On January 19, 1984, the City Commission approved the preliminary
subdivision plat for Lake Starcrest Subdivision subject to the
following conditions:
1. An ingress-egress easement be established to
serve Lot 4, said easement to be identified as
shown on the revised preliminary plat.
2. The final plat be recorded prior to the

ITEM Al - Preliminary Subdivision Plat for Lake Starcrest Subdivision,
a Portion of MOB 11.10 in Sec. 13-29-15; located on the W side of
Starcrest Drive approximately 240' S of Drew Street (Eckerd) SUB-83-18.
The subject parcel is currently under two ownerships and is proposed
to be subdivided into four lots. Lot 3, the most northern lot fronting
on Starcrest Drive is proposed to be developed with an office for Jack
Eckerd. Lot 4 in its present configuration will not be afforded direct
access by a public or private street. The property owner is requesting
variances to the subdivision regulations which require such access and
to allow a building permit to be procured prior to recording the final
plat. The Planning representative indicated that a revised preliminary
plat has been submitted showing the ingress-egress easement for Lot 4.

ITEM #44 - Revised Preliminary Site Plan for Keene Townhouses. Tract D
Montclair Lake Estates in Sec. 1-29-15; located on the N side of Montclair
Road approximately 150' E of Keene Road (Keene, Inc.) PSP-83-52.
A preliminary site plan was denied by the Commission on December 8,
1983. Revised plans are to construct 12 townhouses on the property. The
existing swimming pool on the site is to remain.
Commissioner Garvey moved to approve the preliminary site plan for
Keene Townhouses and authorize Resource Development Committee review of
a final site plan and final action by the City Manager subject to the
following considerations: 1) dumpster screens must not exceed 30" in
height forward of the front building setback line; 2) building height must
be shown in feet; 3) submission of a preliminary townhouse plat to be
reviewed concurrently with the final site plan; 4) each platted lot must
contain 10,000 square feet or a variance be approved by the Board of
Adjustment and Appeal on Zoning prior to review by the RDC; 5) deletion
of the two parking spaces at the north end of the easternmost parking lot
with provision for relocation in order to meet the off-street parking
requirement of two spaces per townhouse unit, or variance be approved by
the BAAZ prior to review by the RDC; 6) information regarding appraised
land values and development construction costs with subsequent submission
of a community impact statement if required; and 7) verification of the
assessed just value and most recent sales price must be submitted with
the final site plan. Motion was duly seconded and carried
unanimously.
