NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD MEETING MINUTES

The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 – Approval of Minutes
– December 14, 2010
Member Cutkomp moved to approve the minutes of the regular Neighborhood and
Affordable Housing Advisory Board meeting of December 14, 2010, as recorded and submitted
in written summation to each board member. The motion was duly seconded and carried
unanimously.
4 – NSP (Action Plan)

Economic Development & Housing Assistant Director Jim Donnelly reviewed the NSP
(Neighborhood Stabilization Program) 3 Action Plan to support the Habitat for Humanity
development, Stevens Creek, Country Club Townhomes in East Gateway, and South
Greenwood where the acquisition and rehabilitation of Ross Norton apartments is important to
maintain 48 Housing Choice vouchers. The number of homes that can be assisted is based on
the HUD-required mapping tool. The plan is on the City’s website. The public comment period
is underway.
Member Cutkomp moved to recommend approval of the NSP 3 Action Plan. The motion
was duly seconded and carried unanimously.
5 – Public Services/Public Facilities Needs Assessment
Housing Manager Michael Holmes said this is the Housing Division’s first step toward
completing its needs assessment for the next Five-Year Consolidated Plan. Not-for-profit public
service providers were invited to share how the agencies meet needs defined in the
Neighborhood & Affordable Housing 2011-02-08 1
Consolidated Plan process: 1) Improving community public services/facilities; 2) Education/
counseling low to moderate income individuals/families; 3) Providing more suitable living
environment; 4) Increasing economic opportunities; 5) Proving safety, health care, quality of life;
6) Providing self sufficiency, essential services; and 7) Empowering communities. Mr. Donnelly
anticipated that CDBG (Community Development Block Grant) funding will face drastic cuts.
It was noted that POC (Pinellas Opportunity Council) had forwarded a letter regarding
strategies to serve the senior population.
Lisa Matzner, of RCS (Religious Community Services), reviewed agency efforts and said
the domestic violence program outreach building is crumbling and the food bank's freezers need
replacement. She said there has been a small dip in donations; the food bank is working to
distribute more nutritional food.
Ron Spoor, of Habitat for Humanity, discussed Habitat's efforts in the community and its
development at Stevens Creek, where homes are being constructed for sustainability. Clients
provide sweat equity constructing homes and attend 12 homeownership classes. He
anticipated construction of Stevens Creek will be complete in 7 years.
