As you know, ~he ~ity Engineer negotiated an
extremely favorable quote for paving the road in
front of the Exceptional Student Center. After
many meetings wi~h you, Dr. Joseph Carwise and
various other members of the School Board Staff,
it was agreed that the School Board Staff would
budget the $ 5,000.00 to become available after
July I, 1978. The contractor agreed to withhold
billing until after July 1, 1978,. to fit in with
your budget date:

However, the School Board Staff has yet to authorize
the work to proceed. Of course"the project now
would have to reflect the increased cost of cement.
Therefore, if you are ready to proceed with the
project, please have the appropriate School Board
Staff member request a revised proposal so that the
project can be authorized. The other alternative
would be for the School Board to request that the
road be paved as an assessment project.

Dear Joe:
As you requested, I have contacted Campbell Paving
Company and they have agreed to pave referenced
road for $ 5,000.00.

widening the road at the curve at least four feet
and surfacing with a double surface treatment with
AE 90 Asphalt and # 15 and 16 slag. '
It is my opinion, bised on observing this'type of
surface for the last 25 years, that the resulting
road should iive you adequate service for in excess
of ten yea:rs.
Campbell Paving haS agreed to honor this price for
the next three weeks in order to iive you t1.me to go
before your Board. Their relueta.nce to honor the
price for an indefinite period is based on the fact
that there has been one price increase since the
original quote and another increase is eminent.

I appreciate your May 5 letter which describes how the paving of C.R.
193 can be expedited at our exceptional student center. Regretfully"
the letter does not take care of one of the concerns of the administrative
staff here and I apologize for that.
The two Concerns raised earlier related to:
a. the matter 'of deferred paymen,ts until the
next budget year
b. The establishment of a financial relationship
between the School Board and the City as opposed
to entering into a contract with the Campbell
Paving Company
The first concern has apparently'been addressed satiSfactorily. However,
existing school laws and pOlicies would require competitive bidding before
we contract with a private firm such as the Campbell Paving Company.
It was my impression that you would request, a financial committrnent to the
City as an assessment project such that the paving could be expedited. If
the above can be resolved, we would be pleased to recommend board approval.
I do note that this desired project has been full of stumbling blocks for
bot!, the City and the School System. If the above can not be resolved to
our mutual satisfaction. we must, of course, wait till the new budget year.
Please advise if we can accomplish this and deal successfully with the above
concerns.
