BACKGROUND:
The subject property takes up all but the two southwest lots of the block at the southwest corner of
North Betty Lane and Engman Street. The applicants are requesting the rezoning to facilitate the
relocation and expansion of their emergency shelter from the block to the south on the property of
Everybody's Tabernacle. At the southeast corner of the property, there was a former rental storage
facility. A prefabricated unit has been installed in the center of this former storage facility which houses
up to 15 people. It is proposed to remodel the individual storage units into three and four bed sleeping
units and bathroom. The existing manufactured building would be use as a kitchen, dinning area and
double as a general use area. Office space for staff and laundry facilities are also to be provided.

The Development Review Committee at its meeting of April 9, 1992 approved the above described amendment subject
to the following conditions:
1. Signs and fencing/walls are subject to separate review and permitting processes.
2. The requisite building permits must be procured within one (1) year from the date of certification of the final
site plan and all requisites certificates of occupancy must be obtained within three (3) years of the date of
certification of the site plan.
3. Prior to certification, the applicant shall include at one location on the final plan, the suggested site data
provided by planning services staff.
4. Prior to certification, the site plan shall be modified to reflect. the maximum building envelope for each mobil
home site.
5. Prior to issuance of the certificate of occupancy, a back-flow preventor shall be provided.
6. Prior to issuance of the certificate of occupancy, parking spaces shall be properly delineated.
7. The finished floor elevation for the new building shall be at or above the base flood elevation and shown on
the site plan.
As conditions 1/3, 4, 5, 6, and 7 have been met, please certify the attached plans subject to conditions l/1 and 2 listed
above and distribute.

On April 9, 1992, the Development Review Committee approved the above referenced amended site
plan subject to the conditions listed on the attached copy of the unofficial DRC minutes.
Please submit twelve (12) copies of a (signed and sealed) final site plan, drawn in accordance with
Development Review Committee conditions of approval, to our office, 10 South Missouri Avenue, within
sixty (60) days from the date of approval. It is recommended that the site plan submittal be limited to
one (1) sheet.
When all conditions required prior to certification have been met, the final site plan will be forwarded
to the City Clerk for certification. Please allow approximately one week for your plan to be certified.
(Note: If no plan revisions are required, a memo of revalidation shall be forwarded to the City Clerk for
Ceritification.)
If you now wish to submit your construction plans for building permit review, please contact the Building
Division, telephone 462-6567 for instructions. Please note that no permit will be issued until the site
plan has been certified and that any necessary changes required as part of site plan certification may
result in changes to your building plan.

Results of the discussions were:
I. Wellington (Drew Street) Apartments: The DRC approved the site
plan subject to the following conditions/discussion:
A. Before the Site Plan can be certified, the applicant must
complete the following action(s):
1. Revise site calculations to reflect the changes in the number
of units and to reflect the impact of the addition of the
recreation/ amenity areas to be added.
2. File application(s) for (a) Land Use Plan/ Zoning Atlas
Amendment to create a Preservation District in the Wetland
Conservation Areas.
3. Note that the allowed fence height at the gated entrance in
the street set back area is 301.
4. Show in the site data table the number of dwelling units
proposed and the resulting net density.
5. Provide a copy of the stormwater calculations to
Environmental Management.
6. Delineate and label the 25 foot wetland setback line on the
site plan.
7. Provide dimensions on the plan for perimeter landscape
buffers.(Five(5)feet on the west sides adjacent to
pavement.)
8. Show total paved vehicular use area and total interior
landscape areas expressed in square feet and as a
percentage of the overall site in the site plan data block.
9. Address and resolve the need for right turn/left turn
auxiliary lanes and the queuing for traffic related to the
project.
10.Design a 100 foot long tapered traffic lane into the site
along and from Drew Street into the site access lane.
11.Show dimensions of aisles, parking stalls, entrances and
measurements for like plan features on the plan.
13.Adjust handicap spaces to meet governmental standards.

14.Adjust parking stalls and/or driveways on the plan to the
satisfaction of the Traffic Engineer.
15.Pay the required Open Space and Recreation Assessment Fee
with review by the Clearwater Parks and Recreation
Department.
16.Obtain approval from the City of St. Petersburg for the use
of and construction in their water line easement and furnish
evidence of such approval to the Central Permitting
Coordinator.
17.Show the date(s) and condition(s) for approval of
variance(s)/conditional use approvals by the
Planning & Zoning &/or the Development Code
Adjustment Board(s)for:(1) the height and(2) the separation
of the buildings.
18.Show all sidewalk contiguous to the site.
19.Remove the note on the plan regarding the sanitary
sewer(Note 17).
20.Locate a playground/recreation amenity area on-site.
21.Re-locate the trash compactor on the plan to an area
acceptable to the solid waste department.
B. Before the City can issue building permits, the applicant
must complete the following actions:
1. Obtain and furnish evidence of all applicable permits
from other governmental agencies including but not
limited to:
(a) SWFWMD permit to Clearwater Environmental Management.
(b) right-of-way permit from the City for the revisions to
Drew Street.
(c) Pinellas County Public Health Unit Permit, Ingress/
Egress and a 10 foot Utility Easement over the proposed
water mains up to and including meters, backflow
prevention devices and hydrants.
(d) 20 foot drainage and utility easement for the existing
storm outfall pipe for Drew Street.
2. Acquire clearing and grubbing permits or a no tree
verification form from Environmental Management.
C. Before the City can issue a certificate of Occupancy, the
applicant must complete the following actions:
1. Pay the Transportation Impact Fee as called for by the
Pinellas County Transportation Impact Fee Ordinance with
assistance in determining the fee from the Clearwater
Traffic Engineering Office.
2
2. Direct lighting from parking lot luminaries and other
sources downward and away from residential areas and
abutting rights-of-way.
3. Furnish as-builts and an engineer's certification to
Engineering Services.
D. The applicant must complete the following actions as
indicated:
1. Obtain the requisite building permits within one(1) year
from the site plan certification date to prevent
expiration of the site plan certification.
2. Obtain the requisite certificate(s) of occupancy within
three(3) years of the site plan certification date to
prevent expiration of the site plan.
3. Obtain review of and permits for signs and fencing/walls
through separate review and permitting procedures.
II. Homeless Emergency Project (PSP 96-26): The DRC approved the
site plan subject to the following conditions/discussion:
A. Before the Site Plan can be certified, the applicant must complete
the following action(s):
1. Show the site Zoning District as CI on the plan.
2. Identify the zoning classifications of the surrounding
properties on the site plan.
3. Show a required 5 foot buffer on the west side adjacent to the
parking lot.
4. Indicate parking calculations for all uses on the plan as:
(a) Residential shelter as one parking space per 7 residents.
(b) Storage as 1 parking space per 1,500 SF.
(C) Office, if applicable, as 4.5 parking spaces per 1,000 SF.
5. Note that the parking spaces provided shall not exceed 125% of
those required EXCEPT that number of spaces in excess of the
125% cap may be provided as grass surface parking.
6. Show the date(s) and condition(s) for approval of variance(s)
/conditional use approvals by the Planning & Zoning &/or the
Development Code Adjustment Board(s) on the plan.
7. Show all buildings to be removed on the site plan as well as
new construction.
8. Show contours and elevations on the site plan.
9. Identify the dumpster location.
10.Show the Fairburn Right of Way on the site plan.
11.Obtain a sidewalk waiver for the unimproved portion of
Fairburn and other locations as appropriate.
12.Set building floor elevations at or above FEMA base flood
elevations.
13.Show all on-site lighting with 90-degree cutoffs directed
away from abutting streets right-of-way and residential
properties.
14.Adjust parking stalls and /or driveways on the plan to the
satisfaction of the Traffic Engineer.
15.Note that only one handicap space is required.
16.Show dimensions on the plan for measurements of aisles,
parking stalls and entrances.
17.Show on the site plan the installation and maintenance of
uniform traffic control devices at appropriate locations in
accordance with the standards set forth by the Manual on
Uniform Traffic Control Devices as adopted by the Florida
Department of Transportation under Rule 14-115.010, Florida
Administrative Code.
18.Show all protected trees by size, species and location.
19.Depict all required parking lot interior areas on the plan by
shading or cross-hatching.
20.Complete the Dumpster Requirement Form and return it to the
City Solid Waste Department.
21.Show the fire hydrant on Engman.
B. Before the City can issue building permits, the applicant must
complete the following actions:
1. Acquire clearing and grubbing permits or a no tree
verification form from Environmental Management.
2. Provide a landscape plan showing existing and proposed trees
and shrubs and showing a 5 foot landscape buffer along Engman
Street and Fairburn Avenue.
C. Before the City can issue a certificate of occupancy, the
applicant must complete the following actions:
1. Pay the Transportation Impact Fee as called for by the
Pinellas County determining the fee from the Clearwater
Traffic Engineering Transportation Impact Fee Ordinance with
assistance in Office.
2. Visually screen the dumpster and provide gates with a
minimum 12-foot clear opening to the front for access by Solid
Waste vehicles.
3. Furnish as-builts and an engineer's certification to
Engineering Services.
D. The applicant must complete the following actions as
indicated:
1. Obtain the requisite building permits within one(1) year from
the site plan certification date to prevent expiration of the
site plan certification.
