As you are aware by now, the Board of County Commissioners has acted to
institute a four-cent Local Option Gas Tax for pinellas County. This
action could not have been accomplished without your support and the
support of the other cities. Therefore, on behalf of not only the Board
of County Commissioners, but residents and highway users, I would like to
sincerely thank you for your help.
For your information, I am attaching a copy of the documents that were
part of the Board's action, These documents include the following:
executed Local Option Ordinance;
executed Interlocal Agreement with Five Year Funding
Distribution and Plan; and
anticipated Ten-Year Funding Proposal.
I would also like to explain that due to some last minute changes in the
legislature, the Board had to, in turn, adjust its program. We had all
relied upon the existing law permitting a bonding capability for up to
ten years of the entire four-cents. However, this law was rewritten late
this legislative session, increasing the Local Option Tax from four cents
to six cents. As part of the rewrite, the law was amended to authorize
bonding of only the third, fourth, fifth, and sixth cents,
When this law did go into effect, it removed the ability to bond the
first two cents available to our program, as previously understood.
Therefore, to preserve our ability to bond the entire four cents, and
have that option for at least a ten-year period, the Board acted on June
18 before the effective date of the new legislation, I must emphasize,
it was the Board's intent that by doing this it could then honor the
commitment made to bond the entire program and make the money available
at the front-end of the program for expenditures.

As you know, our five-year program of transportation projects is very
well defined and understood. However, we will need to work with you on
developing and finalizing a full ten-year program, I expect this will
involve considerable discussion and review before all of the projects are
approved. We will keep you informed and involved in these activities as
they come forward.
Again, I would like to thank you for your support, and we can now look
forward to beginning to resolve the transportation problems of Pinellas
County.

subdivision of the S ate of Florida, hereinafter referred to as the "COUNTY", the TOWN
OF BELLE AIR, the CITY OF LARGO, and the CITY OF CLEARWATER, municipal
corporations of the State of Florida, hereinafter referred to respectively as "BELLEAIR",
"LARGO", and "CLEARWATER".
WITNESSETH:
WHEREAS, the area from which stormwater flows to and through the
drainage way known as Belleair Creek and identified as "Channell7-01" in the Pinellas
County Stormwater Management Plan, lying within the jurisdictions of the parties to this
agreement, hereinafter referred to as "the WATERSHED", encompasses approximately
880 acres; and
WHEREAS, flooding has occurred within the WATERSHED, notably at
Marketplace West and between Indian Rocks Road and Fairview Road; and
WHEREAS, a comprehensive surface water management and hydrologic study,
hereinafter referred to as "the STUDY", of the WATERSHED will benefit all of the
parties hereto; and
WHEREAS, the parties hereto have reached an understanding for the
COUNTY to engage the professiona] services of an engineering consultant firm to
conduct said STUDY;
NOW, THEREFORE, in consideration of mutual covenants and conditions
contained herein, the parties hereby mutually agree as follows:

1. The COUNTY shall contract with an engineering consultant firm,
hereinafter referred to as "the CONSULTANT", for a total sum not to
exceed $100,000.00, to conduct the STUDY for the WATERSHED and to
form structural recommendations for drainage improvements related to
Channel 17-0 1. Administration of the contract shall be the responsibility
of the COUNTY, provided, however, that the COUNTY shall at all times
keep BELLEAIR, LARGO and CLEARWATER fully advised as to the
progress and results thereof.
2. The COUNTY, BELLEAIR, LARGO, and CLEARWATER shall jointly
prepare the scope of work for CONSULTANT services. BELLEAIR,
LARGO, and CLEARWATER shall assist the COUNTY in the selection of
the CONSULTANT. One representative from each Municipality shall be
in attendance at the selection meeting(s). Final determination of the
CONSULTANT selection shall be at the reasonable discretion of the
COUNTY. BELLEAIR, LARGO and CLEARWATER shall be included in
the review process during all phases of the STUDY.
3. In the event that the parties are unable to mutually agree upon a scope
of work, or cost (provided the cost is within the maximum stated in
paragraph 1 above) for CONSULTANT services, then any of the parties
may terminate this agreement by giving notification thereof by
registered or certified mail to the other parties as specified in paragraph
9 of this agreement. In the event any party terminates this agreement in
accordance with this paragraph, this agreement shall be void and of no
legal effect.
4. The COUNTY shall contribute fifty-five percent (55%), BELLEAIR shall
contribute twenty-seven and eight-tenths percent (27.8%), LARGO shall
contribute fourteen and nine-tenths percent (14.9%), and CLEARWATER
shall contribute two and three-tenths percent (2.3%) of the cost of the
STUDY.
5. BELLE AIR, LARGO, and CLEARWATER shall pay the COUNTY for their
contribution towards the funding of the STUDY concurrently with the
payment schedule between the COUNTY and the CONSULTANT under
the CONSULTANT contract.
6. Upon completion of the STUDY, the COUNTY shall provide the five (5)
copies of the final report and recommendations to each of the
municipalities.
7. The STUDY is intended to enable BELLE AIR, LARGO, CLEARWATER,
and the COUNTY to evaluate anticipated benefits that can be derived
from the implemenation of certain improvements re]ated to Channel l7-
01 that are to be identified or recommended by the STUDY. The
implementation of those identified projects shall be accorded the
appropriate priority and available funds in each jurisdiction.
8. Notwithstanding the foregoing paragraph 7, by participation in this
agreement none of the parties assumes any responsibility or obligation,
financially or otherwise, for the implementation of those specific
projects recommended by the STUDY. Such commitment must be made
by separate written agreement duly authorized by each party.

9. All written notices to PINELLAS COUNTY under this agreement shall be
hand-delivered or mailed to the Director of Public Works, 440 Court
Street, Clearwater, Florida 34616. All written notices to the TOWN OF
BELLEAIR under this agreement shall be hand--delivered or mailed to the
Town Manager, 901 Ponce de Leon Boulevard, Belleair, Florida 34616.
All written notices to the CITY OF LARGO under this agreement shall
be hand--delivered or mailed to the Director of Public Works, 225 1st
Avenue, S.W., Largo, Florida 34649-0296. All written notices to the
CITY OF CLEARWATER under this agreement shall be hand--delivered or
mailed to the Director of Public Works, 10 Missouri Avenue South,
Clearwater, Florida 34618-4748.
10. This agreement embodies the entire agreement and understanding
between the parties, and may only be amended upon written agreement
of all parties.
11. This agreement shall terminate on December 31,1990, unless terminated
or completed earlier, and provided that the CONSULTANT contract is
completed thereby.

County Administrator Fred E. Marquis recommended
approval of an Interloca1 Agreement among Pinellas County, the
Town of Belleair, the City of Largo, and the City of Clearwater
for drainage improvements along Belleair Creek (Channel 17-01)
and its tributaries.
In his memorandum of February 13, 1990, Mr. Marquis
indicated, in part, that under the provisions of the agreement,
Pinellas County will engage a consultant to study the Belleair
Creek watershed and recommend specific drainage improvements to
solve recurring flooding and erosion problems.
Commissioner Tyndall moved, seconded by Commissioner
Greer and carried, that the recommendation of the County Adminis-
trator be approved.

SCOPE OF PROJECT
The PROJECT will consist of pe~fo~ing a hyd~ologic study of the Belleai~
C~eek (Channel 17-01) d~ainage a~ea and developing a detailed Stormwate~ lIanagement
lIaste~ Plan fo~ the wate~shed. It is anticipated that the study will take place
ove~ a pe~iod of app~oIimately nine months. At that time, a sepa~ate ag~eament
will be made fo~ detailed design and p~epa~ation of conat~uction d~awings fo~ any
b~idges, culve~ts, channel stabilization o~ sto~ sewe~ systems ~ecommended by the
study.
Because the study will ce~tainly ~esult in a ~ecommendation fo~ st~uctu~e
replacement at Roebling Rd. N., the scope of Consultant Services shall include the
requirement for design of structu~e replacements and channel improvements f~om
Indian Rocks Road to Fai~view Road, eliminating the crossing at Overbrook Road.
3.1 STUDY PHASE
3.1.1 Collection of Data and Backg~ound Info~ation
3.1.1.1 EIisting records of rainfall, stream flow, flood levels
water quality and p~evious reports applicable to the area will be obtained from any
of, but not limited to, the following agencies and sources: u.S. Geological
Survey, National Weathe~ Service, Environmental P~otection Agency, Corps of
Engineers, Fede~al Eme~gency !lanagement Agency Flood Insurance Studies, Flo~ida
Depa~tment of Transportation, Florida Depa~tment of Environmental Regulation, Tampa
Bay Regional Planning Council, Pinellas Planning Council.
3.1.1.2 The COUNTY will p~ovide copies of all pe~tinent
information in its possession, inCluding, but not limited to, the fOllowing:
Aerial Topographic lIaps, Recent Aerial Photographs, Comprehensive Land Use !laps,
Pinellas County Comprehensive Plan and Stormwate~ !lanagement Plan, Record D~awings,
and Info~ation on Known Flood Problem Areas.
3.1.1. 3 Coordination meetings wi th the munieipali ties wi thin the
PROJECT area will provide opportunity to meet with staff personnel who can provide
valuable info~ation. Typical items to be obtained or discussed include:
Information on In own Flood Problem Areas, P~evious Studies or Reports, Proposed
Studies or Const~uction Projects, Proposed Private Developments, and Record
Drawings.
3.1.2 Preliminary Field Investigation
A p~eliminary field investigation will be conducted by the
Consultant to observe Problem Areas, Dete~ine Possible Detention Sites, inclUding
conside~ation of additional flood sto~age volume at or nea~ marketplace west
shopping center, Observe Structures and Other Obstructions to Flow, Estimate
Roughness and Loss Coefficients, Determine Specific Field Su~vey Requirements
investigate a1te~native supplemental outfall routes, such as: westward along Carl
Avenue, which, if ~ecommended, could function as an ove~flow or bypass route,

3.1,3 Boundary Verification
The boundaries of the drainage area and subbasins, as shown in the
Pinellas County Stormwater Kanagement Plan, will be verified or modified. Sources
of information may include: Aerial Topograph i c Kaps, Field Survey, Conversat ion
with Residents, Record Drawings.
3.1.4 Field Survey
A field survey will be carried out to provide the fOllowing:
Information required for Sections 3.1.2 and 3.1.3, (sizes, types, locations),
Elevations and Condition of all inlets, pipes, culverts and other structures in the
drainage systems; Channel cross-sections, Any other information required to
complete the Study,
3.1.5 Horizontal control will be referenced to the "Florida State Grid
System." Vertical control will be referenced to the "National Ocean Surveys _ NOAA
System" (NGVD 1929),
3.1.6 The existing drainage system will be mapped and existing channel
cross-sections will be plotted by the Consultant. The existing drainage system is
defined as all surface water conveyance, inCluding storm sewer systems, natural
channels, and man-made open drainage courses within the study area,
3.2 HYDROLOGIC AND HYDRAULIC CALCULATIONS
3.2.1 The most appropriate computer programs for hydrologic and hydraulic
calculations will be selected, based upon the drainage system and basin
characteristics determined from data and information collected under Section 3.1,1.
3.2.2 Hydrologic characteristics and drainage system dimensions will be
encoded into the appropriate computer model data files. The model will be verified
or calibrated by computing runoff rates and water surface profiles resulting from
the rainfall recorded during a recent storm event. Kodel parameters will be
adjusted to bring the computed water surface elevations into agreement wi th the
recorded water surface elevations.
3.2.3 After model cali brati on, runoff rates and water surface elevati ons
for "existing" conditions and for "ultimate" development in accordance with the
Future Land Use Plan will be computed for 10, 25, and 100-year storm events of
24-hours duration.
3.2,4 Water surface elevations determined per Section 3.2.3 will be
plotted and the flood areas will be mapped by the Consultant.
3.3 STORKWATER MANAGEKENT KASTER PLAN
3.3.1 All possible methods of relieving the flood conditions determined
in Section 3.2.4 will be considered, inCluding channel improvements, replacement of
inadequate pipes and culverts. excavated detenti on areas, di version, preservation
of natural storage areas, and restrictions on development, The effecti veness of
the improvements considered will be demonstrated by computer modeling. Each of the
alternate solutions must bring the drainage system into compliance with Criteria
Cl, C2 and C3. Permit requirements for each of the alternates will be considered.

recreational possibilities, and any other favorable or unfavorable considerations.
The recommended alternates will be determined in consultation with the COUNTY and
IIUNICIPAL staff personnel (and possibly other local officials),
