AGREEMENT TO COMMIT PERSONNEL AND MATERIAL RESOURCES TO PROVIDE FOR THE SAFETY HEALTH AND COMMON DEFENSE OF ITS PEOPLE DURING EMERGENCIES RESULTING FROM ACTS OF WAR OR FROM NATURAL CAUSES I I A G R E E MEN T 1. PURPOSE. Because of the existing possibility of enemy attack on the United States employing nuclear weapons of unprecedented destructiveness, and because of the ever present threat of natural disasters which annually claim many lives and heavy property loss and in order that the prepara- tions of Pinellas County shall, to the extent possible within total existing resources, be adequate to meet the several con- ditions of such disasters, and to generally provide for the public peace, health, safety and preservation of the lives and property of its people, it is hereby found and declared to be necessary for the County of Pinellas to enter into agreement with the incorporated and unincorporated communities of the County for t~e establishment of Civil Defense organizations and programs pursuant to the following agreement: 2. AGREEMENT. a. Pinellas County hereby agrees that: (1) The government of Pinellas County in accordance with its organization, plans and procedures for the civil defense of the County commits its personnel and material resources to provide for the safety, health and common defense of its people during emergencies resulting from acts of war or from natural causes. (2) The Civil Defense organiza.tion of Pinellaa County will assist the political entities of the County, or such other communities as may be authorized to enter into such agree- ment, in the development of organizations, plans, procedures and progress for civil defense that shall be consistent with the County and State plans. (3) In accordance with the State Civil Defense Law and the State Operational S~vival Plans and Programs, the Pinellas County Civil Defense organization will coordinate the employment of all resources with the County in civil defense emer- gencies, including the employment of such resources outside the jurisdictional limits of the political subdivisions concerned. (4) The Pinellas County Civil Defense organization will assist the incorporated and unincorporated communities of the County to acquire equipment and materials, through the Federal Con- tributions Program or the Donable Surplus Property Pre gram, as de- termined by the County Director of Civil Defense to be necessary and equitable for the discharge of emergency functions set forth in the appropriate local Operational Survival Plans. b. Clearwater, acting through the City Manager as Coordinator, its authorized repre~entative, hereby agrees as follows that: 00 -0 C/;;;;" C i # . -,,-,' .'" I I (1) Clearwater will establish a Civil Defense organization as provided for in the Florida State Civil Defense Law, discharge its responsibilities for emergency action in event of war or natural disasters. (2) It will designate all its government em- ployees and other resources as the primary civil defense force of the political sub-division or community. (3) It will develop the organization, procedures and controls which shall be published as its Operational Survival Plan and will be consistent and integral with the Operational Sur- vival Plan of Pinellas County for the employment of the City's re- sources within its jurisdictional limits. (4) It will organize and train auxiliary or reserve forces for the expansion of existing forces in time of emergencies. (5) It will undertake and carry out such other programs and procedures as deemed necessary by the City's governing body, for the development of an effective civil defense within its jurisdiction. 3. The terms of the above agreement are held to be mutually satisfactory to the jurisdictions signatory hereto.
