CITY OF CLEARWATER
September
Present: Mayor Frank Hibbard, Vice Mayor George N. Cretekos, Councilmember
John Doran, and Councilmember Bill Jonson.
Also Present: William B. Horne II - City Manager, Jill S. Silverboard - Assistant City

Absent: Councilmember Paul Gibson (Excused)
To provide continuity for research, items are listed in agenda order although not
necessarily discussed in that order.
1. Call to Order— Mayor Frank Hibbard
The meeting was called to order at 6:00 p.m. at City Hall.
2. Second Readings-Public Hearing
2.1 Adopt Ordinance 8284-11 on second reading, declaring the millage rate to be
levied for the fiscal year beginning October 1, 2011 and ending September 30,
2012, for operating purposes including the funding of pensions, debt service, and
road maintenance for capital improvement expenditures at 5.1550 mills.
Budget Director Tina Wilson provided a PowerPoint presentation. The tentative millage
rate is 5.1550 mills, a 4.31% decrease from the rolled-back rate. The tentative millage
will provide 1.4 million less property tax revenue for the new budget year.
Ordinance 8284-11 was presented and read in full. Councilmember Bill Jonson moved
to adopt Ordinance 8284-11 on second and final reading. The motion was duly
seconded and upon roll call, the vote was:

2.2 Adopt Ordinance 8285-11 on second reading, adopting an Operating Budget for
the fiscal year beginning October 1, 2011 and ending September 30, 2012,
authorizing the City Manager to issue such instructions that are necessary to
achieve and accomplish the service programs so authorized; authorizing the City
Manager to transfer monies and programs among the departments and activities
within any fund as provided by Chapter 2 of the Clearwater Code of Ordinances.
Ordinance 8285-11 was presented and read by title only. Councilmember John Doran
moved to adopt Ordinance 8285-11 on second and final reading. The motion was duly
seconded and upon roll call, the vote was-

John Doran, and Councilmember Bill Jonson.

2.3 Adopt Ordinance 8286-11 on second reading, adopting the Capital Improvement
Budget for the fiscal year beginning October 1, 2011 and ending September 30,
2012, approving the six-year Capital Improvement Program which shall be
reevaluated at the beginning of each fiscal year, authorizing the City Manager to
issue such instructions that are necessary to achieve and accomplish the capital
improvements so authorized; authorizing the City Manager to transfer money
between protects in the Capital Improvement Program; appropriating available
and anticipated resources for the projects identified.
Ordinance 8286-11 was presented and read by title only. Vice Mayor George N.
Cretekos moved to adopt Ordinance 8286-11 on second and final reading. The motion
was duly seconded and upon roll call, the vote was:
'Ayes". Mayor Frank Hibbard, Vice Mayor George N. Cretekos, Councilmember
John Doran, and Councilmember Bill Jonson.

3. City Manager Verbal Reports
3.1 Update on Property Acquisitions

Assistant City Manager Rod Irwin said the Environmental Assessments (Phase 1 and 2)
on the St. Pete Times and Allbritton properties have identified environmental issues on
both parcels. Staff is seeking council direction regarding property purchases. The St.
Pete Times Publishing Company (Times) has expressed an interest to renegotiate the
cost. Representatives of the Allbritton property were unavailable to discuss the matter.
Environmental Manager Ed Chesney said the initial Phase 2 results identified metals in
subsurface soil and groundwater. Staff then requested the consultant for an expanded
Phase 2 study to understand the extent of the shallow soil and groundwater
contamination. The City will be required to notify the Department of Environmental
Protection when the parcels are redeveloped or undergo source removals, requiring a
full-site assessment. Mr. Chesney said the cost for a full-site assessment, and to obtain
a no further action from the State, would be approximately $400,000.
Mr. Irwin said contamination tests under the building slabs were not conducted. The
Times has agreed to extend the opt-out period to 21 days.
There was consensus for staff to move forward with the contract renegotiations.
