Sullivan Board Reporter The Vice-Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 – Approval of Minutes – August 10, 2010 Member Kemp moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of August 10, 2010, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4 – Analysis of Impediments to Fair Housing Choice See Exhibit: Staff Report Impediments to Fair Housing 2010-11-09 Housing Manager Michael Holmes said impediments were identified by the consortium’s consultant; consortium members include the cities of Clearwater, Largo and St. Petersburg, and Pinellas County. Mr. Holmes reviewed impediments listed in the analysis. The City will address these issues during the next five years. Concern was expressed that banks do not cooperate regarding short sales nor work with those who have existing loans. Assistant Economic Development & Housing Director Jim Donnelly discussed the current housing loan situation, which is unprecedented. The City is not able to establish or enforce regulatory reforms. It was stated while credit tightening had slowed, low income residents remain challenged. It was recommended that educational efforts be enhanced. Mr. Donnelly said the City no longer receives funds to educate potential homeowners; current regulations limit educational resources to home purchasers in Clearwater. 5 – Neighborhood Stabilization Program 3 (NSP3) Neighborhood & Affordable Housing 2010-11-09 1 Mr. Donnelly said most funds granted to the consortium of Pinellas and Pasco counties and the cities of Clearwater and Largo through the Neighborhood Stabilization Program 2 (NSP2) have been allocated. Of the City's $2.8 million in funds, $1.5 million will be allocated to the Country Club townhomes, which will set aside 16 homes for families that earn 80% AMI (Area Medium Income) or less. He said $780,000 will be dedicated to the Habitat for Humanity's Stevens Creek subdivision. Two families have committed to subdivision homes. Three homes will be part of Super Bowl week construction efforts. NSP funds will be used for permitting, construction, financing, and down payment assistance. Mr. Donnelly reported staff is negotiating with Pinellas County Community Development, Pinellas County Housing Authority, and HUD (Housing & Urban Development) Department to retain Section 8 vouchers that may be lost due to foreclosure proceedings at Norton Apartments, a 48-unit complex in North Greenwood. Mr. Donnelly said staff is developing an action plan for HUD, due March 1, 2011, regarding the City's $1,247,220 entitlement for NSP3. The action plan will be based on a mapping tool rather than census tracts. The mapping tool will calculate the severity of the housing situation in an area and determine if available funds will make an economic impact sufficient to stabilize neighborhoods.
