The following site plan has been submitted as a Simple Adjustment to the Certified Site Plan for Lokey Used
Cars Site (Certified on January 11,1990) located at 2355 Gulf-to-Bay Blvd. (PSP 89-32). I recommend that this
~ Simple Amendment be approved. for certification and distributed to the departments listed below subject to the
previous conditions of the Certified Site Plan and amended conditions # 11 and 8 as listed below.
Conditions # 2, 3, 4, and 6 have been satisfied.
Subject to Conditions (as modified by the City Commission on January 3, 1991):
1. An eleven (11) foot drainage, utility and pedestrian easement should be provided along Gulf-to-
Bay Blvd.
5. Prior to a C.O.,the dumpster must be visually screened. Gates must be provided with a minimum
twelve (12) feet clear opening to the front for access by Sanitation trucks.
7. Signs and fencing /walls are subject to separate review and permitting processes.
8. The requisite initial building permit must be procured within one (1) month from the date of
certification of the final site plan and all requisites certificates of occupancy must be obtained .
within six (6) months of date of certification of the site plan.
9. The related plat shall be recorded prior to issuance of a C.O.
10. There shall be only two (2) points of access for this site plan, these being the proposed point
ingress/egress point located between the two proposed lots and the eastern egress driveway
associated with the bank traffic. The other existing driveways shall be removed and replaced with
appropriate landscaping, sidewalks and street curbing in accordance with city standards prior to
recordation of the final plat.
11. The preliminary plat and final site plan shall be certified by July 31, 1991 and landscaping in
accordance with the certified plan shall be installed no later than August 31, 1991.

'_ 3. Open space recreation fees must be paid prior to certification of site plan.
`. 4. Prior to certification, the Dumpster Requirement Form must be completed and returned to the City Sanitation
Department.
5. Prior to a C.O., the dumpster must be visually screened. Gates must be provided with a minimum twelve (12)

6. As the site is being redeveloped from a parking lot for a bank to a separate used car business, the open space
and interior landscaping requirements must be met. These ,must be shown on the site plan prior to certification.

Two items were discussed:
1. Clearwater Christian College Sxpansian (95-Z6)
2. Lokey Olds Vehicle Display S~aneian (PSP 95-Z5)
Results of the discussions were:
I. Clearwater Christian College Sxpansiaa (95-Z6): the DRC requested that
the site plan be returned for further review with the following comments
applicable:
A. Prior to re-submitting the site plan, the applicant must
accomplish the following:
1. Show on the plan afire department connection a minimum of
15 ft. from the structure, adjacent to a paved drive and
within 30 ft. of afire hydrant assembly to provide for
sprinklers.
2. Show minimum turning radii for designated drives and fire
lanes as 42 feet on the plan.
3. Show on the site plan the installation and maintenance of
- uniform traffic control devices at appropriate locations in
~ accordance with the standards set forth by the Manual caa
IIniform Traffic Control Devices as adopted by the Florida
Department of Transportation under Rule 14-115.010, Florida
Administrative Code.
4. Show all striping, pavement markings, signage and traffic
control devices on the site plan conforming to F.D.O.T.
Standard Indices-1995 edition and F.A.C. 14-110 (no 4"
striping is to be shown).
5. Show all on-site lighting with 90-degree cutoffs directed
_ away from abutting streets right-of-way and residential
properties.
B. Before the Site Plan can be certified, the applicant must
con~lete the following action(s):
1. Display the site address on the site plan, obtaining
assistance as needed from the responsible Zoning Customer
Service representative in establishing the correct address.
2. Limit the site plan to one page.
3. Provide a copy of the SWFWNID permit application and
calculations to Environmental Management.
4. Show all proposed utilities, stormwater retention/
detention systems and 50' perimeter contour elevations.
5. have the final site plan signed and sealed by a
Professional Engineer registered in the State of Florida.

6. Obtain a variance from the Development Code Adjustment
Board for construction within 25' of jurisdictional
wetlands.
7. Locate all access easement(s) on the plan as discussed with
Engineering.
8. Obtain City Commission approval of the action to build over
the D.B.R. use boundary line through a Finding of Public
Necessity.
9. Field stake and label the corners of the Boys Dorm Ph. V
and associated parking.
C. Before the City can issue building permits, the applicant must
complete the folla~ring actions
1. Submit a copy of the approved SWFWLrID permit to
Environmental Management.
2. Acquire clearing and grubbing and tree removal permits or
a no tree verification form from Environmental Management.
3. Show all protected trees by size, species and location.
D. Complete/ observe the following actions as indicated:
1. Obtain the requisite building permits within one (1) year
from the site plan certification date to prevent
expiration of the Bite plan certification.
2. Obtain the requisite certificate(s) of occupancy within
three (3) years of the site plan certification date to
prevent expiration of the site plan certification.
IZ. Lokey Vehicle Display Expansion (95-25): the DRC approved the Site
plan subject to the following discussion/ conditions:
A. Prior to re-submitting the site plan, the applicant must
acc.•omplish the follo~ring:
i. Show all striping, pavement markings, eignage and traffic
control devices on the site plan conforming to
F.D.O.T. Standard Indices-1995 edition and F.A.C. 14-110
(no 4" striping is to be shown).
2. Show dimensions of aisles, parking stalls, entrances and
measurements for like plan features on the plan.
3. Show all pavement markings, signage and traffic control
devices on the site plan.

5. Reflect the use of raised curbs or protective timbers on
the site plan where interior landscaped areas
abut pavement.
6. Label the customer parking areas.

6. Adjust handicap spaces on the plan to meet government
standards.
7. Show on the site plan the installation and maintenance
of uniform traffic control devices at appropriate
locations in accordance with the standards set forth by

prevent expiration of the site plan certification.
2. Obtain the requisite certificate(s) of occupancy within
three (3) years of the site plan certification

The application of Lokey Oldsmobile for the rezoning of the
subject parcel was filed several months ago. It is my
understanding that the routine has been somewhat interrupted as a
result of feeling on the part of the City that fire protection
concerns for Hillcrest Mobile Home Park needed or need to be
addressed.
It is urgently requested at this time that the matter be
rescheduled for appropriate hearings so that the matter can move
forward. The applicant is earnestly and energetically attempting
to accomplish the City's requests reference the .Mobile Home Park
concurrently with this application. Pending the ultimate rezoning
completion and the approval by the City of a conditional use permit
and the site plan, the existing driveway etc. for the mobile home
park are not scheduled for any change. Therefore, it does not seem
to this writer that the simple question of rezoning be delayed. It
is therefore requested that this matter be rescheduled as quickly
as possible, and the applicant will continue in good faith to
attempt to satisfy the City's requests..
