SCHOOL RESOURCE O?FrCER AGREEMENrp
THIS AGREEMENT, made and entered into this 26th day of
August, 1987, by and between the SCHOOL BOARD OF PINELLAS
COUNTY, F'LORIDA (referred to herein as the "BOARD"), and City of
Clearwater Yvl~,-,,- fJL:I-'L.LLLw'-..IJt. (referred to herein as C.P..D.), is
for the establishment of a School Resource Officer (referred to
as "SRO") Program in the public school system of pinellas
County.

WIT N E SSE ~ H:
That the BOARD and C.P.D. intend to provide law
enforcement and related services to the public schools of
pinellas County as hereafter described, and
That the Board and C.P.D. will mutually benefit from the
SRO program.
NOW, THEREFORE, the terms of this Agreement are as
follows:
ARTICLE 1. The obligations of C.P.D. and the SRO's are as
follows:
A. provision of School Resource Officers. The C.P.D.
shall assign one regularly employed officer to each of the
following schools within the juriSdiction of the Law
Enforcement Agency: (list applicable schools).
1. Clearwater Senior High
2. Countryside Senior High
B. Selection of School Resource Officers. The law
enforcement agency head or designee, and the Principal of the
school to which the SRO will be assigned shall select the SRO
on the basis of the following evaluation criteria:
1. The SRO must have the ability to deal effectively with
students. The ages, and socia-economic, cultural and racial
composition of the students of the particular school should be
considered in making this evaluation.
2. The SRO must have the ability to present a positive
image and symbol of the entire police agency. A goal of the
SRO program is to foster a positive image of police officers
among young people. Therefore, the personality, grooming, and
communication skills of the SRO should be of such nature so
that a positive image of the police agency is reflected. The
SRO should sincerely want to work with the staff and students
at the particular school to which he or she is assigned.
3. The SRO must bave the ability to provide good quality
educational services in the area of la~l enforcement. The
education background, experience, interest level and
communication skills of the BRO must be of high caliber so that
the SRO can effectively and accu~ately provide resource
teaching services.

4. The SRO must have the desire and ability to work
cooperatively with the principal and his administrative staff.
5. The SRO must be a state Certified Law Enforcement
officer.
C. Rpgular duty hours of School Resource Officers. Each
SRO will be assigned ,to his/her school on a full-time basis of
8 hours on those days and during those hours that school is in
session. The SRO may be temporarily reassigned only during the
period of a police emergency.
D. nut;p,; of S~hool Rpsour~p Off;~prs. While on duty,
each SRO shall perform the following duties:
1. Speak to classes on the law, including search and
seizure, criminal law, motor vehicle law, and other topics when
assigned to speak by the Principal.
2. Act as a resource person in the area of law enforcement
education at the request of the Principal.
3. Conduct criminal investigations of violations of law on
School Board property.
4. Provide school based security and maintain the peace on
School Board property.
5. Make arrests and r~ferrals of criminal law violators.
6. Appear at State Attorney investigations, depositions,
trials and sentencing.
7. Provide transport to Juvenile Detention Center and
County Jail.
8. Coordinate Emergency Medical Service (EMS) at the
request of the principal.
9. Coordinate transport of witnesses to ar.d from court.
10. Provide escort service for bank deposits.
11. Provide counseling to students on request of the
Prine ipa1.
12. Secure, handle and preserve evidence.
13. Recover School Board property through working with
other police agencies.
14. Make referral to social agencies.
15. Relay messages in emergency situations (such as
tor nadoes, hur r icanes, etc.).
16. Provide special truancy investigations and prepare for
prosecution.
17. Coordinate investigation of bus stop incidents.

18. Provide assistance in civil (custody) matters (i.e.
counseling).
19. Wear official police uniform (uniform will be provided
at the expense of the Law Enforcement Agency; however, civilian
attire may be worn on such occasions as may be mutually agreed
upon between the school principal and the SRO.
20. To perform such other duties as mutually agreed upon by
the principal and the SRO, so long as the performance of such
duties are legitimately and reasonably related to the SRO
program as described in this Agreement and so long as such
duties are consistent with state and federal law and the
policies and procedures of the C.P.D.
21. To follow and conform to all School Board pOlicies,
F.S.S.230.2318, and procedures that do not conflict with 'the
policies or procedures of the C.P.D. This agreement will abide
by all rules, regulations, and procedures as outlined in the
Civil Rights Act.
E. Sl1ppnrt Sprvi"p" tn he> prnvide>d hy the r,i'lW Enforce>ment
~gpn"y. The Law Enforcement Agency or the SRO will provide the
following support services:
1. Maintain evidence and deliver to laboratories and
court.
2. Compile daily, monthly, quarterly and annual reports as
required by the Law Enforcement Agency with copies submitted to
Campus Police.
3. Coordinate Uniform Crime Reports and submit them to the
State as required by law.
4. Process all police reports.
5. Provide copies of reports to the school administration
upon request.
6. Maintain a file on reported lost and stolen property.
7. Maintain and provide necessary equipment to officers;
cameras, tape recorders, etc.
8. Receive and dispatch complaints via telephone, walk-in
and radios.
9. Maintain copies of reports generated by officers in
compliance with State and Federal laws.
10. Maintain fingerprints and photographs of arrestees in
compliance with State and Federal laws.
11. Develop, implement and evaluate security programs in
the school assigned.
12. Coordinate with school administrators, staff, law
enforcement agencies and courts to promote order on school
campuses.

13. Coordinate, at the direction of the principal, the
scheduling of personnel at extracurricular activities including
such after school security activities for which reimbursement
is due pursuant to Article III below.
14. Make presentations to civic groups.
15. Provide and coordinate necessary inservice training for
personnel.
16. Maintain State Police Standards as required by law.
17. Coordinate with Department of Highway Safety and Motor
Vehicles as required by law.
18. Coordinate and participate with the School Safety
Committee.
19. Coordinate with and participate in Neighborhood Crime
Watch.
20. Provide a Victim Assistance Program.
21. Provide for emergency response after regular school
hours.
22. The law enforcement agency will provide security
services at school functions occurring after school at the
regular scheduled rate for such services.
ARTICLE IT. The SRO will be an employee of r:.P.D. and will
not be an employee of the Board.
ARTICLE Ill. IZ1 consideration of the services provided
herein, the Board will pay the. sum of $20,258.00 (Twenty
Thousand Two Hundred Fifty Eight Dollars and No Cents) per SRO
to C.P.D. Payments shall be made in quarterly installments.
No other consideration will be required during the term of this
Agreement for the in-school services called for herein. The
Board shall, however, reimburse the Law Enforcement Agency for
pay and all security services performed at school functions
occurring after regular school hours. The rate of
reimbursement for such after school activities shall be in
accordance with the Law Enforcement Agency salary policy and
procedures.
ARTICLR TV. The parties, their agents and employees, will
cooperate in good faith in fulfilling the terms of this
Agreement. Unforeseen difficulties or questions will be
resolved by negotiation between the Superintendent of the BOARD
and the Chief, or their designees. As used herein, "Chief" means ~~
City Manager of the City of Clearwater.
ARTICLR V. Changes in the terms of this Agreement may be
accomplished only by formal amendment in writing approved by
the C.P.D. and the School Board.

ARTTCLP. VI. To dismiss an SRO from his position at his
assigned school, the following procedure must be followed: The
Principal will recommend to the Superintendent that the SRO be
removed from the program at his school, stating the reasons for
the recommendation in writing. within a reasonable period of
time after receiving the recommendation to remove anSRO, the
Superintendent, or designee, will meet with the Chief, or
designee, to mediate or resolve any problem that may exist
between the SRO and the staff at his assigned school. with the
agreement of the Superintendent and the Chief, or their
designees, the SRO or specified members of the staff from the
school may be required to be present at the mediation meeting.
If, within a reasonable amount of time after commencement of
mediation, the problem cannot be resolved or mediated in the
opinion of both the Superintendent and Chief, or their
designees, then the SRO will be removed from the program at
that school and a replacement will be selected as provided
elsewhere in this Agreement.
ARTTC~R VII. The term of this Agreement is one year, from
AlIGllS'!' 11, 1 'lR 7 to ,TlJNR ] O. 198j. The BOARD shall rece ive the
SRO services described in Article 1 for the full term of this
Agreement. In case of long term absences by the SRO, a
replacement SRO shall be provided within 3 school days of
receiving notice, including the day of notification, that the
SRO is absent. The Chief will replace an absent SRO with a
replacement, selected according to the evaluation criteria and
method described in this Agreement, within ]jldays (fle~8ti3te

the school.

ARTTC~E VITI. The Board,shall provide, to the SRO in each
school to which a SRO is assigned, the following materials and
facilities necessary to the performance of duties by the SRO
enumerated herein:
1. Access to a private office, which is air conditioned
and properly lighted, with a telephone to be used for general
business purposes.
2. A location for files and records which can be properly
locked and secured.
3. A desk with drawers, a chair, work table, filing
cabinet and office supplies (i.e., paper, pencil, pens, etc.).
4. Access to a typewriter and/or secretarial assistance.

ARTICLE IX. This Agreement may be terminated by either
party upon seven (7) days written notice that the other party
failed substantially to perform in accordance with the terms
and conditions of this Agreement through no fault of the party
initiating termination. This Agreement may be terminated
without cause by either party upon thirty (30) days written
notice. Termination of this Agreement may only be accomplished
as provided herein. In the event this Agreement is terminated,
compensation will be made to the Ci~v of Clearwater for all
services performed to the date of termination. The BOARD shall
be entitled to a prorated refund in accordance with the formula
contained in Article VII for each day that SRO services are not
provided because of the termination of this Agreement.
