PENSION ADVISORY COMMITTEE MEETING MINUTES

The Vice Chair called the meeting to order at 9:30 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes
– October 14, 2010
Member Doran moved to approve the minutes of the regular Pension Advisory
Committee meeting of October 14, 2010, as submitted in written summation to each board
member. The motion was duly seconded and carried unanimously.
3 – Review and Action on Employee Requests for Regular Pension
3.1. Recommend approval of requests of employees Deborah Richter of Police, Mark Goheen
of Parks & Recreation, Joseph Young of Police, and Ronald Sudler of Police for regular
pensions as provided by Sections 2.397 and 2.398 of the Employees’ Pension Plan.
Deborah Richter, Administrative Support Manager, Police Department
, was
employed by the City on July 27, 1981, and her pension service credit is effective on that date.
Her pension will be effective August 1, 2011. Based on an average salary of approximately
$60,963 per year over the past five years, the formula for computing regular pensions, and Ms.
Richter’s selection of the 100% Joint & Survivor Annuity, this pension will approximate $49,995
annually.
Mark Goheen, Administrative Analyst, Parks & Recreation Department
, was
employed by the City on September 6, 1979, and his pension service credit is effective on
February 8, 1981. His pension will be effective March 1, 2011. Based on an average salary of
approximately $54,260 per year over the past five years, the formula for computing regular
pensions, and Mr. Goheen’s selection of the Joint & Survivor Annuity, this pension will
approximate $44,835 annually.
Joseph Young, Police Lieutenant, Police Department
, was employed by the City on
May 20, 1988, and his pension service credit is effective on that date. His pension will be

effective November 1, 2010. Based on an average salary of approximately $107,153 per year
over the past five years, the formula for computing regular pensions, and Mr. Young’s selection
of the Life Annuity, this pension will approximate $72,577 annually.
Ronald Sudler, Police Lieutenant, Police Department
, was employed by the City on
April 12, 1982, and his pension service credit is effective on that date. His pension will be
effective November 1, 2010. Based on an average salary of approximately $95,696 per year
over the past five years, the formula for computing regular pensions, and Mr. Sudler’s selection
of the 100% Joint & Survivor Annuity, this pension will approximate $74,019 annually.
Section 2.397 provides for normal retirement eligibility when a participant has completed
thirty years of credited service, has reached age 55 and completed twenty years of credited
service, or has reached age 65 and completed ten years of credited service. Section 2.397 also
provides for normal retirement eligibility when a participant has completed twenty years of
credited service or has reached age 55 and completed ten years of credited service in a type of
employment described as “hazardous duty” and further defines service as a Police Lieutenant
as meeting the hazardous duty criteria. Ms. Richter and Mr. Goheen qualify under the 30 years
of service criteria. Messrs. Young and Sudler qualify under the hazardous duty criteria.
Member Schmalzbauer moved to recommend approval of requests of employees
Deborah Richter of Police, Mark Goheen of Parks & Recreation, Joseph Young of Police, and
Ronald Sudler of Police for regular pensions as provided by Sections 2.397 and 2.398 of the
Employees’ Pension Plan. The motion was duly seconded and carried unanimously.
4 – Approval of New Hires as Plan Members
4.1 Recommend acceptance of new hires into Pension Plan as listed.

Manuel Diaz originally was hired as part-time on December 22, 2007; transferred to full-
time and pension eligible as of October 11, 2010.
Member Jonson moved to recommend acceptance of new hires into the Pension Plan as
listed. The motion was duly seconded and carried unanimously.
5 – Pending New Business
5.1 Jerry Howell’s Disability Request – Schedule date for disability hearing

Human Resources Director Joe Roseto said information related to Jerry Howell's
disability request had been forwarded to PAC (Pension Advisory Committee) members. In his
October 25, 2010 report, IME (Independent Medical Exam) physician Michael Wasylik MD felt
that Mr. Howell is totally disabled from performing his duties as a firefighter for the City, that his
disability is related to his on the job work injury, and that no available procedure will significantly
improve his condition.
Member Jonson moved to accept into evidence the entire file, inclusive of the personnel
file, interrogatories, medical records, and the IME (Independent Medical Exam). The motion
was duly seconded and carried unanimously.
Member Doran moved that Jerry Howell is totally disabled due to a job-connected injury,
such disability is likely to be continuous and permanent from a cause other than those listed as
general disability exclusions, and such disability renders the participant unable to perform any
useful, meaningful, and necessary work for the City as a firefighter. The motion was duly
seconded and carried unanimously.
6 - Director's Report
Mr. Roseto announced the presentation of actuary information related to possible
Pension Plan changes is scheduled for a Special Pension Trustees Work Session on December
6, 2010 at 1:00 p.m.
7 - Committee Members to be Heard
Members thanked retiring employees for their contributions to the City and its residents.
Member Schmalzbauer noted the passing of John Coleman.
