part .of the BDard's actiDn. These dDcuments include the fDIlDwing:
executed LDcal OptiDn Ordinance;
executed Interlocal Agreement with Five Year Funding
DistributiDn and Plan; and
anticipated Ten-Year Funding PrDposal.
I wDuld alSD like tD explain that due tD SDme last minute changes in the
legislature, the BDard had tD, in turn, adjust its program. We had all
relied upon the existing law permitting a bDnding capability fDr up tD
ten years .of the entire four-cents. HDwever, this law was rewritten late
this legislative session, increasing the LDcal OptiDn Tax frDm fDur cents
to six cents. As part of the rewrite, the law was amended tD authDrize
bonding .of .only the third, fourth, fifth, and sixth cents.
When this law did gD intD effect, it remDved the ability tD bDnd the
first tWD cents available to .our prDgram, as previDusly understDod.
TherefDre, to preserve our ability ta bond the entire four cents. and
have that aptiDn fDr at least a ten-year periDd. the Baard acted .on June
18 befare the effective date .of the new legislation. I must emphasize,
it was the BDard' s intent that by dDing this it cDuld then hDnor the
cDmmitment made tD bDnd the entire prDgram and make the maney available
at the front-end of the program for expenditures.

As you know, our five-year program of transportation projects is very
well defined and understood. However, we will need to work with you on
developing and finalizing a full ten-year program. I expect this will
involve considerable discussion and review before all of the projects are
approved. We will keep you informed and involved in these activities as
they come forward.
Again, I would like to thank you for your support, and we can now look
forward to beginning to resolve the transportation problems of Pinellas
County.
