TRAFFIC SUPPLEMENT NO. 1
Park Place, a combination office park and specialty retail
center, will be a major project in Pinellas County and will bring
numerous impacts. Due 'in part to its location and size, one of
its major impacts will be on the transportation system.
In addition to the information provided in the Application
for Development Approval (ADA) and the Amendment to the ADA,
further studies have been made to identify and reduce the impacts
on the regional transportation system. Initially, forty-two
intersections were identified for. analysis. Each of these inter-
sections was analyzed and was determined to be in one of the fol-
lowing categories:
1. With project traffic the level of service (LOS) will be
D or above.
2. Project traffic will have less than.a five percent (5)
impact.
3. Intersection improvements have been planned and con-
struction funds committed.
4. Because of the impacts further analysis ~s required.
As a result of the foregoing effort; twelve (12) inter-
sections were identified for further analysis.
The further analysis included the use of four transportation
system management techniques to reduce person trips and, sub-
sequently, vehicle trips to and from Park Place during the peak
hours. The four transportation system management techniques
employed were:
1. Ride sharing
2. Public transit facilities
3. Express bus service
4.- Flex time
Each of these techniques reduced the number of peak hour
trips to and from the project site. A ride sharing program could
accommodate nine percent (9%) of the total office person peak
hour trips. With improved public transit facilities and scheduling,
fifteen percent (15%) of the total office person trips could be ex-
pected to use public transit during the peak hour. By utilizing
flex time, nineteen and two-tenth percent (19.2%) of the total of-
fice person trips were shifted outside of the peak hour. The express
bus service would be utilized at Phase III and would serve the area
along U.S. 19 north of State Road 60. The express bus service would
reduce the total office person trips during the peak hour by three
and two-tents percent (3.2%).
Table 3 summarizes for each of the twelve (12) intersections
the existing conditions, the impacts of Phase II and III traffic
and the reductions in traffic attributable to the implementation
of the transportation system rna~agernent techniques.
