On April 14, 1983, the Resource Development Committee recommended
approval of the final site plan for Starcrest Office and
Residential Project subject to several conditions which have been
satisfied or are reflected in the recommendation.
It is the RDC recommendation to you that the attached final site
plan be approved consistent with the design guidelines in the
ordinance subject to the following conditions:
1. The ingress-egress easement as shown on the site plan
and a drainage easement over the lake be shown on the
final plat.
2. The requisite initial building permits(s) be procured
within six (6) months from the date of City Manager's
approval of the final site plan and all requisite
certificate(s) of occupancy be procured within two (2)
years from the date of issuance of the initial building
permit.
If you concur with this recommendation for approval; please
initial this memo and forward the ten attached copies of the
final site plan to the City Clerk for certification and
distribution.

Under the new policy described to me by the City Manager,
and based on the information you gave me regarding the zoning
for the various tracts mentioned in your September 12 memoran-
dum, you may release Permits with a condition that plats be
filed before the C.O. is issued for the following subdivions:
Starcrest
Chateau De Ville
lst Federal Savings & Loan of Tarpon Sprints
St. Michaels' Housing
I understand from Mr. Shoemaker that he has asked Mrs.
Haeseker to prepare written guide lines regarding release of
permits when plats have not been filed. Until we receive a
policy memorandum from Mrs. 'Haeseker or Mr. Shoemaker on
this subject, we will continue to handle releases as done by
this memo - i.e. subdivision by subdivision.

City Manager's limited moratorium that approval
shall be for a period of eight months from this
date and will be void if a building permit is not
issued within that time period.
