Effective February 2, 1991, Pinellas County will increass their wholesale water
rates to be charged to the City of Clearwater from $1.0254 per,ons thousand
gallons to $1.3254 per one thousand gallons (see attachment 1). It is
recommended that we pass through this increase to our customers as authorized in
the current Code of Ordinances, Section 50.05 (e) (1) (f). i':', "".:':"'~
The total actual cost of water purchased by the City from the County totaled
$4,718,500 for the twelve months ended November 30, 1990. With the County's 30~
surcharge per thousand gallons, the same amount of water purchases will cost
$6,099,000 or an increase of $1,380,500 (see attachment 2). In order to pass
through this increase across the board,' we brOke down t.he actual monthly revenues
by meter size for the same twelve months ended November 30, 1990. Based on the
revenues currently in effect, we projected in detail the Ramount of increase"
needed to generate the required amounts. We included an anticipated amount of
conservation and reduced demand which has historically occurred when rates have
been changed (see attachment 3). This results in a nineteen cent (19~ ) increase
per consumption at tier one, a twenty-three cent (23~) increase at tier two, and
a twenty-seven cent (27~) increase at tier three. See table below.

beginning with the billings on February 4, 1991. We have provided space below
