be installed in March 2012. 3.6. Restoration of Bansemer “Birds” at MSB Garage Mr. Hubbard reported artist Roger Bansemer is excited about restoring his “Birds” artwork at the MSB (Municipal Services Building) garage at a cost of $5,600 for the fronts or $10,700 for both sides, plus material costs of $400 to $500. The material is UV resistant, used on billboards, and estimated to add 10 to 15 years of life to the artwork. Mr. Bansemer will be available in the fall. If restoring both sides of the artwork is approved, the Public Art Discretionary Fund balance would be reduced to $39,072.98. The balance estimate will be updated to reflect the cost of materials when secured from Mr. Bansemer. Discussion ensued with support expressed for restoring both sides of each painting. It was stated the Public Art Discretionary Fund balance needs additional funding. Member Warshauer moved to approve the use of Public Art Discretionary Funds to contract with artist Roger Bansemer to restore both sides of the “Birds” artwork at the MSB garage for a cost of $10,700 plus material costs of a maximum $500. The motion was duly seconded and carried unanimously. 4 - New Business 4.1. Private Development update And 4.2. Public Development update Mr. Hubbard reviewed estimated values of new projects: 1) $49 million - BayCare Corporate offices on Drew Street; 2) $8 million – Decade Properties hotel on Coronado Drive; and 3) $12.5 million – Surf-Style/Britt’s Mixed-Use on Gulfview Boulevard. Public Art & Design 2011-06-16 2 A recent expenditure of$1,500 from the Public Art Discretionary Fund covered artist honorarium expenses for the Paul Owens project. Reserved funds include $104,404 for the Downtown Boat Slips art project and $8,000 for Sculpture360: Season III. If the board approves reserving $45,000 for the FDOT (Florida Department of Transportation) US 19 project at Gulf-to- Bay Boulevard, the balance of the Public Art Discretionary Fund will total $49,772.98 (less Bansemer restoration funding). 4.3. Clearwater Business and Development Task Force The City Council's Business and Development Task Force was appointed to identify ways the City can improve its "user-friendliness" for business and development. In response to a PADB (Public Art & Design Board) member request, Cultural Affairs staff created and distributed information to the Task Force regarding the City's Public Art & Design program. 4.4. CAA recommendation of PADB representative Mr. Hubbard reported that Chair Bomstein is resigning from the PABD; the CAA (Clearwater Arts Alliance, Inc.) appointed Roberta Klar as the new CM representative to the board. This recommendation will be presented for City Council approval in July. 4.5. Public Art Plan Review: Surf Stvle/Britt's (311 S. Gulfview Blvd.) Artist Guy Harvey's proposal for Surf Style/Britt's was distributed. The lighted artwork will be attached to scaffolding affixed to the building. The property owner is responsible for maintaining the artwork; an annual condition report will be required. The artwork fits the criteria of the ordinance. Pedestrians in front of the building will look up and view scaffolding. Discussion ensued with concerns expressed that the artwork not be printed on cups or t- shirts, the vinyl reproduction of the artwork will require frequent replacement and therefore is not permanent, and the artwork could be considered to be an advertisement for Guy Harvey t-shirts and prohibited by sign code. It was recommended that the permanency issue be considered and that a ceramic tile mural would be a more appropriate medium. It was suggested a replacement schedule will be necessary. Member Warshauer moved to table consideration of the Surf Style/Britt's artwork until board concerns are addressed and to recommend approval of a temporary CO (Certificate of Occupancy) until this matter is decided.
