AGREEMENTS OF COOPERATION WITH THE CITIES OF DUNEDIN AND CLEARWATER -
APPROVED FOR EXECUTION; AUTHORIZATION GRANTED FOR PROJECT TO PROCEED
County Administrator Fred E. Marquis recommended that the
Keene Road/C.k. 1 corridor study from Gu1f-to-Bay Boulevard North to
S.R. 580 be approved, that Alternate "E" be adopted as the proposed
alignment, that the Agreements of Cooperation with the Cities of
Dunedin and Clearwater be approved for execution; and further
recommended that authorization be granted for the project to proceed.
Commissioner Greer moved, seconded by Commissioner Chesnut
and carried, that the recommendations of the County Administrator be
appr oved.

AGREEMENT
THIS AGREEMENT, made and entered into by and between the CITY OF
CLEARWATER, a municipal corporation of the State of Florida, and PINELLAS
COUNTY, a political subdivision of the State of Florida.
WIT N H S S H T H:
WHEREAS, Pinellas County and the City of Clearwater are desirous of
working together to improve roads at selected locations; and
WHEREAS, Pinellas County has had a Keene Road - C.R. 1 Corridor Study
prepared by a consultant firm; and
WHEREAS, said study has evaluated costs and impacts of constructing a
highway in the corridor between Druid Road, approximately 0.3 miles south of Gulf to
Bay Boulevard and San Christopher Drive, approximately 0.3 miles north of S.R. 580;
and
WHEREAS, a portion of this proposed project is within the corporate limits
of the City of Clearwater and impacts both municipal roads and private property
within municipal limits; and
WHEREAS,said corridor study was initiated in order to identify the best
alternative alignment for the connection of Keene Road to C.R. 1, and after
evaluation of alternatives, Alternate "E" alignment was selected as the best; and
WHEREAS, Drawing No. 2222, Sheets 1 through 19 for Alternate "E" has
been prepared showing details of proposed alignment, right of way and traffic lanes;
and
WHEREAS, Pinellas County has worked with City staff in preparation of
said corridor study and development of Alternate "E" and now requests formal
agreement of the City of Clearwater on the recommended alignment Alternate "E"
together with authorization from the City for the County to proceed; and
WHEREAS, the County has furnished to the City a copy of the Keene Road
- C.R. 1 Corridor Study prepared by Flood & Associates, together with Drawing No.
2222, Sheets 1 through 19 on the Alternate "E" of said study.
NOW, THEREFORE, in consideration of the premises and the sum of one
dollar, each to the other paid, it is mutually agreed as follows:
1. That the City of Clearwater approves the recommended alignment
Alternate "E" of the Corridor Study for Keene Road - C.R. 1 from Druid Road to San
Christopher Drive.
2. That the City of Clearwater has reviewed the Keene Road - C.R. 1
Corridor Study as prepared by Flood & Associates and authorizes Pinellas County to
proceed with the project on alignment Alternate "E."

3. That Pinellas County intends to obtain the necessary construction
plans, budget funds, obtain the right of way and construct Keene Road - C.R. 1
between Druid Road and San Christopher Drive.
4. That the City of Clearwater will cooperate with Pinellas County in
matters such as City permits or information requested by the County to enable County
construction of said project.
