09/15/2010 PUBLIC ART & DESIGN BOARD MEETING MINUTES CITY OF CLEARWATER September 15, 2010 Present: Josh Bomstein Chair Howard Warshauer Vice-Chair Judith B. Powers Board Member Sultana S. Sullivan Board Reporter The Chair called the meeting to order at 2:07 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes – August 23, 2010 Member Powers moved to approve the minutes of the special Public Art & Design Board meeting of August 23, 2010, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 – Old Business 3.1. Downtown Boat Slips & Promenade Cultural Affairs Specialist Christopher Hubbard said the application process for the downtown boat slip artwork closes on September 17; 131 applications were received to date. Discussion ensued regarding the selection panel which will meet in early October. Member Warshauer moved that Chair Bomstein represent the Public Art & Design Board on the selection panel, which also will include two artist representatives, Marine & Aviation Director Bill Morris, a representative of the Chamber of Commerce or Coast Guard, a representative of the Downtown Partnership or DDB (Downtown Development Board), a representative of the Neighborhood Coalition group and Environmental Manager Ed Chesney as a non-voting member. The motion was duly seconded and carried unanimously. 3.2. Fire Station 48 progress Mr. Hubbard said after the retaining wall is completed next month the slab for the artwork will be poured. Artist Christopher Fennell is aware of this delay. 3.3. FDOT US 19 Overpass Approval of City recommended artwork is still in process. Public Art & Design 2010-09-15 1 3.4 Clearwater Beach Lifeguard Stations Mr. Hubbard said Bill Fisher is preparing drawings for the lifeguard stations, which will feature an assortment of architectural styles. The two stations planned for FY (Fiscal Year) 2010/11 will be located on the north and south sides of Pier 60. Future stations will be rolled out in pairs. Mr. Fisher met with lifeguards regarding their needs. The structures will feature windows on three sides, more headroom, etc. 4 - New Business 4.1. Private Development Update The Public Art Discretionary available balance is $96,272.98 with reserved funds of $104,404 for the Downtown Boat Sips & Promenade and $8,000 for Scultpure360: Season III. The total balance of the Discretionary Fund is $208,676.98. In response to a question, Mr. Hubbard recommended that the Discretionary Fund should retain a $50,000 balance. 4.2. Public Development Update The Paul Owens Training Facility at Carpenter Complex Call to Artists was released; the deadline is October 8, 2010. Fourteen applications have been received to date. 4.3. Sculpture360: Season III Council Review The City Council confirmed the recommended Sculpture360: Season III pieces on September 9, 2010. Contracts are being executed and a marketing campaign has begun. Installation will begin next week. 4.4. Paul Owens Training Facility at Carpenter Complex (See Item 4.2) 4.5. Ordinance Update and Discussion Mr. Hubbard distributed copies of Ordinance 7489-05. Only 4% to 5% of projects in the City are zoned Institutional. The Clearwater Arts Alliance expressed interest in speaking with Clearwater Christian College about the school adding public art in the City. Discussion ensued with comments that there never was intent to exclude Institutional development from Public Art and Design Program requirements and a recommendation that Section 3-2405 (1)(a) read “All new construction of, or Renovation Projects related to commercial, industrial, mixed-use projects and developments, and residential projects and developments, any of which equal or exceed . . .” Consensus was to agenda discussion of this issue until March 2011. 5 – Items not on the Agenda Purchase of Henry Public Art & Design 2010-09-15 2 Mr. Hubbard said the Parks & Recreation Department expressed interest in the City purchasing "Henry," a sculpture from Scultpure360: Season II, to expand the City's permanent art collection and display it in a highly visible location at Crest Lake Park. Concern was expressed that a standard process needs to be developed for the purchase of art for the City's permanent collection. It was felt that a call for artists needs to occur to provide fair competition. In December, staff will provide the board with a list of priority sites for public art. It was suggested a site could be designated for rotating sculptures. Chair Bornstein reported he will resign from the board after the sculpture by the downtown boat slips is chosen.
