The Kinsale Partnership is proposing to build a free standing medical office building located
in Clearwater, Florida (See Figure 1). Located on the southeast corner of Belcher Road and
N.E. Coachman Road, the.-Allergy and Asthma-Centre will consist of approximately 5,000
square feet of leasable, space with on-site parking spaces:
The proposed center will have two points of access, one connecting to N.E. Coachman Rd and
the other to Sharkey Rd respectively.
The purpose of this report is to analyze the impact that the Allergy and Asthma Centre may
have on the adjacent roadways and intersections. Extensive research was conducted and
supporting data (actual field studies) were accumulated in reaching the conclusions and
recommendations. The primary objectives of the traffic impact study were to:
• identify potential traffic expected to be generated by the proposed development;
and
• determine whether or not that traffic exceeds applicable roadway capacity
thresholds on the adjacent roadway system (which, if exceeded, would result in
the need to prepare a detailed traffic impact study for purposes of determining
roadway level of service concurrency).
To ensure that the additional traffic generated by the Allergy and Asthma Centre will work
efficiently and safely, while meeting the needs of the involved agencies, BRW, Inc., was
retained by the Kinsale Partnership to conduct a traffic analysis. The findings and recommen-
dations of the study are presented in this report.
STUDYPROCEDURES
This report was prepared using the most recent information available by national and local
standards. Detailed field inspections were conducted at the existing site to obtain an inventory
of the existing roadway parameters, established traffic patterns, land use and driveway loca-
tions. The study consisted of identifying potential development-generated traffic, distributing

that traffic to the adjacent road network, and finally, comparing that traffic to the appropriate
service volume or "capacity" thresholds for each of those road segments.
The following procedures were utilized in developing this report:
' • A field inspection of the site to review the roadway geometry, signalization
within the study area, speed limits, observe traffic patterns and proposed points
of access.
' • BRW followed Florida Department of Transportation's Guidelines for As essing
the Impact of Private Development on the State Highway System in conducting
the study.
• BRW conducted field counts of traffic patterns at the site and adjacent roadways
to be studied.
' • An analysis of existing conditions taking into consideration BRW's knowledge of
unusual travel characteristics for this site.
• Identified service volumes or "capacity" thresholds for the impact area.
' • Prepared analysis based upon factual information provided by the City of Clear-
water, Pinellas County, the existing site and BRW's research.
' • Finalized the findings and recommendations with the Kinsale Partnership and
the approval agencies.
DEVELOPMENT SITE LOCATION
The existing site for the Allergy and Asthma Centre, will be developed on a 17.54 acre site and
is located on the southeast corner at the intersection of Belcher Rd and N.E. Coachman Rd
in Clearwater, Florida.
DEVELOPMENT SITEACCESS
Direct access to the site will consist of:
• one (1) access driveway onto N.E. Coachman Rd; and
• one (1) access driveway onto Sharkey Rd.
Both driveways will serve the on-site parking lot.

The following sections describe the physical characteristics of the surrounding street systems:
TRAFFICASSESSMENT
Belcher Road: a north-south, 4-lane minor arterial roadway. Between Drew St and N.E.
Coachman Rd, Belcher is undivided, with a median dividing the roadway from N.E. Coachman
Rd north. Average daily traffic volumes (ADT) for 1989/1990 on Belcher Rd are 31,360 as
obtained by the City of Clearwater Planning Department. The Pinellas County Planning
Department has established a level of service (LOS) "D\E" for this section of roadway. This
means that the segment of Belcher Rd between Sunset Point Rd and Drew St is borderline
backlogged.
N.E. Coachman Road: a 2-lane undivided minor arterial that extends east\west from Drew
St to McMullen-Booth Rd. Average daily traffic volumes (ADT) for 1989/1990 on N.E.
Coachman Rd are 16,307 east of Belcher Rd, and 16,700 west of Belcher Rd. These 1990
counts were obtained from the City of Clearwater Planning Department. The Florida Depart-
ment of Transportation has established a level of service (LOS) "D" for this state minor arterial.
Sharks Road: a 2-lane undivided local road that extends east\west from Belcher Rd to
Coachman Rd.
CAPACITY THRESHOLDS
As stated above; the primary objective of the traffic study was to compare potential develop-
ment-generated traffic to certain capacity "thresholds" in order to determine whether or not
the magnitude of the proposed development warrants the need to prepare a detailed traffic
impact study.
Applicable "thresholds" for each roadway in the impact area are equal to 1 percent of the
peak-hour service volume. The applicable threshold for "backlogged" facilities is 140 average
daily trips. Since Belcher Rd is at the threshold of being classified a "backlogged" facility in
the impact area, the measurement of 140 average daily trips will be utilized for analysis.
Therefore, the following thresholds were used in preparing the impact study analysis:

One of the greatest concerns raised by approval agencies is the amount of new traffic that will
be generated by a development. To ensure that all issues of transportation nature have been
addressed, the following agencies were contacted for discussion on the report contents:
• City of Clearwater Planning and Community Development
• City of Clearwater Traffic Operations
• Pinellas County Planning Department
• FDOT District Seven - Planning
The following sections pertain to the future conditions as evaluated utilizing state-of-the-art
procedures.
' PROJECT TRIP GENERATION
The projected traffic that is expected by the site has been estimated using the Institute of
' Transportation Engineers (TTE) Trip Generation Manual, 4th Edition. Table 1 represents the
project trip generation estimates on a daily and peak hour basis. The estimates were based
upon a land use designation of medical office building and a total build-out of leasable space
of 5,000 square feet.
PROJECT TRAFFIC DISTRIBUTION
' It is very important to understand from which directions patrons will approach or depart the
subject project so that site traffic can be assigned to the roadway system in order to identify
' potential problem areas. Typically, the major portion of traffic generated by most land uses
represents trips to and from home.
The distribution of development-generated traffic to the adjacent roadway network was
determined based on general knowledge of the area, the relative location of the project within
the area and traffic and land-use characteristics of a medical office building (See Figure 2).

PROJECT TRAFFIC VOLUMES
The pm peak hour directional volumes were estimated based upon the trip generation
estimates, the project traffic distribution and turning movement counts conducted by BRW,
Inc. In utilizing the volumes as discussed in the Future Conditions section of this report, pm
peak hour traffic volumes were established for the year 1990 with and without project traffic.
Once these volumes were verified, the FDOT generalized service volume tables, Group "A,"
were used to determine the level of service on the roadways.
Pinellas County Planning and Community Development has established this section of Belcher
Rd as a level of service "D\E" on a daily basis. The Florida Department of Transportation has
established N.E. Coachman Rd as a level of service "D" on a daily basis. As illustrated in Table
2, the addition of the project traffic will not cause a degradation of the existing level of service
for the adjacent roadways, and meets the threshold standards of the City of Clearwater.
In addition to the roadway peak hour level of service, the driveways were analyzed using the
' 1985 Highway Capacity software. The driveway along N.E. Coachman Rd will operate at LOS
B while the driveway along Sharkey Rd will operate at LOS A. For further information or
' reviewing of the capacity runs, please see the appendix at the end of this report.
ON-SITE PARKING
Parking will be provided on the southeastern part of the property, with approximately 24
general purpose parking spaces and 2 handicapped parking spaces.
ROADWAY IMPROVEMENTS
There are no capacity improvements programmed within the vicinity of the project by the
Florida Department of Transportation, Pinellas County, or the City of Clearwater.
BRW, Inc., has thoroughly researched and evaluated the existing and future transportation
conditions for the Allergy and Asthma Centre to be located on the southeast corner of Belcher
Rd and N.E. Coachman Rd in Clearwater, Florida.

The distribution of traffic reveals a fairly even percentage of arrivals from the north and south
areas of the project. Both Belcher Rd and N.E. Coachman Rd have an acceptable level of
service, and the development of the Allergy and Asthma Centre does not generate enough
traffic to effect the performance of these corridors.
Both access points have been properly designed to provide safe and efficient access:
• The project does not generate traffic volumes that would require any improve-
ments to N.E. Coachman Rd. This access point accounts for approximately 66
percent of the total traffic entering/exiting the project.
• The access point utilizing Sharkey Road accounts for approximately 33 percent
of the total traffic entering/exiting the project, and acts as a connector to Belcher
Road.
• The project does not generate traffic volumes that would require any improve-
ments to Belcher Rd.
• Peak hour driveway conditions operate at an acceptable level of service "B" for
N.E. Coachman Rd movements, and level of service "A" for Sharkey Road move-
ments.
Given that the proposed Allergy and Asthma Centre will generate a total of 108 new trips per
day, the connections along N.E. Coachman Rd and Sharkey Rd should be classified as a
"Category II - Minor Connection" which does not require a traffic study or performance bond.
RECOMMENDATIONS
Based upon the summary of findings, discussions with the reviewing agencies and knowledge
of the area, BRW concludes that there are minimal impacts by this development to the
transportation network and intersections within the study area. Project traffic does not lower
the accepted level of service, thus the project should be approved as designed.
