I have received your letter of February 14. 1977, indicating that the
Largo City Commission, on December 21, 1976, authorized you to
take whatever steps were necessary to withdraw from the ~olic~.",..

Your letter indicates that Largo's intention to terminate the Agreti:ment
and to undertake the operation of its own police communications system
with the City of Largo is to be effective October 1, 1977. ~1.r. Thomas
A Bustin. Clearwater City Attorney has also received a letter indicating
similar wishes from Mr. G. R. McClelland, City Attorney of Largo.
As you know, the City of Clearwater and the City of Largo entered into
the referenced Agreement pursuant to the State of Florida. Division of
Communication plan for the integration of police communications in
central Pinellas County (and. for that matter. throughout the State of
Florida).
Since there appcars to be an intention on the part of the City of Largo to
withdraw, and no intention on the part of the City of Clearwater to cease
providing the service it is required to provide under the terms of both
the State plan and the Agreement between the cities of Largo and Clear-
water, it is my opiaion that this dispute should be resolved in accordance
with the contract that is presently in force and effect between our two
cities.
Your attention i. directed to paragraph 20 which reads as follows:
