I spoke with the following individuals this morning regarding TEC II and wanted to
update you on the progress.
VAL MAHAN The site plan cannot be certified until the City Commission has
passed approval on all issues (Zoning 6, 7, 8, 9, 10, 11, 12 and the Alley Vacation).
He will need 12 sets of the site plan "signed and sealed" with all notes on the plan
(I.E. Alley Vacation ordinance number, we can correct the scribners error on these
12 plans.)
Val thinks we can go without City Commission action on our site plan.
** Please note that after 4/31/97, Don McCart~will be taking Val's place and his
phone number is 562-4583.
CURTIS DEYOUNG He will correct the scribner's error and provide a blank place
for the orciinance number of the Alley Vacation to be inserted once received. He
will re-submit to Val Mahan for cursory review.
We need to supply Curtis with the ordinance number ASAP after May 1 Commission
meeting._

Z. Furnish the SWFWMD permit to Clearwater Environmental
Management.
C. Belors the City can issue a certificate of occupancy, the
applicant must complete the lollowinq actions:
1. Bring all substandard sidewalks and sidewalk ramps
adjacent to or a part of the project up to standard,
including ADA, and install sidewalk where none exists
in the street right of way.
2. Direct all on-site lighting away from abutting streets
right-of-way and residential properties.
3. Visually screen the dumpster and provide gates with a
minimum 12-foot clear opening to the front for access
by Solid Waste vehicles.
4. Furnish as-builts and an engineer's certification to
Engineering Services.
5. Have the City install backflow prevention devices with
the owner/applicant paying all applicable fees.
D. The applicant must complete the following actions as
indicated:
1. Obtain the requisite building permits within one(1) year
from the site plan certification date to prevent
expiration of the site plan certification.
2. Obtain the requisite certificate(s) of occupancy
within three (3) years of the site plan certification
date to prevent expiration of the site plan
certification.
II. Thompson Executive Center iI (PSP 97-OS): The DRC approved the
site plan, subject to the following conditions/ discussion:
A. Before the Bite Plan can be certified, the applicant must complete
the following action(s):
1. Show on the site plan the following:
a. Location and screening of all refuse containers.
b. Proposed utilities, stormwater retention/detention
systems and 50' perimeter contour elevations.
2. Display the site address on the site plan, obtaining
assistance as needed from the responsible Zoning
Customer Service representative in establishing the
correct address.
3. Show the date(s) and condition(s) for approval of
variance(s)/conditional use approvals by the
Planning & Zoning &/or the Development Code
Adjustment Board(s).

4. Provide a copy of the SWFWMD permit application and
calculations to Environmental Management.
S. Show all protected trees by size, species and
location.
6. Show ADA ramps for sidewalks on the site plan.
7. Complete the Dumpster Requirement Form and return it to
the City Solid Waste Department.
8. Show height, area and set back of all proposed signs on
the plan.
9. Note that signs are subject to City Commission approval.
lO.Show the fencing on the plan not extending past the North
and South ends of the building.
ii.Show the existing Fire Hydrant Assembly on the East side
of Myrtle Avenue.
12.Complete the Dumpster Requirement Form and return it to
the City Solid Waste Department.
13.Show on the site plan the installation and maintenance
of uniform traffic control devices at appropriate
locations in accordance with the standards set forth by
the Manual on Uniform Traffic Control Devices as
adopted by the Florida Department of Transportation
14.Show all striping, pavement markings, signage and
traffic control devices on the site plan conforming to
F.D.O.T. Standard Indices-1995 edition and F.A.C. 14-
110 (no 4" striping is to be shown).
15.Have the final site plan signed and sealed by a
Professional Engineer registered in the State of
Florida.
16.Pay the required Open Space Expansion Fee with review by
the Clearwater Parks and Recreation Department.
B. Before the City caa issue building permits, the applicant
must complete the following actions:
1. Furnish the SWFWMD permit to Clearwater Environmental
Management.
2. Acquire clearing and grubbing and tree removal permits or
a no tree verification form from Environmental
Management.
C. Before the City can issue a Certificate of Occupancy, the
applicant must complete the following actions:
1. Bring all substandard sidewalks and sidewalk ramps
adjacent to or a part of the project up to standard,
including ADA, and install sidewalk where none exists
in the street right of way.
2. Furnish as-builts and an engineer's certification to
Engineering Services.

3. Pay the Transportation Impact Fee as called for by the
Pinellas County Transportation Zmpact Fee Ordinance with
assistance in determining the fee from the Clearwater
Traffic Engineering Office.
D. The applicant must complete the following actions as
indicated:
1. Obtain review of and permits for signs and fencing/walls
through separate review and permitting procedures.
2. Obtain the requisite building permits within one(1) year
from the site plan certification date to prevent
expiration of the site plan certification.
3. Obtain the requisite certificate(s) of occupancy
within three (3) years of the site plan certification
date to prevent expiration of the site plan
certification.
III. Carpet Maa (Loehmann's Plaza - Lot 3 Re-dev. (PSP 97-03). The
DRC approved the site plan subject to the following conditions/
discussion:
A. Before the site plan can be certified, the applicant must
complete the following action(s):
1. Address signage with Zoning and note that change from
existing signage on site requires City Commission
approval.
2. Show all on-site lighting with 90-degree cutoffs directed
away from abutting streets right-of-way and residential
properties.
3. Show ADA ramps for sidewalks on the site plan.
4. Complete the Dumpster Requirement Form and return it to
the City Solid Waste Department.

At the request of Consultants, Inc., Thomas Downes and I reviewed the Thompson Executive
Center II site plan and visited the site. We concurred with Mr. Bobby Thompson's
recommendation that the individual offices in the Executive Center be served by 90 gallon
automated containers (black barrels). We agreed that each office would have its own container
(approximately 14). Mr. Thompson agreed to have the maintenance staff of the Executive Center
position half the barrels on Pinellas Street and the other half on Grand Central. The barrels
would be placed out for collection at 6:30 a.m. on collection day and returned to their storage
locations after collection that same day. Mr. Thompson further agreed to insure that his
maintenance staff would position the barrels a minimum of three feet apart so that the driver
could dump them without having to dismount from the truck and move them into position. Mr.
Downes and I both felt that this would be an acceptable solution.
Mr. Thompson felt that by having one container per unit, the billing would be easier since each
unit will be individually metered. Mr. Downes and I concurred in that logic and support Mr.
Thompson's recommendation. All 14 containers (seven on Pinellas Street and seven on Grand
Central Avenue) can be serviced conveniently by an automatic side loader as part of the normal
Tuesday/Thursday collection schedule.

On December 2, 1982, the Resource Development Committee recommended
approval of the final site plan for the Thompson Executive Center
subject to one condition which has been satisfied.
It is the RDC recommendation to you that the attached•fir.al site plan
he approved consistent with the design guidelines in. the ordinance
subject to the following condition:
The requisite initial building permit (s) be procured wit}iin
six (6) months from the date of City i~ianager's approval of
the final site plan and all requisite certificate (s) of
occupancy be procured ;within two (2)~ years from the date of
issuance of the initial building permit.
