The Development Review Committee at its meeting of March 27, 1986
recommended approval of the final site plan for the P.G.A. Tour
Family Golf Center with conditions which have been met or are
listed below: •
1. The proposed lake area must bie built to specifications which
include vegetated littoral zones planted with native aquatic
species and the design of the pond be approved by both the
Engineering Department and Environmental Management;
2. That a 10 foot utility easement be provided over the water
main up to and including meters and hydrants; said easement
to be provided prior to issuing a building permit;
3. The domestic water service must tap into the existing 6"
main, as required by Utilities; and
4. The requisite initial building permits be issued within six
(6) months from the date .of certification and all requisite ~'~
certificates of occupancy be issued within two (2) years from
the date of issuance of the initial building permit.
Please certify the attached plans with the conditions as noted
above and distribute.

The Development Review Committee at its meeting of March 27, 1986 recommended approval of
the final site plan for the P.G.A. Tour Family Golf Center with conditions "which have been
met or are listed below:

The applicant has since modified the plan. An equipment shed and a house for an existing
pump are proposed to be constructed on the west side of the effluent pond located on the
south end of the project. Public Works and the Building Department have reviewed the plan
and have no objection.
I recommend approval of the current requested modification as a minor plan change subject
to the previous conditions listed above.
If you concur with this recommendation, please initial this memo, attach it to the copies
of the revised plan and forward them to the City Clerk for certification and distribution.

Since sending you the above-referenced memo, Terry Jennings and
Terry Finch have walked the area along McMullen-Bootli Road where
sidewalks were to lie constructed.
Terry Fincli has stated that this wetland area is under DER juris-
diction. Accordingly, I have released the contractor of PGA
Family Golf Center from-any requirement to build a sidewalk in
conjunction with the present construction.
A sidewalk waiver will be forthcoming.

Trish Muscarella, Attorney representing the applicant, stated she had a
copy of a letter from the President of the Coalition of Homeowners'
Associations supporting Marymont Subdivision's position of opposition to this
development. Ms. Muscarella stated she feels-the issue to be addressed is what
compromises the developer can make in order to satisfy the neighboring
residential area. She enumerated several compromises the developer is willing
to make, such as putting in 30 foot wide streets with curb and gutter,
sidewalks on one side, only putting 18 one-story units on the east property
line, and putting fencing and landscaping buffering along the east property
line.
Three residents of the surrounding area spoke in opposition to this
development citing concerns with increased traffic, noise and the density of
development. .._ .
A question was raised whether approving the RPD-10 zoning would increase
the allowable density. The Planning Director stated on the entire parcel it
would not, on the east side it would. Ms. Harvey explained the various
problems with this plan as a townhouse development.
--- - Consensus of the- Commission- was that the RPD-10 zoning is acceptable;
the problem is the proposed site plan.
Ms. Muscarella questioned whether the proposed development would be
approved if-it was classified as a condominium project rather than a townhouse
development.
Discussion ensued regarding addressing some of the concerns through the
Association documents. The City Attorney stated it could be a case of zoning
by deed restrictions and therefore would not advise this.
Commissioner Berfield moved to continue Item 40 to a date uncertain to ~
allow the developer to bring a revised plan. Motion was duly seconded. Upon
the vote being taken, Commissioners Berfield, Winner and Mayor Garvey voted
"aye". Commissioner Regulski voted "nay". Notion carried.
Mayor Garvey left the meeting at 9:12 p.m.
Item ~k41 -.PGA Family Golf Center - Request for an entrance from McMullen
Booth Rd. rather-than S.R.. 580. (CIS ,
On February 6, 1986, the City Commission approved the preliminary site
plan for the PGA Family Golf Center, which is located on the E side of McMullen
Booth Rd., N of the Countryside Police Substation-with a condition that "no
public access to the facility_will be permitted from McMullen Booth Rd.". It
was further stipulated that access would be from S.R. 580: The preliminary
site plan_ reviewed by the Commission ~~also showed the main entrance from
S.R. 580. _
Mr. Moorhouse, president of The PGA Tour Family Golf Centers, Inc., is
requesting to use an existing entrance on McMullen Booth Rd. which accesses
directly-to the. center's property. He stated they began operation on December
29, 1986, and that the-only negative comment they have received thus far
revolves around the existing entrance off of S.R. 580.

` The City Manager stated he had written a letter to Safety Harbor
requesting their input regarding this item and they responded with several
concerns.
Discussion ensued regarding safety concerns. It was pointed out there
is minimal ingress and egress in the area, with the Safety Harbor Fire Station
the closest drive on the north and the Clearwater Police Substation the
closest drive south.
Bill Hayes, of the Chi Chi Rodriguez Foundation, stated they are trying
to address the safety problem.
Commissioner Berfield moved to approve the request from Mr. Edward
Moorhouse, President of The PGA Tour Family Golf Centers, Inc. relative to an
entrance from McMullen Booth Rd. rather than S.R. 580 for a six (6) month
trial basis and that the appropriate officials be authorized to execute same.
Notion was duly seconded and carried unanimously.
Item #42 - Midyear Budget Review:
a) First Reading, Ordinance 4405-87 - Amending Operating Budget for FY '86/87.
.This ordinance reflects. decreases in revenues and increases in
expenditures for the General,- Utility, Bridge, Marina, Parking, Pier 60,
Airpark, Central Services, Garage, Insurance, Special Development, Special
Program and Federal Revenue Sharing Funds.
The City Attorney presented Ordinance 4405-87 for first reading and read
it by title only. Commissioner Regulski moved to pass Ordinance 4405-87 on
first reading. Motion was duly seconded. Upon roll call the vote was;
"Ayes": Berfield, Regulski and Winner.
"Nays": None.
Absent: Nunamaker and Mayor Garvey.
b) First Reading, Ordinance 4406-87 - Amending CIP Budget for FY '86/87.
This ordinance amends the Capital Improvement Program Report and Budget
to reflect an increase in budget expenditures of $719,876 to expand the scope
of projects in the functional categories of Transportation, Leisure and Public.
Buildings; .and to reflect a decrease of budget expenditures of $1,122,835 to
reduce the. scope of projects in the. functional categories of Public Safety and
Utilities; for a net decrease of $402,959.
A question was raised regarding. the Airpark, whether it is a pay as you
go situation. The City Manager responded in the affirmative.

The Professional Golfer's Association is planning a PGA Tour Family Center
near Clearwater, in Section 21, ..Township 285, Range 16 East, Pinellas •
County. The total site area comprises approximately 33.75 acres.
Facilities proposed include a club house, miniature ,golf course, and a
practice driving range. ~ ~ '~;,• •
A lake approximately 5.5 acres in surface area will be excavated along the
eastern property boundary. Excavation of this lake will provide a source.
of fill for. the project while the resultant water. body will provide for
'~ stormwater detention. A spillway located in the northeast corner of the
proposed lake will serve as a highwater "pop-off" into the existing ditch
that flows adjacent to the north side of the proposed lake and to the east .
property boundary. s.
The lake itself will be .excavated to a bottom elevation of 44.70. From the
top of bank, the sides will slope down at a 6:1 ratio for a horizontal
distance of 24.6 feet on the east side and 28.2 feet on the west side. At
elevation 51.7, the slope steepens to 2:1 side slopes to the bottom. The
' south bank of the lake is separated from an effluent pond by a 10-foot wide
.' ~ (top of bank) earthen berm. The berm slopes down to the lake at 4:1 side
slopes to the pond bottom.
Normal water level is proposed at 53.70 with design high water set at
• 54.83. As previously mentioned, a high water spillway is proposed, with
•~ ~ top elevation of 54.50, to connect the lake with the existing ditch. •
. The 18.8 horizontal feet of littoral shelf between design high water ,
(54.83) and the slope break (51.70) will be vegetated with a variety of •
• Florida native wetland plants. Originally proposed was the vegetation of
the 18.8-foot wide portion of the littoral shelf along the south and west •
side. of the lake. However, as per City of Clearwater requirements, 20~ of
the .,total lake area must be vegetated. To meet this standard, it will be •
• necessary to plant the 18.8-foot wide strip around the west, north, and
east banks of the lake. Also, the 16.4 feet of littoral shelf on the south
bank will be vegetated along with an additional 10-foot wide strip of water
lilies. `

Species to be planted include pickerelweed (Pontederia cordata), arrowhead..
~,. .(Sagitarria lancifolia), soft rush (Juncus effusus), sand cord grass
• •.(Spartina bakerii), and white waterlilies (Nymphaea odorata). Emergent
vegetation will be installed on 2-foot centers with the lilies planted on
' ,. 5-foot•centers.. ~ .

Also to be included is the installation of an aeration system. Given the
depth of the proposed lake, wind-induced turbulence may not be capable of
mixing the water column. In a natural system, complete water column mixing
does not occur constantly and water quality does not ,necessarily suffer.
However, in a deep man-made system excavated with non-natural contours and.
without a broad littoral shelf, wind-induced mixing may not be effective.
Absence of this mixing could result in prolonged stratification. This
characteristic, with the added man-induced impact of heavy nutrient
loading, contributes to overall poor water quality; a problem which can be.
overcome through aeration to induce continuous circulation and oxygen
transfer. The aeration system is being included to improve water quality
and overall aquatic system aesthetics. •~
