SUBJECT: Revalidation and Amendment of the Final Site Plan for Hercules Office
Center (now called United Travel Schools) Located on the East Side of
Hercules Avenue Approximately 150 Feet South of Palmetto Street; Legal
Description: Lot 29 R.H. Woodley Subdivision (PSP 81-23).
DATE:, May 4, 1988
The final site plan for Hercules Office Center was approved by the City Manager on
July 2, 1984 (procedure at that time). The last modified site plan for this
project was certified on March 11, 1985. The southerly building and all site
improvements including the parking lot and drainage facilities have been con-
structed. However, the site plan expired in February 1987 as certificates of
occupancy for all buildings had not been procured by that time.
The applicant now requests that the site plan be revalidated and that the follow-
ing changes to the plan be approved: the elimination of the easterly proposed
building; a six (6) foot increase in length with a slight reconfiguration of the
northerly proposed two-story building; and the replacement of six (6) existing
parking spaces by landscaped open space. Proposed changes are in accordance with
the OL zoning district for which the property is currently zoned. The intensity
of the development will be less as there is a 6,306 square foot decrease in gross
floor area and a 7,120 square fool: increase in open space. Traffic Engineering,
Public Works and Environmental Management departments have reviewed the modified
plan and have no objections.
On November 18, 1986, the Planning and Zoning Board initially approved a con-
ditional use for a commercial or trade school, specifically for a travel school,
in the existing office building. On September 15, 1987 and April 19, 1988, the
Board approved the use for the entire site (also, a temporary structure has been
approved for the use). The last use approval was subject to the requisite build-
ing permit being procured within six months from the date of certification of the
final site plan.
I recommend you approve the revalidation and modification to the site plan as a
minor plan change subject to the conditions of approval from the March 11, 1985
certified plan with an amended #5 as follows:
5. The requisite building permit must be procured within six (6) months from the
date of certification of the site plan and the certificate of occupancy must
be obtained within two (2) years from date of issuance of the building permit.

On July 2, 1984, you approved a final site plan for Hercules
Office Center subject to conditions. A major plan revision which
was reviewed by the Resource Development Committee on September
13,; 1984 was approved by you on October 20, 1984. ..
The property owner has now signed a private cross drainage
agreement (see attached) with the property owner to the south to
permit the retention area for both Lots 2 and 3 of R.H. Woodley
Subdivision to use the same retention area to be located
partially on each lot. This revision necessitated the shifting
of the southernmost building 10 ft.'to the east. -.The clubhouse
facility has been eliminated.

CONDITIONS CARRIED FORWARD:
1. Verification be provided that the recorded ,46h ?bf«?ln .ucm plat entitled
"Park Place" is vacated.

2. The previously certified site plan for Hercules Office Center be voided.
3. The retention area be designed as required by Public Works.
4. A 10 foot easement be given over the water system up to and including
the meters and hydrants.
AMENDED CONDITION:
5. The requisite building permit must be procured,within six (6) months
from the date of certification of the site-plan and the certificate of
occupancy must be obtained within two (2) years from date of issuance
of the building permit.
MODIFICATION:
1. The elimination of the easterly proposed building.
2. A six (6) foot.increase in length with a slight reconfiguration of the
