Rope Development Mini-storage(PSP 96-21): The DRC approved the site plan subject to the following conditions/discussion: A. Before the Site Plan can be certified, the applicant must complete the following action(s): 1. Show the following on the site plan: a. Perimeter landscape buffers of ten(10) feet along Alt. US 19 and five(5) feet along Woodlawn. b. Perimeter landscaping on North & East to provide 100 shrub coverage and a minimum 2" caliper trees. 2. Show minimum turning radii for designated drives and fire lanes as 42 feet on the plan. 3. Rotate the fire hydrant assembly 180° to enable connection. 4. Show the date(s) and condition(s) for approval of the conditional use(CU96-49) of the site for indoor storage/warehousing by the Planning & Zoning Board at their meeting of October 1,1996. 5. Change the site plan and the site data table to reflect a building height of 20 Ft. and a Maximum height of 50 feet (Allowed). 6. Delete the sign from the site plan. 7. Apply for and obtain a fence height variance. 8. Identify the zoning to the West of the property as CG (vice CR 24). 9. Re-design the on-site traffic flow as one-way and mark accordingly. lO.Adjust parking stalls and/or driveways on the plan to the satisfaction of the Traffic Engineer. 11.Indicate the location of lighting fixtures in the parking areas on the site plan. 12.Show all on-site lighting with 90-degree cutoffs directed away from abutting streets right-of-way and residential properties. 13.Limit site access to one access point each on S. Ft. Harrison Avenue and Woodlawn Street. 14.Show the valley gutter as remaining along Woodlawn Street. iS.Obtain a letter from FDOT confirming FDOT installation of sidewalk along the State Right-of-Way IF that is the case. 26.Show the project name and address clearly on the site plan. 17.Show ADA ramps for sidewalks on the site plan. 18.Insure 3" of freeboard on the outfall structure. 19.Complete the Dumpster Requirement Form and return it to the City Solid Waste Department. 20.Pay the required Open Space and Recreation Assessment Fee with review by the Clearwater Parks and Recreation Department. Obtain and furnish evidence of all applicable permits from other governmental agencies including but not limited to: a. SWFWMD permit to Clearwater Environmental Management. b. FDOT Drainage Connection Permit to Clearwater Environmental Management. c. FDOT permit for work within the Right-of-Way to Engineering Services; 2. Acquire clearing and grubbing permits or a no tree verification form from Environmental Management. C. Before the City can issue a Certificate of Occupancy, the applicant must complete the following actions: 1. Pay the Transportation Impact Fee as called for by the Pinellas County determining the fee from the Clearwater Traffic Engineering Transportation Impact Fee Ordinance with assistance in Office. 2. Visually screen the dumpster and provide gates with a minimum 12-foot clear opening to the front for access by Solid Waste vehicles. 3. Furnish as-builts and an engineer's certification to Engineering Services. 4. Bring all substandard sidewalks and sidewalk ramps adjacent to or a part of the project up to standard including ADA, and install sidewalk where none exists in the street right of way. D. The applicant must complete the following actions as indicated: i. Obtain the requisite building permits within one(1) year from the site plan certification date to prevent expiration of the site plan certification. 2. STAFF COMMENTS: This is a request for conditional use approval for indoor storage and/or warehousing (mini storage) to be located at 1505 S. Ft. Harrison Avenue, zoned CG (General Commercial). In previous years, the site was used as a recreational vehicle park. It is currently vacant land. The applicant is proposing six single story buildings, with a total of 41,575 square feet of floor area for storage and accessory office use. This proposal will require site plan review by the Development Review Committee. The Code permits the use subject to conditional use approval provided: 1. The building size, length and appearance shall be compatible and in scale with other buildings in the immediate area. 2. All doors shall be oriented so as to be least visible from public rights-of-way and surrounding properties. 3. The use shall comply with all of the general standards contained in section 41.052. Regarding provision #1 above, there are older residential structures and commercial uses to the north of the site; the Fairwinds Group Care Facility is located to the south; and there are offices and commercial uses to the west. The applicant did not include elevations or perspective drawings of the proposed buildings. The buildings need to be appropriately designed to be compatible aesthetically with the surrounding developments, especially the attractive Fairwinds development. As this proposal requires site plan approval, the applicant should present drawings to the DRC to clearly demonstrate that the appearance of the development will be similar to and therefore compatible with the Fairwinds development. Provisions number 1 and 2 should be included as conditions of approval and subject to approval by the Development Review Committee in review of the site plan. Traffic for the development should be restricted to Ft. Harrison Avenue to reduce traffic on Woodlawn Avenue. Staff is supportive of this request as it seems appropriate for the property and should not negatively impact surrounding properties if developed as recommended. SUGGESTED CONDITIONS OF APPROVAL: 1. The applicant shall obtain the requisite building permit, certificate of occupancy and occupational license within 6 months of the date of this public hearing. 2. All site lighting shall be equipped with a 90 degree cutoff mechanism, with the light being directed downward and away from adjoining residential properties and streets rights-of-way prior to issuance of the requisite occupational license. 3. Drawings shall be submitted to the DRC at time of site plan review to clearly demonstrate that the appearance of the proposed buildings will be similar in appearance and consistent with the Fairwinds development. 4. All doors shall be oriented so as to be least visible from public rights-of-way and surrounding properties. 5. Access for the development shall be restricted to Woodlawn only from a single driveway located as far west as possible, subject to the approval of the City's Traffic Engineer. 6. Additional landscaping shall be provided along the east and north sides of the site to buffer nearby residential; landscaping shall include 2 in. min. caliber trees.
