Sullivan Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 – Approval of Minutes – April 12, 2011 Member Hughes moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of April 12, 2011, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4 – NAHAB Term Extension – Lisa Hughes Economic Development & Housing Assistant Director Jim Donnelly congratulated Member Hughes on her reappointment to the board and thanked her for her many years of service. 5 – Election of Officers Member Hughes moved to appoint Peggy M. Cutkomp as Chair. The motion was duly seconded and carried unanimously. Member Kemp moved to appoint Linda Braswell as Vice-Chair. The motion was duly seconded and carried unanimously. Neighborhood & Affordable Housing 2011-05-10 1 6 – FY (Fiscal Year) 2011/12 Consolidated Action Plan – Recommended Allocations See Exhibit: Recommended Allocations FY 2011/12 Consolidated Action Plan Member Kemp reported a conflict of interest related to Tampa Bay Community Development, Community Service Foundation, and Largo Area Housing. Housing Manager Michael Holmes thanked the TRC (Technical Review Committee) for reviewing and rating the CAP (Consolidated Action Plan) applications. While requests for Public Services totaled $489,000, only $141,000 is available. Mr. Holmes reviewed recommended allocations, which represent a 17% reduction from last year. CHIP’s (Clearwater Homeless Intervention Project) application was withdrawn as that program is out of business. Economic Development & Housing Director Geri Campos Lopez said the City Council will allocate funds for the Coalition for the Homeless from City General Funds. In response to questions, Mr. Holmes discussed funding for the Willa Carson Center, which is in a targeted neighborhood. Public Services and Fair Housing applications were considered together. The fiscal year’s CHDO (Community Housing Development Organization) has not been determined. Processing fees are permitted for HUD counseling related to a home loan. Downpayment assistance is available on a first-come first-serve basis. Mr. Donnelly said the City has the ability to provide rehabilitation services. Member Brasswell moved to recommend approval of the recommended allocations for the FY (Fiscal Year) 2011/12 Consolidated Action Plan, less Tampa Bay Community Development, Community Service Foundation, and Largo Area Housing. The motion was duly seconded and carried unanimously. Member Hughes moved to recommend approval of the recommended allocations for Tampa Bay Community Development, Community Service Foundation, and Largo Area Housing as part of the FY (Fiscal Year) 2011/12 Consolidated Action Plan. The motion was duly seconded. Members Cutkomp, Braswell, Hughes, and Chair Corriveau voted “Aye”; Member Kemp abstained. Motion carried. Mr. Holmes said the Public Comment period regarding the allocations has begun. He said allocations reflect the amount of money staff anticipates will be available. 7 – Old/New Business Mr. Holmes said additional reductions in funding will occur next year. Ms. Lopez said in June, staff will present NAHAB with the 5-year CAP, which includes general strategies, goals, and new targeted neighborhood plans for the next 5 years. Ms. Lopez reported State funding has been reduced from $1 million/year to nothing, CDBG (Community Development Block Grant) funding was reduced by 17% this year, and HOME (Housing Opportunity Made Equal) funding was reduced by 12%. Staff is not certain the City will receive awarded NSP3 (Neighborhood Stabilization Program) funds. As the City has insufficient administration money to meet its Housing division staffing requirements, two positions have been eliminated.
