on August 6, 1987, the City Commission approved the preliminary sit plan for
650 Island Way and authorized the Development Review Committee to t ke final
action on the plan. The D.R.C. at its meeting of October 22, 1987 approved 9
the above described final site plan subject to eight conditio s which
included the following:
7. Required recreation land and open space fees must be paid prior to
certification of the final site plan.
8. The requisite initial building permit must be procured withi six (6)
months from the date of certification of the final plan and all ertif i-
cates of occupancy must be obtained within three years of th date of
certification of the final plan.
Since the Development Review Committee meeting, I am told that he Legal
Department and Parks and Recreation Department have determined hat the
payment of recreation land and open space fees is not necessary. lso, it
has since been discovered that on April 16, 1987, the City Commis ion, in
extending the terms of the court settlement and order for the p operty,
required all certificates of occupancy be obtained by October 2 , 1988.
The site plan is now ready to be certified.
In the interest of time, in lieu of rescheduling the matter before th D.R.C.
for reconsideration of the conditions, it would seem suitable to cer ify the
plan subject to D.R.C. conditions #1-7 with a note regarding the issu nce of
open space fees, and adjust the requirement for procurement of cert ficates
of occupancy in accordance with City Commission action. The Chair of the
D.R.C. finds this arrangement to be acceptable. The conditions would read:
1. Net acreage is 1.96 acres (2.13 - 8%). This should be corre,ct,ly ident-
ified. Also, there should be a note on the site plan"th t city
Commission authorized 57 units on this site on April 16, 1987. (H s been
noted on the site plan.)
2. Signs and walls are subject to separate review and permitting processes.
3. The Siamese connection must be relocated close to the fire h drant.

4. D.E.R. and SWFMD permits are required prior to the issuance of a build-
ing permit.
5. A 10' easement over water lines up to and including meters and hydrants
must be provided prior to issuance of building permits.
6., An ingress/egress easement must be given prior to issuance of building
permits.
7. Required recreation land and open space fees must be paid prior to
certification of the final site plan. (Not applicable according to
determination made by the Legal and Parks and Recreation Departments.)
8. The requisite initial building permit must be procured within six (6)
months from the date of certification of the final plan and all certifi-
cates of occupancy must be obtained prior to October 24, 1988.(In
accordance with City Commission action taken on April 16, 1987.)
If you concur, please initial this memo, attach it to the copies of the
revised plan and forward them to the City Clerk for certification (subject to
the eight conditions as modified above) and dist bution.
