FIRST AMENDMENT TO DREW STREET WIDENING - FROM FORT HARRISON AVENUE TO NORTHEAST COACHMAN ROAD . I. , ,I I DREW STREET WIDENING FROM FT. HARRISON AVENUE TO N. E. COACHMAN ROAD AMENDMENT NO.1 TO AGREEMENT BETWEEN CITY AND ENGINEER FOR PROFESSIONAL SERVICES I. GENERAL SCOPE OF THIS AMENDMENT The AGREEMENT, dated the 6th day of December 1991, between the City of Clearwater, Florida, hereinafter referred to as the CITY, and Post, Buckley, Schuh & Jernigan, Inc., Tampa, Florida, hereinafter referred to as the CONSULTANT, is amended to evaluate potential one-way pair alternatives for the project as required by the Federal Highway Administration (FHW A) and the Florida Department of Transportation (hereinafter referred to as the DEPARTMENT). II. PROFESSIONAL AND TECHNICAL SERVICES The one~way pair alternatives will consist of analyzing the use of Cleveland Street in conjunction with Drew Street. The additional services are incorporated into . the Agreement and are further described in EXHIBIT A outlining the additional work-effort needed to collect and analyze the necessary data along Cleveland Street and evaluate one- way pair alternatives. ill. PERIOD OF SERVICE Period of service is unchanged from the terms set forth in the original Agreement. IV. GENERAL CONSIDERATIONS General considerations are unchanged from the terms set forth in the original Agreement. V. INSURANCE REQUIREMENTS Insurance requirements are unchanged from the terms set forth in the original Agreement. Aerial Photos 1" = 100' scale uncontrolled black and white photo mylars shall be used for developing concept plans for illustrating the one-way pair alternatives. The ENGINEER shall obtain these aerial photos and coordinate the final sheet layout. V.CA. Existin~ Hi~hway Characteristics a. Roadway The pertinent data outlined in Section V. C.1.a of Exhibit A of the original Agreement shall be collected for Cleveland Street. b. Accidents Accident data shall be obtained from the DEPARTMENT and the Pinellas County Engineering Department for the five year period between 1986 and 1990 for the following segments: 1. Drew Street from SR 60 to North Fort Harrison Avenue 2. Cleveland Street from Drew StreetlSR 60 to Belcher Road. The accident data shall be analyzed to provide the information specified in Section V.C.3 of Exhibit A of the original Agreement. DRBWSNlX-A-SV.DL A1-1 1 I c. Traffic The traffic data collection effort outlined in Section V.C.2 of Exhibit A of the. original Agreement shall be amended to include the following: 1. The ENGINEER shall select and propose to the DEPARTMENT and the CITY three (3) traffic count control stations on Cleveland Street for seven-day machine traffic counts which shall provide directional volumes at IS-minute increments. After concurrence by the DEPARTMENT and the CITY, the ENGINEER shall conduct the counts and analyze the resulting data. 2. The ENGINEER shall furnish 24-hour machine traffic counts (approach volumes at IS-minute increments) and two-hour (from 4:00 to 6:00 PM) manual turning movement counts including pedestrian and bicycle counts at the following locations as a minimum: (1) Drew Street/Osceola Avenue (2) Drew Street/S.R. 60 (3) Cleveland Street (SR 6O)/Osceola Avenue (4) Cleveland Street (SR 6O)/North Fort Harrison Avenue (Alt. US 19) (5) Cleveland Street (SR 6O)/Garden Street (6) Cleveland Street (SR 6O)/East Avenue (7) Cleveland Street (SR 6O)/North Myrtle Avenue (8) Cleveland Street (SR 6O)/North Greenwood Avenue (9) Cleveland Street (SR 6O)/Missouri Avenue (10) Cleveland Street (SR 6O)/Lincoln Avenue (11) Cleveland Street/Hillcrest Avenue (12) SR 6O/Hillcrest Avenue (13) Cleveland Street/North Highland Avenue (14) Cleveland Street/Lake Avenue (15) Cleveland Street/North Duncan Avenue (16) Cleveland Street/Saturn Avenue (17) Cleveland Street/North Hercules Avenue (18) Cleveland Street/Main Avenue (19) Cleveland Street/Belcher Road DRBWST\BX-A-SV.DL AI-2 V.D.12. I I 3. The ENGINEER shall conduct manual pedestrian and bicycle counts at two (2) intersections along Cleveland Street to be proposed by the ENGINEER and approved by the DEPARTMENT. The counts shall be conducted according to the procedure outlined in Section V.C.2.c of Exhibit A of the original Agreement. d. Evaluation of Roadway Pavement Cores of the existing roadway pavement shall be taken along the City portion of Cleveland Street (Hillcrest A venue to Belcher Road). An evaluation of the existing roadway pavement shall be made based on these cores. Environmental Data Collection and Analysis The pertinent data collection and analysis effort outlined in Sections V.D.1 through V .0.11 of Exhibit A of the original Agreement shall be conducted for Cleveland Street. The original Agreement report submittals, where applicable, shall be expanded to include this effort. This activity includes the following: a. Social and Economic Impacts b. Natural and Physical Impacts c. Utilities d. Transportation Plans e. Permit Coordination f. Biological Assessment g. Relocation Impact h. Noise Impact Analysis 1. Air Quality Impact Analysis J. Hazardous materials k. Archaeological/Historical Assessment AMEND THE FOLLOWING: V.E.l. DRRWSNlX-A-SV.DL Corridor Analysis A comparison of viable corridors shall be made with respect to social and environmental impacts, right-of-way and construction costs, while satisfying the travel demand in the project area. Al-3 I I ADD THE FOLLOWING: V.EA. One-Way Pair Alternatives The following sections outline the work-effort associated with developing, analyzing and presenting the one-way pair alternatives. a. Traffic Analysis The following tasks shall be performed in addition to those outlined in Sections E.2.a, b and c of Exhibit A of the original Agreement: 1. Determine the existing (1992) evening peak hour level-of-service for the 19 intersections listed in Section V.CA.c of this Amendment and the segments of Cleveland Street between the noted intersections. 2. Develop the Design Year (2015) and interim years (1995 and 2(05) daily traffic volumes for the following two one-way pair alternatives: (1) One-way pair utilizing Drew Street and Cleveland Street between Pierce Boulevard and Hillcrest A venue. Hillcrest Avenue between SR 60 and Drew Street will be modeled as a one-way northbound facility. East of Hillcrest A venue, both streets will be modeled as two-way facilities. (2) One-way pair utilizing Drew Street and Cleveland Street between Pierce Boulevard and Nimbus Avenue. Nimbus Avenue between Cleveland Street and Drew Street will be modeled as a one-way northbound facility. East of Nimbus Avenue, both streets will be modeled as two-way facilities. DlUlWSI'IIlX-A-SV.DL Al-4 I DRIlWSTIEX-A-sY.DL I The CITY shall request Pinellas County Planning Department to provide the ENGINEER with the FSUTMS model runs for each of the above described alternatives for the years 1995 and 2010. The ENGINEER shall use methodologies similar to those applied previously in the traffic projections covered under the original Agreement to evaluate the FSUTMS data and develop the above specified daily traffic volumes. 3. The ENGINEER shall evaluate if the K,D, and T factors, calculated to fulfill the requirements of the original Agreement, are suitable for the one-way pair alternatives design hour volume projections. If these factors are found to be not suitable, a new set of factors will be calculated. 4. The ENGINEER shall develop Year 2015 design hour volumes for both one-way pair alternatives. 5. Level-of-service (HCM) analysis shall be conducted based on the design hour volumes to determine geometric requirements at intersections and segments under both one-way pair alternatives. 6. PASSER 11-90 runs shall be performed for both one-way pair alternatives and the results tabulated for comparison. 7. An addendum to the approved Traffic Technical Memorandum, which was prepared under the original Agreement, shall be prepared documenting the analyses described herein. Al-5 . l I I b. Base Concept Plans The following pertinent information shall be plotted on I" = 100' scale aerial photo mylars: . Natural and cultural features . Public and private development . Existing right-of-way and property lines . North arrow and scale . Aerial flight date . Street names c. Develop Viable Alternatives Viable one-way pair alternatives shall be identified and developed based on review of the traffic demand and analysis, the project corridor and logical termini. Both typical section and alignment alternatives shall be developed. d. Prepare Design Alternatives The viable alternatives shall be plotted on base concept plans in sufficient detail to permit evaluation of costs and associated impacts. e. Evaluation of Alternatives Each alternative shall be analyzed and evaluated in terms of economic, environmental and social impact. The evaluation criteria shall include construction, right-of-way and engineering costs, relocation estimates, business damage estimates and environmental impacts. Right-of-way costs shall be provided by the DEPARTMENT. f. Hydraulic Analysis (LHR) The Hydraulic Analysis outlined in Section V.E.2 of Exhibit A of the original Agreement shall be expanded to include Cleveland Street. DJUlWmBX.A-SV.DL AI-6 V.FA. V.G.5. DlIBWmBll-A-SV.DL I I g. Soils The Preliminary Geotechnical Report (dated April 15, 1992) submitted for Drew Street shall be revised to include Cleveland Street. h. Conceptual Desien Plans After the viable alternatives are selected, Conceptual Design Plans of the selected alternatives shall be prepared in reproducible form on base concept plans. The Conceptual Design Plans shall be prepared for use in review and public involvement meetings. Preliminary Eneineerine Reports Sections V.F.1 through V.F.3 of Exhibit A of the original Agreement shall be expanded to include documentation on the development and evaluation of the one-way pair alternatives. This activity includes the following: a. First Draft Engineering Report b. Second Draft Engineering Report c. Final Preliminary Engineering Report Environmental Documents Sections V. G.1 through V. G A of Exhibit A of the original Agreement shall be expanded to include documentation on the development and evaluation of the one-way pair alternatives. DRBWSTIIlX.A.SV.DL I I Public Meetings a. Public Involvement The ENGINEER shall collect public input throughout the study as it pertains to the one-way pair alternatives. The ENGINEER may be called upon to make presentations to concerned citizens and interest civic or neighborhood groups. In addition to coordinating and conducting these presentations, the ENGINEER shall prepare the necessary displays and graphics for these meetings. b. Mailing List The ENGINEER shall identify and compile (from county tax rolls) a mailing list of all persons owning property within 300 feet of either side of the centerline of all viable alternatives to be presented at the public meetings. c. Displays and Graphics The ENGINEER shall prepare the necessary displays and graphics for use during the Alternatives Public Meeting and Public Hearing. These graphics shall specifically illustrate the viable one-way pair alternatives being considered. d. Comments and Coordination Report Comments on the one-way pair alternatives shall be summarized and responded to for subsequent inclusion in the final Comments and Coordination Report being prepared for the project as part of the original Agreement. The estimated increase represents about a 20 percent increase in air quality services, 40 percent in noise services and about a 7 percent increase in public involvement effort. Overall, the additional studies amount to an increase of about 12 percent. We have assumed that air quality analysis of additional intersections and noise monitoring and analysis for representative noise sen~itive sites would be required along Cleveland Street. For public involvement we have shown efforts in securing names of property owners along Cleveland street to update the mailing list; preparation of a new board mounted exhibit showing the new limits of the study; additional handouts for the public meeting; additional newsletters needing to be sent due to the expanded number of people affected; one additional meeting resulting from the modified scope and the inclusion of additional public input into the comments and coordination report. One structure, the Cleaxwater Post Office at 650 Cleveland Street, is currently listed in the National Register. Another structure, 503 Cleveland Street, has an existing FMSF fonn but would require an update.
