RE: Block 7, Lot 97, Space 4, Clearwater Cemetery
Dear Ms. LaCosse:
This is a follow up to our very pleasant discussion of this matter several weeks
ago, for which I thank you. Perhaps you will recall, I am the grandson of Laura J.
McQuagge, deceased. She died October 13, 1963. In December of 1943, she purchased
the above-described Lot in Clearwater Cemetery from the City of Clearwater.
Laura McQuagge has two surviving siblings, Archie McQuagge of Lakeland,
Florida, and my mother, Madge McQuagge Ulmer of Sarasota, Florida. Both have
agreed that at the time of her death, my mother should be laid to rest in the only
remaining space of Block 7, Lot 97. The documents I have before me indicate that this is
designated as Space 4 of Block 7.
Because of her age and questionable health, I have undertaken the task of making
sure that, at the time of her demise, the above referenced site is readily available for her
intennent. In this regard, I have before me a 1993 letter from the City of Clearwater
addressed to Toale Brother Funeral Home in Sarasota, with whom my mother has
heretofore made pre-need funeral arrangements. I am under the belief that a copy of the
same appears in your file. One correction that needs to be noted is the reference to Ray
E. Ulmer, deceased, as being the sole surviving heir of Laura McQuagge. This is
incorrect. He (my father) was the son-in-law of Laura McQuagge and was buried in Lot
1 in 1981 with unanimous consent of all of the McQuagge family.
Letter to Judith LaCosse
City of Clearwater
November 30, 2004
Page 2
The purpose of this letter is to determine what steps I need to take to insure the
immediate availability of Space 4 in the event of the death of Madge. Archie McQuagge
and Madge are both prepared to sign affidavits to the effect that they are the only
surviving children and heirs at law of Laura. My uncle, Archie McQuagge, will, in the
same or separate document, give his consent to have Madge's remains interred at the
subject site. Please advise if this will suffice. If not, I will endeavor to provide such
additional documentation as is deemed necessary by the City.
Any assistance you may provide in helping me accomplish the above on a timely
basis will be greatly appreciated.

Dear Mr. Roberts:
Reference is made to our conversation today regarding the pre-need funeral arrangements you are making
for Madge Ulmer, widow of Ray E. Ulmer, deceased, who is interred in Space 1, Lot 97, Block 7 in Clearwater
Municipal Cemetery.
Enclosed is a partial copy of the plat for Block 7 which shows how the lots are arranged and numbered;
a computer print out of the status of Lots 97 and 98 which shows the space burial type, name of interred, along with
the birth dates, death dates, interment date and permit number if available; and copies of the "lot book" pages for
Block 7, Lots 97 and 98 (I am not sure if the families are related).
In order for Madge to use Space 4 of Lot 97, Block 7 for her interment we need the following:
A certified copy of Laura J. McQuagge's will either leaving all real property or the cemetery space
specifically to Madge or naming her Executrix of her Estate; or
A certified copy of Laura J. McQuagge's will leaving the cemetery space to Ray E. Ulmer or naming him
as Executor of her Estate and a certified copy of Ray E. Ulmer's will leaving all real property or cemetery space
specifically to Madge and proof of her relationship to Ray, i.e. a Marriage Certificate; or
An Affidavit to the effect that Ray E. Ulmer, deceased, was Laura J. McQuagge's sole, surviving heir and
a Marriage Certificate as proof of Madge's relationship to Ray; or
An Affidavit granting permission for Madge to use the space for her interment signed by each of Ray's
surviving siblings and a copy of a Marriage Certificate as proof of Madge's relationship to Ray.
If you have any questions, please call me or Susan Stephenson at 813-462-6684.
