05/13/2011 PUBLIC ART & DESIGN BOARD MEETING MINUTES CITY OF CLEARWATER May 13, 2011 Present: Josh Bomstein Chair Howard Warshauer Vice-Chair Alex Plisko Jr. Board Member Judith B. Sullivan Board Reporter The Chair called the meeting to order at 11:00 a.m. at the Municipal Services Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Art for FDOT US19 overpass at SR60 Cultural Affairs Specialist Christopher Hubbard said the committee had chosen artist Steven Weitzman for the US19 overpass artwork at Gulf-to-Bay Boulevard. Of the four finalists, Mr. Weitzman, an artist, engineer, and FDOT (Florida Department of Transportation) liaison, seemed best able to work quickly and customize the art. Administrative Support Manager Felicia Leonard said staff is working with FDOT regarding cost items; approximately $45,000 is budgeted. Mr. Weitzman’s proposal includes modular panels to be installed on the sides of the overpass and along the road under the structure. Patterns can be rearranged to create different scenes. No funding is available for aesthetic lighting of the overpass; FDOT is agreeable to installing hardware for future lighting. The City will pay for the artist’s design services and FDOT will absorb additional construction costs. Member Powers moved to recommend approval of Steven Weitzman as the artist for the FDOT US 19 overpass at Gulf-to-Bay Boulevard. The motion was duly seconded and carried unanimously. Items not on the Agenda In response to questions, Mr. Hubbard reviewed final touches to the landscaping and lighting for artwork in front of Fire Station 48. Staff is working on the contract for the downtown waterfront sculpture. A location for the Clearwater Veteran’s Alliance proposal for 5 or 6 8-foot bronze sculptures needs to be determined. It was stated the organization wants the veteran’s memorial to be located in Coachman Park, perhaps near the library. Mr. Hubbard said staff is drafting a memorandum of understanding that satisfies the interests of the City and veterans. Concern was expressed that some members of the Business Task Force strongly oppose the City’s public art requirements. It was requested that staff provide information regarding the public art program to the City Clerk’s office prior to the May 24, 2011, meeting.
