On July 3, 1986, the site plan for Belleair Pines Apartments was certified
(an extension of approval was later granted by D.R.C.).
The applicant now requests approval of a minor plan change to allow the
addition of carports to the development. The applicant's "carport
drawing" indicates that the only changes to the original (certified)
drawing are: (A) Northern parking area has been shifted 7' to the south
allowing larger green area between this site and existing apartment units
(to provide the 12' required side yard setback for the proposed carport
structures), and (B) Additional islands in parking banks.
The Traffic Engineering Department has reviewed the site plan for the
carport additions and has no objection provided the parking spaces have a
minimum of 9' clear distance in width.
I recommend approval of, the current requested modification as a minor plan
change subject to the original conditions of approval on the site plan
which was certified on July 3, 1986 and subject to the following additional
condition:
18. The parking spaces shall have a 9' clear distance in width.

being removed.
2. A private 15' easement for the existing storm line shall be
provided prior to the time the building.permit is issued.
3. Radii shall be added on the plan for the drives into Belcher
Road.
4. 10' utility easements shall be provided on water lines and
utility lines, up to and including meters and fire hydrants.
5. The buildings shall be separated as required by the Code.
6. The open space and recreation fees should be indicated and
paid prior to the final.City certification of the site
plan. (Paid 6-26-86)
7. The dumpster location at the northwest corner of the site
shall be relocated as required by the Utilities Engineer.
The dumpsters indicated on the plan shall be shown as
screened with a 12' clear opening for access.

Dear Ms. Gatthorn:
Brutger Companies received approval of "Certified Final Site Plans" on the
referenced development subject to several conditions, one of which stated
"Initial building permits shall be procured from within 6 months from the
date of certification..."
Due to a change in the governing fire code allowing wood framing in lieu of
steel studs and the ensuing changes in structural/framing drawings along with
interior room layout modifications, Brutger Companies will be unable to
procure a building permit within the stated 6 month period.
As a result, we are seeking a 6 month extension on the aforementioned
condition. If the request for extension needs to be accomplished in a manner
other than through this letter, please inform me of the proper procedure.
We continue to look forward to working with the City of Clearwater in the
development of this apartment complex.
