The Chair called the meeting to order at 4:30 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2. Approval of Minutes
2.1 Approve the minutes of the March 8, 2011 Charter Review Committee Meeting as submitted
in written summation by the City Clerk.
Committee Member Elias moved to approve the minutes of the March 8, 2011 meeting. The
motion was duly seconded and carried unanimously.
3. New Business
3.1 Discuss form of government and discuss if a public hearing regarding form of government is
needed.
Committee Chair Goudeau opened the discussion to give each member an opportunity to
provide input regarding forms of government.

Committee Members Geller, Tuzzo, Elias, and Weber spoke in support of proposing a change in
form of government to Strong Mayor form.
Committee Members Protonentis, Williams, Wright, Goudeau, and Carlough spoke in opposition
of proposing a change in form of government.
Committee Members van Weezel and Warshauer were undecided in their opinion to propose a
change in form of government to Strong Mayor form.
Staff provided copies of an email from Committee Member Fritsch who submitted his opinion of
support for a proposal to change to Strong Mayor form of government.
Discussion ensued regarding holding a public hearing. There was consensus to hold a public
hearing regarding forms of government on Tuesday, April 12, 2011 at 6:00 p.m. in Council
Chambers. Citizens will be given three minutes to speak.
The City Attorney said she would provide a brief explanation on forms of government at the
beginning of the hearing. Committee Members may ask questions of the citizens but no
conversation or debate will be held.
Staff was requested to work with Public Communications to create the press release and notice
on the City’s Facebook page. An information link will be included for citizens to look up forms of
government.
3.2 Set Agenda for Next Meeting.
A public hearing regarding forms of government will be held.
4. Citizens to be Heard
4.1 Citizens to be Heard - Persons speaking before the committee shall be limited to 3 minutes.
Beth Rawlings expressed concerns with the Strong Mayor form of government.
