The Development Review Committee at its meeting of November 10, 1988 approved
the above described final site plan subject to the following conditions:
i. The height of the concession stand shou~.d be identified in feet. (Has
been provided on the revised site plan.)
2. Sidewalks should be shown to be provided along Sharkey Road and Old
Coachman Road. (Sidewalks are shown on the revised site plan along these
streets.) ~
3. If a dumpster is required, as determined by the Sanitation Division, the
location is subject to Sanitation approval prior to the issuance of a
certificate of occupancy. The dumpster must be visually screened with a
12 foot wide clear opening.
4. The requisite initial building permits must be procured within six (6)
°months from the date of certification of the final site plan and all
requisite certificates of occupancy must be obtained within three (3)
years of date of certification of the final plan.
Please certify the attached plans subject to the conditions listed above and
distribute.

Final Site Plan - APPROVED WITH CONDITIONS
Fire Siamese to be located in conjunction with the fire hydrant in
the front of the building. Hydrant at the rear of the property is too close to the
building, desire. that an island be created to move as far away as can.
Public Works Submitted written comments to developer. (Attachment #1)
Building Parking lot lighting plan is requested at time of permit application.
Separate permits are required for: each building, parking lot, fences (including dumpster
location), signs.
Traffic Engineering For the number of parking spaces shown, 7 handicapped spaces are
required and should be located adjacent to the building. New Florida law requires that
handicapped spaces be conspicuously outlined in blue. Sidewalk and loading space should
be shown on site plan. Aisles need to be 24 feet for 2-way traffic.
Utilities The proposed fire protection system must be redesigned as required
by the Fire Marshall and Utilities Engineer. A Pinellas County Health Department Permit
is required prior to the installation of the water distribution system. The dumpster
must be in a visually screened enclosure prior to the issuance of a certificate of
~~~occupancy. Provide gates with a minimum 12 foot clear opening to the front for access
by Sanitation trucks.

Parks & Recreation There is a condition in agreement between City and Center Foundation
for allowance for a bicycle trail and provision for access to park to be indicated on
plan. Would be preferable along south side, of creek. Jogging trail to also be shown.
Paula Harvey moved to approve the final site plan for the Center Foundation based upon a
finding of this Committee that the plan conforms with the design guidelines for site
plan review subject to the following:
1. Signs and fencing shall be subject to separate review and permitting.
2. Parking calculations as provided previously to the Code Administrator shall be
shown on the final site plan for certification.
3. The area in which grass parking is to be provided must be deleted from the
calculations for open space and interior lot landscaping.
4. The fire protection system must be redesigned as required by the Fire Marshall
and Utilities Department.
5. Seven handicap spaces are required~to be located as required by State law and
shown on the site plan.
6. A 5 foot sidewalk must be provided along Belcher Road and shown on the final
site plan.
7. A loading space is required for the project and must be shown on the final
plan. •
8. All islands must be a minimum of 24 feet in width to accommodate 2-way traffic
9. The dumpster must be visually screened with a 12 foot wide clear opening prior
to the issuance of a Certificate of Occupancy.
10. The proposed bicycle and jogging trails shall be shown on the final site plan
for certification.
11. An ingress/egress easement and a 10 foot utility easement must be provided over
the water main,~to and including meters and hydrants prior to the issuance of a building
permit. up
12. Detention shall be provided on the site and designed to meet City of Clearwater
requirements.
13. Copies of DER and SWF4JMD permit applications are to be provided to the Public
Works Department prior to certification of the final plan, and permits from DER and
SWFWMD and a Pinellas County Utility license must be provided prior to the issuance of a
building permit.
14. A letter from Pinellas County Storm Drainage Division stating that Channel A
and C into confluence of main channel is acceptable in capacity and easement width.
15. A drainage and utility easement is required over Alligator Creek Channels A and
C and the main channel, and must be dedicated to the City prior to issuance of a building
permit. No encroachments will be allowed into the easement..
16. The existing sewage disposal plant shall not be removed until verified that it
is not functional by the City of Clearwater.
17. The existing bridge across Channel C must be investigated to decide if it
should be removed or remain depending on the condition or the need.
18. That the requisite initial building permit shall be issued within 6 months from
date of certification of the final site plan and all certificates of occupancy issued
within 3 years of date of certification of the final site plan.

The following five (5).comments are to be addressed prior to certification:
1. The detention pond at the Southeast corner of the site is to be
modified to meet City of Clearwater drainage and environmental
criteria. Specifically no part of the detention pond can be
placed in the existing 15 foot sanitary sewer easement. Some
outfall and inlet pipes are to be relocated on the plan view.
The portion of the. pond which necks down in the middle may have
to be piped, a cross section is to be provided to best determine
this.
2. Copies of DER and S[~'FWMD permit applications are to be provided to
the Public Works Department.
3. The final site plan is to show a 5 foot sidewalk along Belcher
Road to be built per County requirements.
4. A letter from Pinellas County Storm Drainage Division stating that
channel A and C into the confluence of main channel is acceptable
in capacity and easement width.
5. A drainage and utility easement over Alligator Creek channels A,
C and main channel is to be dedicated to the City of Clearwater
prior to the issuance of a Building Permit. No encroachment will

The following comments are to be addressed prior to issuance of a
Building Permit:
1. Copies of approved DER and SWFWMD permits and a Pinellas County
Utility License are to be provided to the Public Woiks Department.
2. The existing sewage disposal plant is not to be removed until field
verification that it is not functional. The City of Clearwater
Sanitary Atlas shows that Alcove Trailer Park has 95 units connected
to the sewage disposal plant.
3. The existing bridge across channel C needs to be investigated to
decide if it should be removed or remain depending on condition or
need.

g. When all required improvements have not been satisfactorily completed,
and the city engineer has determined that certain improvements may be
accomplished subsequent to the plat recording, an acceptable financial
guarantee may be allowed for those improvements and shall accompany
every plat which is to be recorded to insure the actual satisfactory
completion of construction of all required improvements within not more
than two (2) years following the date of recording, or one (1) year if
sidewalks are the only required improvement to be completed following
the date of recording. An acceptable financial guarantee for required
improvements shall be in an amount not less than the estimated cost of
the improvements, as approved by the city engineer, but may be reduced
from time to time in proportion to the work completed, and may take one
of the following forms, subject to the approval of the city engineer and
the city attorney: .
1. Cash, to be held in escrow by the city; or
2. An irrevocable letter of credit written by a bank chartered by the
State of Florida, or the United States government, or any other state of
the United States if the bank is authorized to do-business in the State
of Florida, and acceptable to the finance director. The letter of
credit shall include, among other things, an expiration date not earlier
than one year from the date of issuance; a provision requiring the
issuer of the letter of credit to give at least thirty (30) days written
notice to the city prior to expiration or renewal of the letter; and a
provision that the letter is automatically renewed for a period of time
equalling its orginal term if the required notice is not given; or
3. A surety bond issued by a surety company authorized to do business
in the State of Florida. The surety bond. shall include, as a minimum,
the provisions required above for letters of credit.
