On October 17, 1984, you approved the final site plan for J. J.
Muggs Restaurant subject to several conditions. One minor plan
change has been approved since that date.
The developers of the project in an effort to save trees on the
site and in order to maintain the required 9 foot minimum parking
stall width has lost 3 parking spaces on the site plan as
originally approved.
A revised site plan has been submitted reflecting the as built
design of the project. A perpetual non-exclusive easement on a
parcel to the east which is also developed with parking is
sufficient for determining that a variance to the minimum parking
space requirements is not necessary.
I recommend we approve this adjustment as a minor site plan
change. If you concur, please initial this memo and forward the
eleven attached plans to the City Clerk for certification and
distribution.

The restaurant renovation consists of "cosmetic" changes to
the building to better portray the image of Key West, Florida
architecture. These changes will include the addition of
approximately 120 s.f. of dry storage area to the building
/ rear. As well decorative "porches" are planned for the south
and east elevations of the building. These "porches" are not
for seating and serve no function other than visual. As well
an open covered entry portico~is planned.
All of the above mentioned changes are reflected on the revised
site plan. None of these are affected by minimum setbacks
required nor parking ratios set forth in the local zoning
ordinances.

and Category III are to be applied to the assignment and
use of City owned vehicles. The following information
should be used by you for planning purposes:
1. Individuals in Category II who select alternative 2
will turn their assigned vehicles in to the Motor Pool.
2. Individuals in Category II who select alternative 1
and individuals in Category III will not be assigned '
sedans on an individual basis.
3. Motor pools will be established at facilities where
City sedans are used. There will also be sedans avail-

Zoning Department
The restaurant changes consist of enlarging the east deck
for the purpose of outdoor seating/dining. This change
will eliminate 5 adjacent parking spaces that will be re-
placed with new landscaping and a concrete sidewalk.
Though spaces are eliminated, the parking provided exceeds
the parking required under the current Land Development
Code by 10 spaces. In addition to the spaces required by
the Land Development Code, additional spaces were provided
as dictated by the Life Safety Code. Thus the 79 spaces
provided exceed the 69 required by code by 10 spaces.
All of the above mentioned changes are reflected on the
revised site plan. As well, the detailed calculations for
parking requirements, are also indicated.
When certified site plans are available for pick-up, please

storage area to the .northwest corner of the building and wood
deck entry walkways.
A minor plan change is now requested which consists of enlarging
the last deck for the purpose of outdoor seating/dining. While
the change involves the elimination of five (5)'parking spaces,
the parking provided exceeds the parking required under the
current Land Development Code by 10 spaces. Traffic Engineering
and Public Works have reviewed the changes and have no
objections . .
I recommend we approve this adjustment as a minor site plan
change. If you concur, please initial this memo and forward the
twelve attached plans to the City Clerk for c tification and
distribution.

Thank you for meeting with me to discuss the code require-
ments for the renovation of JJ Muggs Restaurant at 2660
Gulf to Bay Blvd.
Below is a list of questions we discussed plus the answer
determined during our meeting. Please read through them
and respond if you disagree with the items as enumerated.
The items discussed are:

Mr. Wyland is not familiar with such a designation.
Because there are revisions, though minor, to the site
plan, it would require a submittal to the Planning De-
partment for review. The following is required:
• 12 copies of the revised site plan (showing
the decorative porches and storage area).
• A letter of explanation indicating the reasons
and extent of the change. It should be indi-
cated that the porches are for decoration only.
• A check for $50.00 made out to the City of
Clearwater.
• The application should be made in person by
someone from The Kirkland Group.
