Conference Room. In order to provide continuity, the items will be listed in agenda order although
not necessarily discussed in that order.
ITEM 1 -The minutes of the March 2, 1995 meeting were approved as submitted.

ITEM 3 -Pace Tech - (PSP 95-01); located at 510 N. Garden Avenue. The applicant proposes to
construct a 7,370 sq. ft. building expansion with associated parking, stormwater and landscaping.
Stormwater drainage calculations and landscape plans have ben submitted for review.
The applicant or applicant's representative presented the site plan/plat and staff presented their
comments in writing. Staff specifically indicated the conditions below, and in the ensuing
discussion it was noted that the project had been "on hold" until the applicant could resolve the
parking lot, landscaping and sidewalks issue's. Mr. Perkins referenced memo dated February 13,
1995 from Rich Baier, City Engineer, to Mr. Bob Maran stating City requirement re the Use of
Slotted Drain or Channel Pipe Along Driveways and the applicant agreed to install an asphalt hump
to drain to the pond. Mr. Hilton asked if water would be held from the new parking lot; the
applicant replied the water would be detained on site and throttled to have a positive outfall to the
Pinellas Trail. Mr. Shuford noted that the retention ponds have been designed to be somewhat larger
than usual to compensate for the longer retention period. The City Engineer stipulated an ADA
ramp at the corner of Maple and Garden Avenues.
The applicant will apply to the Planning & Zoning Board relative to the conditional use for non-
commercial parking in the new residential zone parking lot. The applicant said they will continue
to work closely with their architect and City staff on their Master Plan.

Listed below are conditions suggested for DRC approval:
1. Signs and fencing/walls are subject to separate review and permitting processes.
2. The dates and conditions for approval of the non-commercial parking lot in a residential zone
by the Planning and Zoning Board for conditional use approval and the Development Code
Adjustment Board for variance approval shall be provided on the preliminary plat/site plan
prior to certification.
3. Prior to certification, a copy of the SWFWMb permit application is to be provided to

4. Prior to the issuance of a building permit, a copy of the approved SWFWMD permit is to be
provided to Engineering Site Plan Review.
5. A reduced pressure backflow prevention devices must be installed by the City with
applicable fees being paid by the owner.
6. The slotted trench drain must meet the requirements of the City Engineer (see copy of memo
from Rich Baier, City Engineer, dated February 27, 1995, attached).
7. The detention ponds re to be designed fora 50 year storm per City of Clearwater Design
Standards Manual. The existing storm system on Garden Avenue is very old and substandard
by present City design standards.
8. Prior to certification, a copy of the SWFWMD permit application and calculations shall be
provided to Environmental Management.
9. The applicant shall contact Parks & Recreation for the required 2% recreation/open space
assessment fee, which shall be paid prior to certification.
Mr. Mahan made a motion to approve the preliminary site plan with the above DRC suggested
conditions, incorporating into the motion the comments made by staff. The motion was duly
seconded and carried unanimously.

abut pavement (west parcel).
7. Landscape buffer along Spruce Avenue has been revised to a three (3)

additional information on the above. captioned project in the City of Clearwater. Att-
ached are five (5) copies of the revised plans for your use. In addition, we offer the
following comments in response to the item numbers in your. February 20., 1995 letter:
1. A letter from the City of Clearwater will be submitted under
separate cover relative to acceptance of the project discharge.
2, "Note to Contractor" has been added to Sheet No. 3 of 5.
3. Silt screens-have been added to Sheet No. 3 of 5.
4. Roof gutters and downspouts have been added to Sheet 3 of 5.
Also, a slotted drain is to be installed across the existing
driveway to ensure diversion to the proposed detention Pond No. 1.
5. Project areas have been added to Sheet 3 of 5 and' to Page 1 of 5 of
the application. Copies of revised Page 1 of 5 are enclosed.

Results of the discussions were:
I. Pace Tech Parking Lot Addition(95-18): the DRC approved the site plan
subject to the following discussion/ conditions:
A. Before the Site Plan can be certified, the applicant must
complete the following action(s):
1. Complete the Dumpster Requirement Form and return it to the
City Solid Waste Department.
2. Show on the site plan the installation and-maintenance of
uniform traffic control devices at appropriate locations
in accordance with the standards set forth by the Manual on
~` Uniform Traffic Control Devices as adopted by the Florida
Department of Transportation under Rule 14-115.010, Florida
Administrative Code.
3. Legally record a Unity of Title for the project site and
furnish proof of such action.
4. Depict all required parking lot interior areas on the plan
by shading or cross-hatching.
5. Show the number and marking of handicap spaces designed to
1 meet governmental standards.
6. Depict all pavement markings, signage and traffic control
devices on the site plan.
7. Denote dimensions/measurements for aisles, parking stalls,
entrances and like features for the parking/ vehicle
maneuvering areas.
8. Show all required perimeter landscape buffers and buffer
dimensions on the site plan.
9. Change the depth of the landscape buffer on the North and
East of the site to reflect the residential nature of the
contiguous property.
lO.Remove two parking spaces to make room for required
landscape buffering.
ll.limit the site plan to be certified to one sheet if at all
possible.

B. Before the City can issue building permits, the applicant must
coa~lete the following actions:
1. Obtain and provide a Pinellas County Public Health Unit
Permit, Ingress/Egress and a 10 foot wide Utility Easement
over the proposed water mains up to and including meters,
backflow prevention devices and hydrants.
2. Submit a copy of the approved SWFWMD permit to
Environmental Management.
C. Before the City can issue a Certificate of Occupancy, the
applicant must complete the following actions:
1. Bring all substandard sidewalks and sidewalk ramps adjacent
,T, to or a part of the project up to standard, including ADA.
2. Remove the existing sidewalk adjacent to the proposed
driveway and replace it with a tactile surface.
3. Pay the Pinellas County Transportation Impact Fee due at
~ 1061 per 1,000 SF for General Industrial with assistance
as needed in determining the amount of that fee from the
Clearwater Traffic Engineering Office.
~ D. Complete the following actions as indicated:
1. Obtain the requisite building permits within one(1) year
from the site plan certification date to prevent expiration
of the site plan certification.
2. Obtain the requisite certificate(s) of occupancy within
three (3) years of the site plan certification date to
prevent expiration of the site plan certification.
3. Obtain review of and permits for signs and fencing/walls
~~ through separate review and permitting procedures.
II. Jennifer Chiropractic Office (PSP 95-17): The DRC approved the site
plan subject to the following discussion/ conditions:
A. Before the Site Plan can be certified the applicant must
complete the following action(s):
1. Execute a cross-parking/access easement linking the
Jennifer Chiropractic Clinic site with the adjoining site
to the east and specifying the exact number and location of
the spaces that are to be jointly used by and between the
sites after review and approval of the easement/agreement
by the City Staff.
2. Adjust handicap spaces to meet government standards.
3. Adjust parking stalls and/or driveways on the plan to the
satisfaction of the Traffic Engineer.

This memorandum is to address tree concerns raised by the planning
,. and zoning board with regard to the subject site. The plan shows
16 oak trees and two citrus trees to be removed for construction of
the parking lot. In actuality there are 13 oaks,~one Chickasaw
plum, one red bay, one .red maple, two citrus and one ear tree (not
shown on plans) proposed to be removed. Alan Mayberry and I have
again inspected this site and have the following observations. The
site has been cleared in the past and 6"-12" of topsoil removed.
This work has resulted in root damage to most of the trees. All of
the trees in question exhibit the following characteristics:
1. Significant mistletoe infestation,
2. Large amounts of dead wood,
3. Decay due to improper pruning cuts,
4. Poor structure/disfigured, and
~~ 5. Root and trunk wounds due to previous clearing/grading work.
Due to all of the above, the ;trees are in a state of decline and it
is doubtful any of them could withstand the construction process
and survive in a parking lot setting. Once the dead wood and
mistletoe are removed from these trees there would be very little
canopy remaining. Consequently Environmental Management recommends
that these trees be removed and replaced with required landscape
trees which will provide a long term canopy on the site.
However, if the applicant wishes to attempt to preserve any of
these trees, we can provide suggestions to~i~c-~-ease the chances of

of an expansion of 7,370 square feet. Since this
expansion is more than .fifty percent of the
existing square footage on site (11,931 square
feet) the project is .required to satisfy the City's
open Space Assessment Ordinance. This would
require a two percent dedication of land or money
in lieu thereof as determined by the City
Commission. The developer or his representative
should complete the top portion of the attached
worksheet and return same to the Parks and
Recreation Department. A copy of the just value of
the property must be attached ,to the worksheet.
Conveyance of land or dollars must be received by
the City prior to City certification of final site

The Development Review Committee at its meeting of March 16, approved the above described site
plan/amendment subject to the following conditions:
1. Prior to certification, a copy of the SWFWMD p rmit application is to be provided to
Engineering Site Plan Keview.
2. Signs and fencing/walls are subject to separate review and permitting processes.
3. The dates and conditions for approval of the non-commercial parking lot in a residential zone
by the Planning and Zoning Board for conditional use approval and the Development Code
Adjustment Board for variance approval shall be provided on the preliminary plat/site plan prior
to certification.
4. Prior to the issuance of a building permit, a copy of the approved SWFWMD permit is to be
provided to Engineering Site Plan Review.
5. A reduced pressure backflow prevention device(s) must be installed by the City with applicable
fees being paid by the owner.
6. The slotted trench drain must meet the requirements of the City Engineer (see copy of memo
from Rich Baier, City Engineer, dated February 27, 1995.
7. The detention ponds are to be designed fora 50 year storm per City of Clearwater Design
Standards Manual. The existing storm system on Garden Avenue is very old and substandard by
present City design standards.
8. Prior to certification, a copy of the SWFWMD permit application and calculations shall be
provided to Environmental Management.
9.The applicant shall contact Parks & Recreation for the required 2% recreation/open space
assessment fee, which shall be paid prior to certification.
