Dear Mr. Shoemaker:
Enclosed herewith are two sets of fully executed Agreements, approved
by the Board of County Commissioners during the regular meeting held
on August 15, 1979 to establish maintenance of Belcher Road (C.R. 27)
from Belleair Road (C.R. 116) to State Road 580 in the incorporated
and unincorporated areas at General County Expense. In addition, we
are forwarding a copy of the minutes recorded during the Board meet-
ing pertaining to the Agreement.
Inasmuch as the effective date shown on the Minutes of Meeting is
August 15, 1979 and the Agreement is fully executed and recorded
this office will commence with the maintenance immediately.

Interim County Administrator Fred E., .M'arquis recommended execution
of' an agreement with the City of Clearwater whereby the County agrees to
maiI:ltainBelcherRoad(C.R.27)fromBelleairRoad (C.R. 116) north\'lard
to SR-58o in the incorporated and unincorporated areas at general County
expense. It was indicated in his memorandum of J\ugust 15, 1979" in part,
-as follows:
. . The.existing Agreement, approved by the Board of County

that Pinellas County maintain Belcher Road (C.R. 27) fr~m' a point
s,outh of Nursery Road to a point south of Dre~.. Street (SR-590). The
ne\-1 Agreement will ensure implementation of the right-of-~'laY of the
ne~ly extended facility in accordance tvith the highest expec~ations.
Th1S Agr:ement is af}- interim measure until July, 1982 \vhel1 Pinellas
County \\1111 automat1cal1y absorb this and all County numbered roads
within municipalities.
Commissioner Malchon moved, seconded by Commissioner Chesnut
and carried" that the recommendation of the Interim County Administrator
be approved.

AGREEMENT
BETWEEN PINELLAS COUNTY AND THE CITY OF CLEARWATER

THIS AGREEMENT, Made and entered into as of the 9 day
of (r-: ' 1979, by and between PINELLAS COUNTY, a political
subdivision of the State of Florida, and the CITY OF CLEARWATER, a municipal
corporation of the State of Florida.
WITNESSETH:
WHEREAS, the County Road System, pursuant to Florida Statute 336.0 I,
includes such municipal connecting links and extensions as may be agreed upon by
the Board of County Commissioners and municipal authorities in accordance .with
the provisions of Section 335.04(4), Florida Statutes, 1978; and
WHEREAS, it has been determined by the parties hereto that the best
interests of the citizens and residents of Pinellas County would be served by having
the County maintain at General County Expense certain raods located within the
Municipality which serve as municipal connecting links and extensions and to have
said roads designated as part -of the County Road System; and
NOW, THEREFORE, it is mutually agreed by and between the parties
hereto as follows:
1. Belcher Road (C.R. 27) from Belleair Road (C.R. 116) to SR-580, in
the incorporated and unincorporated areas, including portions of
Countryside Boulevard and Oak Neck Road which are congruent to
the alignment of Belcher Road, a distance of approximately 3 3/4
miles, is hereby designated as part of the Pinellas County Road
System and shall be maintained by the County at General County
Expense.
