NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD MEETING MINUTES

The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 – Approval of Minutes
– February 8, 2011
Member Hughes moved to approve the minutes of the regular Neighborhood and
Affordable Housing Advisory Board meeting of February 8, 2011, as recorded and submitted in
written summation to each board member. The motion was duly seconded and carried
unanimously.
4 – Agency presentations for the FY 2011 Consolidated Action Plan
Presentations were made by: 1) Janet Hooper for Safety Harbor Neighborhood Family
Center; 2) Duggan Cooley for RCS (Religious Community Services) food bank and Haven
Domestic Violence Center; 3) Maxine Booker for PEMHS (Personal Enrichment through Mental
Health Services; 4) John Cunningham for Gulfcoast Legal Service; 5) Kathy Russell for POC
(Pinellas Opportunity Council) CHORE Services; 6) Annie Tyrell and Bilal F. Habeeb-ullah for
Willa Carson Health Resource Center; 7) Jerry Spilatro for CSF (Community Service
Foundation); and 8) Ron Spoor for Habitat for Humanity.
In response to questions, Mr. Cooley said RCS does not represent a specific religion,
offer prayer services nor preach. The Haven outreach center will be on N. Ft. Harrison in a
rehabilitated green building that will improve the area. Ms. Booker said the subject PEMHS
facility in St. Petersburg provides bus passes and taxi service to those with transportation
difficulties. Mr. Spoor said the Stevens Creek development will have 51 houses when complete.
He said County appraisals of the homes are satisfactory and appropriate.
5 – Five-Year Consolidated Plan Needs Assessment Discussion

Annie Tyre[[, of Willa Carson Health Resource Center, said the center, which is leased
from the City, is outgrowing the facility. Housing Director Michael Holmes recommended the
center document its needs, including the number of patients it serves. Ms. Tyrell said the
building only can be expanded by adding a second floor; she requested a donation of land.
Jerry Spilatro, of CSF, said he had submitted paperwork for homeownership and rental
services. He expressed grave concerns that crime has increased significantly in the Lake
Belleview/S. Greenwood area, with drug dealers blatantly transacting business in the CSF
apartments' driveway, next door to a Police Substation, which appears to be uninhabited. He
said area youth have no job training or activities and requested that NAHAB recommend
appropriating funds to this area.
6 - Old/New Business
Economic Development & Housing Assistant Director Jim Donnelly said the City
anticipates a significant reduction to FY (Fiscal Year) 2011/12 funding. CDBG (Community
Development Block Grant) funding will be reduced and could be eliminated. He anticipated that
NSP (Neighborhood Stabilization Program) 2 funding will not be cut, however, NSP3 funding is
not guaranteed. He thanked members for their efforts contacting the legislature regarding local
needs. He expressed concern that additional cuts are expected.
Mr. Holmes said processes need to continue and reviewed the FY 2011/12 CAP
(Consolidated Action Plan) schedule.

Member Griffiths reported he cannot attend.
